2 AT THE SEAT OF GOVERNMENT. A Day's Doings at the National Capital. Yesterday's Proceedings in House and Senate. The Houae Performs an Act of Tardy Justice—Representative Buwers on the Warpath—Silver l'roposttions. By the Assoiiatcd Press. Washington, Jan. 5.-Tn the senate, today, Hill introduced a resolution call ing on the secretary of state for an opinion aa to whether the Chandler im migration suspension bill waa a viola tion of treaties. The senate bill compelling witnesses to testify before the interstate commerce commission was passed. Consideration of the anti-option bill was resumed. Vilas made a set epeech in opposition to the bill on the ground of unconstitutionality; that it invades the sovereignty of the states and is a flagrant advance to centralization. There was a colloquy between Vilas and Washburn, wbo has charge of the bill, in the course of which a question was put to Washburn as to whether he would accept an amendment that would confine the operation of the measure to operations of absolute gambling, and in which there is to be no delivery, but- tbe Minnesota senator hesitatingly declined to answer the question affirmatively, re marking that he did not believe any such restriction would oe effective. The bill went over till Monday next, tomorrow and Saturday having been set apart for consideration of two bills in relation to quarantine and immigration. Tbe senate bill permitting M. P. Deady, United Statee judge for the dis trict of Oregon, to resign on or after March 4th next and thereupon be en titled to draw his salary ac judge during life, wae passed. The senate bill to pay to the assignees or legal representatives of the late John Roach, the shipbuilder, $28,160, balance due on the United States steamship Dolphin, was also taken up, discussed for over au hour, and finally laid aside without action. The senate bill concerning testimony in criminal cases on proceedings grow ing out of the interstate commerce law, on motion of Wilson of lowa was taken from the calendar and passed. It pro vides that no person shail be excused from testifying on the ground that his testimony might tend to criminate him self. The aena'e then, after a short execu tive session, adjourned. UOUSE PROCEEDINGS. The house this morning began consid eration of private pension bills coming over from the ia;t eeasion as unfioiehed business. A, bare quorum was present, and it was finally obliged to await the presence of a quorum. When it waß obtained the house by unanimous con sent proceeded, in comrjjittee of the whole, to the consideration of tbe forti fications appropriation bill. There was no general debate. The bill was passed without amendment. It appropriates $1,755,055. The consideration of private pension biila was resumed and a few measures were passed without opposition, because little attention was paid to them, and as there was in; quorum the house ad jour ctd. Cockrell of Missouri presented a pe tition in t'-e senate thia morning out aide of tbe tsual run of petitiona. Mrs. Erne «jt. Snow of Schell City, Mo., rep reaents that her daughter Lora Snow, aged 19, went to Richfield, Sevier coun ty, Utah, and became a teacher in the Presbyterian mission school, located there. She diea October 4, 1891, under circumstances that cast grave doubts aa to the cause of her death. Mrs. Snow mis she has been hampered and delayed in getting facte relative to tbe death of her daughter and in re covering the body. It waa claimed death wax caused from typhoid fever, and before she could return to Missouri and secur« proof that typhoid fever was not coutf ginus, she says her daughter's liody brad reached such a condition that a medical examination could not be utaue to determine the cause and man ner of her death. Mra. Snow Bays this ia not the only young woman teacher whose body has been disposed of in such away as to leave suspicion of foul play. For this reasoo Mrs. Snow asks an investigation of the manner in which this mission is carried on, a request in which the citizrns of Schell City join. ALL SORTS OK SILVER PROPOSITIONS. Ontario, Cal., Jan. s:—The Chino sugar factory announces an increase in the price of beets the coming eeaaon. The price on the minimum per cent of sugar, 12, will remaiu at $3.50 per ton. Instead of 25 cents additional per ton for each per cent of sugar above 12, 40 cents will be paid. Aa the beeta aver age above 12, they will bring the far mers 50 to 75 centa more per ton than last season. Three thousand acres are already contracted for. The planting will probably be increased to 4000 acres. Satolli's Powers Enlarged. Washington, Jan 5 —Tbe interesting fact is ascertained, from unquestionable sources of information, that the Eu ropean mail delivered at the Catholic university today brought to Monsignor Batolli, the papal delegate, inatructiona broadening and widening his powera and imposing upon him new duties and responsibilities which must necessarily occupy hia attention to the exclusion of all but the moat urgent business for some time to come.
