Traders pre marking time and waiting for de developments in the Tobacco trust re prganlzatlon and for affairs to clear up n Europe. Too much uncertainty sur rounds the market for much m-ement to be expected either nay. Stocks are n strong hands which will not suffer them to decline unduly, and the in pentive for a bull movement i-j entirely lacking. There seems to be a feeling In the Clearing House that inasmuch as the national banks of the city are logic ally the Institutions to handle the commercial business of the city, that they should have a great deal to sa in governing the local examlnershlp It is believed now by several bankers who were present yesterday that a good working plan ylll be proposed by the Clearing Hopse Association, whereby an examiner may be ap pointed to examine all the Institu tions of the city, this examiner to be under the direction of a good repre sentation from the national banks trust companies and savings banks The Clearing House Association holds another meeting this afternoon, when It is thought a very satlsfac tory plan will be submitted.
