LZe Change Seen In Financial Conditions ' European War Continues to Exert Overruling Influ ', " ence Over Business Activities of the Entire Country-Call Money Drops. VBdOntit conditions changed little ttaftqg the put WMk, the EuropMn war -still exerting tho overruling Intlu eao over th financial and commercial activities of the country. Though call money haa again .dropped to. 3 per cent; as compared with the Wgh rata of 6 per cent being aakd by baalttra a, few weeks ago, the sccurl tlaa market are dragging along in tata of dullneas and on, the great New York exchange none of the "big" men ara willing to take the ' Initiative In rtlng i prices on an upward trend. Asked aa to tho reason for this atti tude, men who have led bull markets at, times past when the money situation was not nearly so favorable, reply that th future Is too uncertain to make commitments of proportions sufficient to Influence the market. The greatest factor making for this uncertainty, they ay, Is the question as to when the European war will end. . Added to this dominant factor Is the serious labor problem .confronting the railroads, and the fact that Congress is going to start a thoroun investiga tion of th railroads. While this In vestigation Is the result of a suggestion made by the railroads themselves, many students of railroad problems fesr that n it was unwise to have stirred up the "animals." That the condition of railroads haa materially Improved in tho past year is clearly evidenced by the reports now coming forth for the fiscal year ended June. SO. Tho Southern Pacific, one of the first railroads to report earnings for the en tire twelvo months' period, gives an In dication of what may be expected of other roads. It not only established the highest record for gross earnings In Its history, but In all probability earned the largest balance for Its stock. The gross Is given as 152,691.228. This leaves an estimated surplus for dividends of 31.800,259, or 11.7 per cent on the stock. It Is clear that New York Central will set up a new high record of earnings this year, Judging from the results of the first six months. Gross earnings from January 1 through the first two weeks In July were In excess of flOS, 000,000. This represents a gain of over 123,000,000, or 28 per cent, over last year. Paint' Country's ' Prospeots in Rosy Colors. The New York papers continue to day to paint the financial and com mercial outlook of the country In rosy colors. International and national events both are singled out as promising an uninterrupted period o prosperity for the entire nation. Of particular Interest Is vtho follow ing, from today's New York Times: Two 'years, ago, when th great 4 war was about to begin, there was the greatest of apprehension among manufacturers and other producers, as well as business men, as to what was n storo for them. ' As usual under such circum stances, many took counsel of their fears and acted as though ruin wero cortaln to follow in tho wake of the trade disturbances that must accompany a world war. At that time there were printed In these columns certain predictions Intended to reassure the timid ones. What was then prophecy has now become history. The activity of Industrial plants and the tremend ous oxports of munitions and food stuffs aro prettv definitely known to all persons. Not so much stress, however, has been laid on tho number of new Industries estab lished In this country which pro due articles that used to bo ob tained from abroad, and which will endure after tho war Is ended. Large, however, as the total ex ports loom up, the ngures still are small In comparison with the do mestic production.
