THE PUDLIC are informed that the Seaboard and Roan oke Rail Boad Company have completed their new bridge across Roanoke River at Weldon, and are now pre pared to transport passengers and freight from Wcldon to Portsmouth and Norfolk, and the Northern cities promptly and with dispatch. The Cars leave Weldon daily at 3J o'clock, P. M., and ar rive at Portsmouth by 7 o'clock, P. M., in time to connect with one of the Chesapeake Bay Steamers, HERALD, GEORGIA OR NORTH CAROLINA, for Baltimore, and arrive at Baltimore early next morning, iu time to connect with the morning train that leaves for Phila delphia and New York. By this comfortable and agreeable route, Passengers leav ing Wilmington in the morning train, will arrive early the next morning at Baltimore, and reach New York the same evening, without loss of sleep, and with but one change of person and baggage between Weldon and Baltimore, and avoid entirely night travelling on Rail Roads. To render this route worthy of the travelling public, the company have employed caireful and responsible baggage agents, who check all baggage at Weldon through to Baltimore, consequently the traveller has no further trouble with his baggage until he reaches Baltimore. Tho Chesapeake Bay Steamers also stop at OLD POINT, to land and receive Passengers, and Passengers who leave Weldon at 3 o'clock, P. M., arrive at Old Point the same evening. An arrangement has been entered into, by the different Rail Road and Steamboat Companies, by which the same Through Ticket issued at Charleston, will leave it optiona ry with the traveller to take either route at Weldon. Aa accommodation train leaves Weldon every Tuesday, Thursday and Saturday mornings for Portsmouth, Norfolk and OLD POINT COMFORT. It is probable that they are lurking in Du plin, Sampson or Wayne county, near the line of the three counties. The girl was raised on Saracta, and they may be gone there. Pittsburg, July 23.-1852. The Stockholders of the Cape Fear and Deep Riv cr Navigation Company, met in the Baptist Church at 12 o'clock, and were organised by tailing Col. A. S. McNeill to the Chair, and the appointment of J. W. Scott and J. W. Farish, Esquires, Secretaries. Henry Elliott and John 11. tlaugliton, Esquires, were appointed a Committee to exaipinc proxies, &c. The whoie number of Totes on the slock is 550 of W'hicli 4o2 were represented by proxy and in person. The Treasurer's Report W;is read and referred to a committee f three, appointed by the Chair, viz: Messrs. Ncill McLane, John W. Scott, and Dr. Me Clenahan. The Engineer's Report was read antl referred to a committee of five, appointed by the Chair, via : Messrs. John Smith, Brooks Hairiss, L. J. Haughton, and Drs. F. J. Hill, and Robert K. Smith. A Committee of Ways and Means was elected by the Company, to take into consideration arid reymrc the best mode of raising funds for the continuation of the work. i i Peter Evans, sen.. John MacRac made a Report from the com- mitted of Ways arid Means, as follows : The Committee appointed to devise ways and nienns t meet the' present liabilities of the Company, and the contin uation of the work, would respectfully recommend that ilie Directors be authorized and instructed to borrow, for the im mediate use of said Company, tho sum of thirty thousand dollars; aiui to secure said Directors against loss, the Stock holders enter into bonds, binding themselves in a sum nut, exceeding fifty per cent, of the Stock uow held by thcin. We further recommend that all the day laborers now in the employ of the said Company, be discharged, and thai, the hands hired bv the year bo put ou the lower works, an l be continued there until completed. A part of this Report was rendered inoperative, from the fact thai there' is an implied contract with the Company's hands riot to go below a certain point on the River. ' The Committee on the Engineer's Report asked to be discharged, being unable to throw any other light on the subject than what is contained in the Report itself. They were discharged. Maj. J. W. Scott, from the committee on finance and Treasurer's Report, made a-report declaring the Treasurer's account correct. The chief business in the afternoon session, was the discussion of financial matters. JBifN. P. Willis, the well known writer, went out last winter to tho West Indies, in pursuit, of health. The jrreatest ma jority of tho Macks seem to lie content with the mer est animal existence, idle, rajrod, dirty and saucy. Emancipation seems to have degraded tho many, while it has elevated the very few. With the French facility of amalgamation of color, tho moro intelli gent negroes, whon set free, find the way to respec tability easy, and some of them have unfuentiona bly taken advantage of it ; while, to mot ot them, freedom was but the license to be as brutal as their nature dictated and viciously idle. Of the negro intellect, in ac tivity and cultivation, we have not yet, perhaps, full means of judging. 1 find very contradictory opinions among the residents here as to their probable pro gress with time anil freedom the majority declar ing, however that the negro relapse into barbarism is instinctive and inevitable, and that the presence of the white man, who Will soon be out-swarmed and driven from these latitudes, ia all that hinders their sudden and Complete abandonment of the restraint of civilization. Some negroes who returned educated from France, by the way, started a journal at St. Pierre. It lasted about two years, and was little except a tissue of personal scurrilities.
