Washington, Dee. 5.—A beautiful
crisp winter day ushered in the second
session of the Fifty-second congress.
The galleries of the house were well
filled long before the hourof assembling.
Tbe scene on the floor was a lively one.
There were mingled condolences and
congratulations among members. The
Democrats gathered on their side of the
house and indulged in a love feast.
Handsome floral tributes adorned many
desks. Springer of Illinois was the
center of attention on that 6ide.
As the hands of the clock pointed to
to the hourof 12, Speaker Crisp assumed
the speaker's chair and rapped for order.
Tbe blind chaplain, Milburn, delivered
a brief and impressive prayer. The
roll call showed 22i members present.
A committee was appointed to act
with a like committee of the senate to
notify the president that the house waa
In session and ready to hear any com
munication he was prepared to make.
The following members elected to (ill
vacancies were sworn in: McLaurin,
Sixth South Carolina; Kilgore, Third
California; Ohliger, Sixteenth Ohio;
Brown, First Maryland; Sipe, Twenty
fourth Pennsylvania.
The daily hour of meeting waa fixed
at noon.
Hooker of Mississippi introduced a
bill to change the time of the meeting
of congress to the first Monday in
March after elections. Referred.
A recess for half an hour was taken.
On reassembling the committee an
nounced that the president would com
muuicate with the house tomorrow.
The death of Representative E. J.
McDonald of New Jersey was announced,
and, as a mark oi respect, tne house ad
ourned.
OPENING OK TIIK SENATE.
There were the usual scenes at the
opening of the senate. The floral tri
butes on the desks of the senators were
about evenly divided batween Demo
crats and Republicans, and were more
profuse than ever before. The attend
ance was hug. l , numbering about 70.
Vice-president Morton cahed the senate
to order at noon. The credentials of
l'roctor of Vermont to till Edmunds'
unexpired term, and for a new term
from March 4tb, were printed, and he
took the oath of oflice.
After the appointment of a committee
to wait ou the president to notify him
that the senate was ready to receive nny
communication which he might have to
m»ke, the senate took: a recess till 1
p.m.
On reassembling the committee re
ported that the presi leut had no com
munication to make nt present, and the
senate adjourned for the day.
A REPUBLICAN CAUCUS,

Republican senators held a caucus but
reached no conclusion?. It was thought
the anti-options bill would be the sub
ject of discussion, but it. is Btated it was
not brought up at all. The present
composition of ths committees was dis
cussed, as were also the two bills for the
admission of Arizona and New Mexico,
but no action was taken. It waa made
apparent, however, us the statehood
bills will he vigorously pressed by the
Democratic senators, that there will be
a demand for the adoption of some uni
form policy upon the subject by the Re
publican senators. At present many of
them, probably the majority, areopposed
to the bills, their objections being osten
sibly based on the illiteracy of a large
part of the population of Arizona and
New Mexico; the fact tint many inhab
itants are not Americanized, but speak
only the Spanish language, and the lack
of population. Hack of these objections
lies the fact that the two territories are
now represented by Democratic dele
gates and might ba expected to send
Democratic senators. Some Republican
senators, however, feel that if the new
Btales are admitted by the act of a Re
publican sena'n and president they
might 1)4 brought into the Republican
fold, while to reject their application
now might be to insure their admission
after the 4th of .March by the Democrat
ic senate, and to hopelessly alienate the
new state 3 from the Republican party.

A DEFICIENCY KILL.
A bill pioviding for the issue of $75,
--000,000 bonds redeemable ia coin at the
optio.i of the United States, after 10
yaars, was introduced in the house to
day, the proceeds to be applied to the
payment of the deficiency in the United
States treaeury. The bill was intro
duced by Representative Ammerman of
Pennsylvania aud referred to the ways
and means committee.
THE PRESIDENT'S MESSAGE.
The president concluded work on his
message today, and will transmit it to
congress tomorrow. .

rescind contracts with lessees of mints,
so that the government may do its own
coining.
The embezzlement of JIOO.OOO at the
state school of Pueblo is reported. The
embezzler has been arreEted.

