EFFECT OF SENATE
Washington Utilities Man Does
Not Fear Anti-Merger Law.
Corporation Counsel Pleased
The promoters of the Washington
Utilities Company are not at all dis
turbed by the action of the Senate yes
terday In putting: a public utilities pro
vision and an antl-mercer provision in
to the District, appropriation bill.
One of the more prominent men con
nected with the J1SO.O0AO00 holdinR cor
poration said today that he did not ex
pect that either of the provisions Insert
ed by the Senate would become law, but
even if they should, their enactment
would in no wise embarrass the plans
of the company.
"We have said right Along," said the
financier, "that the Washington Utili
ties purposed to force nothing upon
anybody and to take no action that
would not be for the betterment not
only of the stockholders of the utilities
corporations, but of the public as well.
The enactment of the anti-merger pro
vision would be contrary to the plans
that we have in mind.
"As for the public utility commis
sion." he added, "ie have felt all along
that such a body would be created, and
we are prepared to show such a- com
mission, should it be created, that our
plane are for the best Interests of the
people of Washington."
"But I don't think either provision
will become a law,' he added.
On the other hand. Corporation Coun
sel Thomas feels elated over the Sen
ate's action and believes that the pro
posed law will, when put to a test in
the courts, effectually block the plans
of the big holding corporation.
Meantime, the plans of the company
are being held in statu quo.
Since the securities of the utilities
company have not yet bn listed on the
Washington Stock Exchange, there was
no .evidence of the effect of the Senate's
action dlscernable, but in the trading
today Washington Kail v. ay Issue sold
at firm prices and the quotations were
raised somewhat. These Issues were an
exception to the general tone of today's
prices on 'change. Many quotations
eased off. The trading was in fair
olume.
Prof. Charles A. Pouglas delivered
the third lecture of his series on the
law of negotiable instruments before
the Washington chapter, American In
stitute of Banking, last night.
A special meeting of the directors of
the Seaboard Air Line Railway was
held jesterday The met-ting ratified
the action of the finance committee In
the recent sale of $8,000,000 three-year
L per cent notes. Instead of following
the custom of negotiating with a sjn
dicate or a single banking house for
the purchase of these notes. Chairman
Wartleld Invited bids from leading bank
ing Interests at different monetary cen
ters. Sealed bids were received from
invitations extended to fourteen differ
ent sources, and the. notes were award
ed to the National City Bank, of New
York, wnose bid was on the lowest In
terest basis The Seaboard secured this
money on a better basis than it has
ever before been able to borrow on.
The Seaboard directory Includes men
prominently Identified with some of the
strongest and largest banking Institu
tions in tne country. Aiuton K. Aiies,
vice president of the Itglcs Nat'onal
Bank, Is a member of the board.

Approach of Decision Day Has
Deterrent Effect on the
Market Today.
NEW YORK. Feb. 20. Dullness per
vaded the New York Stock Exchange
today and prices -were Irregular, with a
majority of the list sTiowlng ' declines.
The approach'of another Supremo Court
decision day ,had its effect In restrict
ing; trading. Bu otne'busIness day in
tervenes between today and the next
meeting of the qpurt. Better prices
were seen in the London market, re
flecting a be'tter feeling" over the Balkan
situation, but this feeling was reflected
only in Canadian Pacific here. The
losses, however, were for the most, part
only fraction!. -A cable received' this
morning states that J. P. Morgan Is
continuing to improve In health.
January trade reports show the hea'
iest Import and expert business In the
history of the country.
The directors of the Chesapeake and
Ohio railroad Company will meet this
afternoon and probably take action on
the quarterly dividend. It has been ru
mored that the rate of 1 per cent
would be reduced.
The directors of the Calumet and
Hecla Mining Company today declared a
dividend of 810 a share. This Is a re
duction of S2 a share as compared with
the previous payment which was made
on December 20.

Advises Farmers.
MONTGOMERY. Ala., Feb. 20. With
a large and representative attendance
of farmers, the Alabama Live Stock As
sociation opened Its' annual meeting in
this city today. In his opening address
President C. A. Cary urged the farmers
to devote a portion of their time and
capital to 'the ralainc of live stock in
stead of all on the cotton crop. The
meeting will conclude its business tomorrow.

still In formation, but the trustees will
work out the details as soon as the
other buildings are under headway.

an antiquated condition for many years.
