The Tiifburo' Southerner. TAKBORO', NORTH CAROLINA. WILlilAM BIQGS, Editor. Jan-iary 13, 1570. "Branca BasSi-oaUs.' We have hitherto rcfruiued from lis-Cus-i-ng the general management of " our railroads. Not because we did not feci a full interest io the same, and from a lack of suitable information, but simply f'r the reason that we have felt willing to leave the whole matter in the hanos of thoao with whom it i properly charged. ' Wuh some exceptions, the manage ment of the Wilmington and YVeliori KoaJ, under the buperictendenee of President Bribers and Col. Fremont, has been satisfactory to the public ; but recent developments compel us to say a word in protest. A short time since a proposition was ruude by Mr. RriJgers, offering on the part of the W. Si W. K. K. to guaran tee six per cent, upon the capital stock invented i:i the proposed branch road from Wilson to Greenville. At a r3 cent meeting of the Directors of the W.&W. U. K. held at Wilmington, this proposition was accepted and a survey ordered between the two points, preparatory to the building of the road. Situated at the terminus of the Tar boro Branch Road, and reflecting the views of the Stockholders of the same, we feel compelled to ask the question 'How is it possible for the main road" to guarantee a certain paying dividend to a new branch, wheu nothing is real izedfrom the acknowledged profits of an o'd branch V It seems to us that no one cau con tend that the new proposed branch from Wilson to Greenville will do more than nav expenses : and where is the 1 j money to come from to pay this divi dend of fix per cent ? It must nf course come from (lie earn ings of the m tin branch, to the dctr . meat of its stockholders. We shall allude to this question aain, and in the meantime republish a communication in the Wilmington Journal on this subject, which we know coajes from one of the best friends of the road. Before duinj; so we must, in justice to Messrs. Bridgers and Fremont, say that we believe these gentlemen are .vorkin, in their opinion, for the best interest of their road ; hut the public has a right to entertain its opinion. Would it not be more conducive to -tli3 interests of the W. k W. R. R. to make a connection fro in Greenville at tSolhel with the Wil'iatnston and Tar ioro Road ? This question we will discuss here - after, aud now give the Co uimunication " Editors J.nirnal : The proposition obuikl a branch road from Wilson to Greenville has assumed a serious aspect lYoiii the course of President lii-itlger. iu offering for the W. & W. II. fl to guarantee the stockholders of the branch an annual dividend of six percent. ' liy what authority is the offer made ty Mr. Bridgers ? Not from the stock holders, for they have not been con sulted even, and at their late genera! waeeting in November the subject of branch nads was referred, with the re ports of the President and Stiperiu tendeut, to a committee, vrho d:c!ared io their report that, however desirable to encourage the building of branch roads, the financial erudition of the railroad precluded any idea tifprciiniart aid ; and in the face of th deduction, t'tie President offers them thin full divi dend. ' The road is heavily in debt andftrug- gling under many difficulties, and tin ble to pay even the smallest dividend I tuti"f,s of tl,(i StJtcs of Virginia, Mis 0 its own" stockholder. j ;':jd lexaf ro he votes of the M to 'Tl ere is already ere branch read ii.ere is a.reaay cr.e Drancn ro ia, -which thc officers say pays better than any other section of the read. Why .not pay a diTidena to that branch t hy estauhsli a new set or prejirrerf stockholders, to swallow up the earn of the whole rtad, and its branch toof 'Is it supposed that the n-ew branch will be uKieientiy profitable to pay thc expeuses and six per cent, divideud However glowing the accouuts fioai interested parties, experience teaches j t!lc eomniunity in the vincinity of C-r-differently, and is the only reliable auJ ter's Station, was considerably exercised ,u, :tT j ov jr the announcciuent that aMr. Lvon "The branch road wiil be about 40 milcM through a rich agricultural coun- try. Now make a liberal allowance for all the trued and freight that wi II come to the road through this proposed branch, and then you may safely say that more than half, aye txco thirdb of this custom or profit already reaches the main roadatdiffereut points, though at additional cost to the owner, but not to the road; and then you are called upon to pay this high premium for the email remainder. "It proposes a gross injustice to the eld stockholder to give any preference to new stockholders over the old, aud will lead to serious difficulties. 'This leasing of railroads is a new move in North Carolina, inaugurated i.y Gov. llolden in the North Carolina llailroad, w:orc his proxy holds the control. Aud it seems to herald his adveut to thi directorship of the WiU rLinj:ton and Weldon llailroad (the propriety of which appointment the press has been strangely silent, after denouncing him up to that time as au enemy to Wilmington aud the Cape Fear section.) "In the present embarrassments and depression of the Wilmington and Weldon lVtilroad, it will be impossible to carry out any such proposition as President Bridgers has off-red to the Wilson branch. 'If attempted it will be met by many unforeseen obstacles to imprdj if, besides the pecuniary em-barnissineot-Ao apparent. "The despondei.cy wfiieh prevails mong the.RtoCkhoMers.aaa ireir ais- ifru-t of iic Dfcw management of the roaU pn-au- e tnucti apatny aoout me J-. & accounts for their si - 1 . 1 . .1 lent about thin gruju act of injnsttec proposed to be perpetrated on them.