THE MONETARY CONFERENCE.
British Delegate Currie Still Trying to
Break It Up.
Brussels, Dec. s.—When the inter
national monetary conference resumes
ita sitting tomorrow, the firßt matter re
quiring settlement will be whether the
report of the committee appointed to
consider Rothschild's plan shall be fur
ther debated or the proposals of the
American delegates proceeded with.
Rothschild, Sir C. Fremantle and Sir
William Houldsworth, the British dele
gates, desire some expression of opinion
regarding the Rothschild plan from the
full couterence. Bertram Currie, an-
other British delegate, aims to bring the
conference to an early close, ai.d iv com
mon wi'h some other delegates who are
resigned to see the coherence result iv
failure, would accelerate the considera
tion of the American resolutions, as
hastening the winding up of the meet
ing.
Fremantle, with n view to the resump
tion ot debate on the Rothschild plan,
has amended his declaration declining
to pledge the English government to
withdraw the half-EOvereign pieces iv
favor of silver, by adding the words,
"except concurrently with the adoption
of the Rothschild project, or some other
proposal having the ei*ne compensatory
value."
Fremantle, who iB deputy master of
the British mint, haa never been known
to take independent action or personal
initiative; it ia therefore taken for
granted that he is the mouthpiece of the
British government, in announcing his
assent to the abolition of the half-sover
eign.
If, despite the adverse report of the
committee, the full conference adop.ts
the Rothschild plan, a number of dele
gates will want the conference to close
or adjourn December 16th at the latest.
If an adjournment is taken it is doubtful
if there will be a full attendance when
the sittings are resumed in January.
Currie has sent to the Times a ver
batim repott of a speech he made before
the conference on Friday. Thia report
ia similar to the heretofore published ac
counts oi the speech, only in its advocacy
of a gold standard. Currie del iea that
evils are impending to the world from
the disuse of the silver standard. "The
costly silver experiments of the United
States," he says, "are never likely to
find imitators. The conference met to
endeavor to raise the price of commo
dities, and its object is entirely opposed
to the economic doctrines accepted in
(.■treat Britain. Cheap goods, not dear
goods ; plenty, not scarcity, have always
been held to be conditions profitable to
trade. That a general fall in prices haa
been brought about by the scarcity of
gold has never been proved. Such the
ories are at variance with the facta with
in our knowledge."
Currie is a strong personality among
the British delegates, and will not budge
au inch toward a compromise.

Washington, Dec. s.—Mous. Saloili,
the apostolic delegate, dictated the fol
lowing in reply to a Baltimore dispatch
saying he had been appointed to settle
all dilfsrences between bishops and
priests' in this country: "The report is
cot exact. It is true, by letters dated
from the beginning of last month, I
have received authority to examine and
decide without appeal controversies
arising between bishops ami priests,
etc., in the United States. It is absurd
to ascribe to me the place and authority
ri the pope in the American church."
As to Cardinal Gibbons, for whem the
apouolic delegate entertains tho
highest veneration ar.d special
affection, he preserves all the dignity
and authority which belong to his office.
There is no reascn foi surprise in this
case, as the pope is acenstomed to send
delegates from time to time to various
countries on similar missions, with sim
ilar powers.
PROF. SMITH'S HKKESY TP.IAL,.
A Wrangle Over the Admitßlbllity of
Printed Evidence.
Cincinnati, 0., Dec. s.—The trial of
Professor Smith was resumed by the
Ciucinnnti presbytery this morning. A
wrangle followed and Smith was denied
the privilege of offering in en
t:rtty his printed rejoinder to
the chaiges against bim, citations from
which had been made by the prosecut
ing committee. The committee with
drew the citations they had made. Tbe
testimony tor the prosecution was then
read to sustain the second and third
charges. Elder Shields and Dr. Lowe
began the argument for the prosecution.
Tho Thierree Checks.
Pahis, Dec. s.—According to a morn
ing paper Dugue, a member of the
chamber of deputies, admits that he re
ceived one of the Thierree cfiecks for
25,0d0 francs, this being his share due
from P.aron Reinacb, in the guarantee
syndicate in which Dngue, who incurred
certain risks, was entitled to compensa
tion if the operation of the syndicate
was successful. *
Winter in Great Britain.
London, Dec. 5. —Half a foot of snow
covers the ground of South Wales, and
the storm continues. Nearly all out
door work is suspended. Railway traflic
is greatly delayed. In North Scotland
the snow is 15 inches deep: in railway
cuts the drifts are many feet deep. A
mail train for luvernees was stopped by
them and the passengers rescued with
difficulty.
New Canatllau Officers.
Ottawa, Out., Dec. 5. —A proclama
tion by the governor general today put
in force the act of 1837, providing for
the creation of a department of trade
and commerce, with a minister at its
bead, and a controller of customs and a
controller of inland revenue, to preside
over these departments respectively.

