A Presidential Veto Under Considera tion — Tho Army Appropriations Bill Starts a Political De bate In the House. By the Associated Press. Washington, Dec. 14.—10 the senate, today, a bill authorizing tho removal of the Pima and Gila Indians from their reservation in Arizona to another reser vation was reported and placed ou the calendar. The president's veto of last seeeion of the bill to submit to the court of private land claims tbe title of William Mc- Garahan to the rancbo Panoche Grande, California, was laid before the senate as a special order and a vote was about be ing taken on the question "Shall the bill pass?" wtien Sanders demanded an explanation on the part of the friends of tlie_,bill of the reason why it ehould pass, lie explained his own understand ing of the matter, one of his objections to the bill being that it rested upon the imputation that the judicial and executive departments of the govern ment hud been for many years pact guilty of wrong-doing in ttie premises. His own position was that even if tlie executive and judicial departments of the government had declared the orig inal grant valid, it still would not havo found the remotest foundation for such provisions as were contained in the pending bill. He thought, therefore, that the senators should be grateful to the president for having recalled their attention to the bill. The bill was debated up to 2 o'clock, at which time the morning hour ex pired, and the bill went over till tomor row. The anti-option bill was then taken up and George resumed his argument in support of his own substitute for it. In opening his remarks, George called at tention to the fall of four or five points in the price of cotton at the New York cotton exchange yesterday, and said that fall was in the nature of a menace, becaure the United States senate had nndeitaken to perform n great constitu tional duly. He assumed that the sen ators would treat such threats with that degree of c ntempt to which they were entitled. George said ha saw in one of the New fork papers that dealers in futures in that city had undertaken to puutsh the people because the senate was consider ing this bill. Co'ion had been made to fall three, lout or five points. The dealtt.- in futures were there by undertaking to force the senate to cease the performance of a great cwsslitutional duty. The appropriations carried by the bill amount to $24 202,740 against appropria tions for the current year of $24 288,460 and the estimate of $25,922,956 for the coming year. Tiie bill having been read for amend ment?, Autliony, Dem., of Texas offered an amendment providing that any re tired officer or retired enlisted man shall not receive such pay if he is receiving pay from the government in any other official cap tcil y. Bingham, Rep,, of Pennsylvania stren uously opposed it, and refened to tbe cases of General Sickles and General B.jsecrans, to both of whom he paid a high compliment. He was ably sec onded by Mr. Outhwaite, and the amendun nt was rejected. Tito Committee then rose and the bill was passed. Adjourned. THE IM MXI II ATI ON QUESTION, The sen at 3 and house committees on immigration held a joint meeting and dieoussed the bill introduced by Senator Chandler to suspend immigration. It was shown by a communication from an expert that it would be positively neces sary tt suspend immigration for a period in order to keep cholera out of thia country next year. The joint committee took no action on the bill, but adjourned till Friday, when representatives of the great steamship lines will be heard. THE TREASURY'S CONDITION. Secretary of the Treasury Foster today saw Chairman Molman of the appropria tions committee and Springer of the ways and means committee and a num ber of othar persons of prominence. Depew, in the course of his remarks, said there wero eight roads between New York and Chicago; but for all purposes of public use there was but one. If an ironclad rule of equal rates under equal conditions of time was estab lished, the New York Central and Penu eylvania would do eight-tenths of the business and the other roads would go into bankruptcy. The law preventing pooling was creating truste. If the law was continued in force live years longer Depew thought there would not be an independent business man in any of tho large cities of the United States. This miserablo condition of af fairs was being brought about by a law intended to prevent ttusts. Under the propose ! amendment the rotds would be authorized to make con tracts upon a business basis, and could agree upon rates which would always be the same to the public. In discuss ing the existing conditions, Depew said it would soou be impossible for manu factures to exist except at terminal points. Ingalls epoke to the same ef fect. If the amendment ia pasßed, said he, it will not result in an increase of rates, but in equal rates, aud in many cases to reduce rates. SILVER SKIRMISHING. ANTICIPATED FAILURE OF THE | BRUSSELS CONFERENCE. Tlie Free Coinage Question Again to Come Before Congress-Tlie Re peal of the Sherman Law Agitated. Washington, 14. —The silver and anti-silver forces in the house are en gaged in a little light skirmishing in anticipation of the failure oi the Brus sels international monetary conference, from which the members say they ex pect nothing. Each side ia now en deavoring to learn something of the purposes and views of the other side. Talks with free silver men and avowed opponents of the present Sherman law show that it is believed to be unlikely that anything will be done at this ses sion, either in the way of the repeal of the Sherman law or the enactment of more radical silver legislation. This morning the house coinage com mittee had a regular meeting. The day was set for consideration of the Will- lams bill to repeal the Sherman law. Williams, its author, was not present and the bill went over. Then some very informal general discussion of the ailv. r question took place. The propo sition wae put forward in rather an in definite shape that an opportunity be given in the house for a vote on the re peal of the Sherman law. The free coinage men were not unwilling that this Bhould be done, but in order to preserve their present parliamentary advantage suggested that the method by which to accomplish this waa to take up the Bland bill, which at last session was finally displaced by a few dilatory motions after the speaker found it nec essary to cast the deciding vote on the bill. " Bland ay.d Pierce, the leaden of the free silver section oi the Democratic party in Ihe house, exnres-ed their wil lingness to itive the oilier side an oppor tunity to offer the Williams and other bills as amendments to the Bland bill, provided that on their part tbe anti silver men would agree to let the house come to a vote on the question of free coiuage of silver and other propositions more favorable to the extended use of silver currency than the present law. It is, however, thought that if the committee was to agree unanimously upon some recommendation to the house, the support of the rules commit tee could be obtained to a resolution making the silver bill a special order, but nothing in the past history of the committee warrants the conclusion that it will be able to act harmoniously and as a unit on the question of the consid eration of silver legislation in the house.
