-7S& p--- r sr-;cr '. If'tr . ' THE WASHINGTON TIMES, THXTRSDAY. APRIL 17; 1913. TROLLEY LINE ABOUT TOBECOME REALITY Purveyors of Washington-to-Winchester Road Are Now in Vicinity of Bluemont. The long-talked-of trolley line from .Washington to Winchester Is about to become a reality. Surveyors arc now In the vicinity of Bluemont, Loudoun rcounty. It Is understood the cost of construc tion of the line, according to the find ings of the engineers, is satisfactory to 'the financiers In the project, and that men ivho will compose the new com pany include some of the ir.on prorri nent capitalists in West Virginia, Mary 'land. and the District. f The name of the new road, according to nell-authentlcatcd rumors in finan cial circles, will be the Shenandoah Val ley road, and the company will prob ably !jl hf adfci by Clarence W. Watson, former Thltcd States Senator. It is understood the line will be of the light-suburban type and no heavy grad ing or tunneling Is contemplated. It Is probable that the new road. If constructed, will connect n Ith the Wash ington and Virginia line at Bluemont. and will transfer its Washington-bound passengers at thu point. Previous plans for building a trolley line to Winchefate-. and possibly to 'points bovond. have anticipated a line atle to haul heavy freight. The topog raphy of the countiy would make such a line exceedingly expensive, so that the plan now under survey calls for a light traffic line, principally for passengers. Mrs. Pankhurst Better; Soon Returns to Jail LONDON, April 17. Mrs. Emmeline Pankhurst, who is 111 In a private nurs ing hospital from the effects of her hunger strike in Holloway jail, is murn improved today. The government hopes to be able to remand her to jail again within a week, so that she may resume serving her three-jcar sentence. jap premier told to protest Lustily Clamor in Island Empire for Its Government to Test U. S. Alien Land Bill. TOKYO. April 17. Members of parlia ment today called upon the premier to make stronger representations at Washington against the California alien land title bill. It was urged upon the premier that a friendly settlement could surely be arranged If proper steps were taken. Popular clamor was renewed for a test case to be carried to the United States Supreme Court to show that Japanese ore not Mongolians, and, therefore, are eligible for naturalization in the United States. Constitutional lawyers In Congress, as well as In official circles, arc giving no little study and thought to the prolw lem raised b- the California alien land measure. Manv of them believe Japan will win. if the case goe3 to the Su preme Court, providing the California measure as enacted.. If the one which has passed the lower house. This would prevent any aliens hold ing land unless he declared his Inten tion to become a citizen. Inasmuch as a Japanese cannot become a citizen, this is, from one point of view, dis crimination against Japan. Not a few good lawyers In Congress hold that under the most favored nation clause In the treaty of commerce and friendship between the two countries thb Califor nia measure would be held Invalid by the Supreme Court.