San Francisco, Dec. 6.—The Post
today enys : M. E, Finn, manager of the
San Joße team, yesterday made a state
ment that puts the championship mud
dle in a new light, and according to hie
etorr, Vanderbeck acted in a very dis
honorable manner. Finn states there
never was a league meeting held in re
gard to the arrangement of an extra
series, and that tbe story to that effect
published in a morning paper was ut
terly untrue, having been told to a re
porter by the Lm Angeles manager.
According to Finn, the first discussion
i about esua game was held in San Joee
j after the laet srames was played at that
! place. Finn asked Vanderbeck what
Ihe proposed to do in the matter, aud
I was not given a satisfactory reply. At
I a la er meee'ting, on the bame
' day, Finn proposed that the first
j rive games be played at tbe
i Haight-street grounds, which could be
i obtained rent free, and where the ex
j penses of the two teams would be equal.
| He agreed to divide the receipts equally
; after all expenses had been paid. The
] San Jo6e men further stated that if the
j teams stood almost even in the matter
of contests lost and won, at the end of
five games, he would concent to finish
the series in Loa Angelea. Vaderbeck's
answer was that he would meet Finn
the following night at a certain hotel in
thia city. Finn waa at tbe appointed
place on time, and waa surprised to
learn that Vanderbeck had left for Los
Angelea that afternoon. The San Joae
manager Bent a dispatch to south,
I oil'eriug to take what waa left of hia
! team, with a few eubatitutes, to Los
! Angelea, nnd to play all nine games
j there. Finn, however, later learned
j that Vanderbeck had been quietly ne
; gotiaiing with the members of the San
Jose team, and had contracted with
them to play oil the additional games in
the southern city. The first ot tne co-
I called championship games was played
in LO3 Angeles yesterday, between the
home team and the San Jose club. It
ia very certain that theee games will
not be recognized aa championship con
teats by the league, aud that the league
: olliciala will not award the pennant of
! tbe year to the winner oi the series.
A meeting of the league directors waa
to have been held last Saturday after
noon, but owing to a misunderstanding
i regarding the hour, two of the members
! did not appear, and President Mone de
i cided to call the managers together
! again this week.
Colonel Kobinson haa announced that
he has signed Willie Lange for next sea
j son, Lange, it is said, has an offer from
j the Chicago team, but preferred to play
another season witti Oakland. If Lange
signed with the Colonels when he had a
chance to play under Anson, he acted
unwisely. Ro'oinEon, however, has tee
habit of stating that he haa aigued
players in order to keep other managers
away from them.
This AVeek's Series of Games to Begin
The second game of the final cham
pionship series will be played at Athletic
park tomorrow afternoon between the
Loa Angelee aud San Jose teams. Yea
terday morning it was announced that
there would be a game thia afternoon,
but it has been decided to extend the
finals to 11 games, which will make
just two weeks' more of play under the
plan of the summer schedule.
The San Jose team will be strength
ened for the remaining games by the
addition of Reiu, the old San Francisco
third-baseiii?.n. who will hold down the
second bag. Thia will be a decided
help, aa Reitz ia a clever fielder and
fair batter.
