Theodora Roosevelt's final instruc tions to the majority of the Pro gressive national committee are on the way to Chicago, being car ried by Irwin' R. Kirkwood, of Kansas City; Chester H. Rowell, of California, two of the commit tee, and John W. McGrath, the Colonel's secretary. Roosevelt's letter to the national committee, declining the nomina tion of the party he founded, which is to' be presented tomor row, is expected to cause friction between the conservative and radical wings of the committee. Heated discussion between the. two elements has been forecast for several days. ROOSEVELT CONFIDENT. The Progressive national committee, which meets In Chicago tomorrow to act on Theodore Roosevelt's letter with drawing In favor of Hughes, is expected to substitute Hughes for Roosevelt on its Presidential tlckot. It may wish to participate In the noti fication ceremonies, though there Is a chance It will decide for a separate noti fication day of its own.
