Secretary Redfleld today was
named a member of the priorities
committee of the War Industries
Board.
Ills appointment Is regarded as
distinctly advantageous to Industries
classed as non-essential. In & recent
statement. Redfleld declared he fav
ored giving more attention to such
commercial Interests that their or
ganizations and plants might be
kept intact for after-the-war trade
Thousands of complants have come
to Washington recently against the
closing down entirely of plants not
producing war materials. Redfleld
stated today that he favored, not at
tempting to keep such plants run
ning at full capacity, but converting
them to establishments which, under
priorities rulings, will be permitted
to have limited supplies of fuel, la

claims to have learned. Is the de
cision announced by the Kaiser
following his recent conference

Kaiser declared that no conces
sions will be made to the enemy

TWO DIE IN AUTO kECK
PORT PLAIN, N. T Aug. 27.
Authorities today sought to fix re
sponsibility for the deaths of Charles
W. Van Buren. of Montreal, general
master car builder of the Canadian
Pacific Railroad, and Miss Mae Rich'
ard of New Tork, and the serious
Injury of A. C Murphy, of Montreal,
and MJss Alfred Chattont, of New
York. The party were riding In a
huge cross-country touring car from
New York to Montreal.
Just outside this town, according to
stories told the police, the car was
rammed by another machine and
driven ever an embankment. The car
landed on the New York Central rail
road tracks against a passing freight
train.

Germany hopes to negotiate an
early peace that will Rive her an op
portunity to reorganize her resources
for another creat war for world
domination.
This statement was made today by
a high entente diplomatic authority.
To Make Temptlnc Offer.
He held that reports of a coming
German peace offensive are not idle
rumors, but rather a portion of a
well-laid scheme of the Prussian war
lords to attempt to bring a cessation
of hostilities. Tempting offers -will
be made to various nations of the
entente, he says, and there wilt be
serious menace for the entente morale
If the advances are seriously received.
Diplomatic advices recently have
frequently quoted German references
tc the possibility of a truce In the
west and of the after-the-war ambi
tions of the military party. One of
the boldost statements to reach en
tente hands is that of Austrian
Deputy Wlchtl. leading member of
the German Radical Party In the
Itelchrath, In an address at Windlsch
Kelstrltz.
Cable reports of his speech quote
him as favoring such a close alliance
between Germany and Austria that
the two powers would be one politi
cally, socially, economically, and for
military purposes. He would also
crush the Czechoslovaks, divide the
Jugo-Slavs, and then launch a gigan
tic war to subdue America, and Ger
manize Asia.
For One German Xation.
"Our alliance with Germany must
be such as Is wanted by the Germans,"
Deputy Wlchtl asserted. 'The alli
ance must be such that It make one
German house where but German will
be spoken, but German Ideas thought,
and German battles fought.
"And when there shall be no longer
two states, but only one great Ger
many, then wc shall watre a new war.
. Then we shall deliver three mighty
blows to Hie end of forcing our way
to America, subduing the Orient, and
i establishing German power over
) Japan and China. '
"We must decimate the Slavs In
their numbers and break them up,"
the deputy declared. "We must pre
vent Austria becoming a state of na
tions. The Jugoslavs must be re
duced and dismembered Into small
inus. Portions of the Slovenes and
tho Croats must go to the Germans.
We will give a portion of the Slovenes
to the Italians. A greater part of thi
Croats and the Serbs will go to the
Magyars, and the rest shall be appor
tioned among the Albanians, Greeks.

Wonld Deport Slav Itaee.
Austria sees a solution of the vex
ing Czecho-Slovak question In the
proposed deportation of the Czecho
slovaks to Siberia, where, the Pestl
Ilirlap, of Budapest, declares, "they
could enjoy the happiness of their
long-sought Independent national ex
istence.
The Budapest article refers to the
activities of the Czecho-Slovak troops
in Siberia, and the suggestion is made
that the dual monarchy unburden It
self of the Bohemian and Slovak dis
content by giving the Czecho-Sloraks
a part of Siberia and forcing them to
emigrate thither.
The dispatch also refers to an anx
iety in Austria for German and Mag
yar prisoners in Siberia, and the dec
laration is made that the central pow
ers should go to the rescue of the
prisoners before the advance of the
Japanese army exposes them to the
grave danger of becoming war pris
oners again.

WO PACTS
Negotiations are under way for two
treaties between the United States and
Uruguay.
One Is of a commercial nature and
provides for the regulation of tariffs
on goods sold by American traveling
salesmen In Uruguay. The United
States Government hopes to negotiate
a similar document with each Latin
American republic in preparation for
after-the-war trade.
The other treaty concerns the pro
posed gold credit at Montevideo to
stabilize United States currency In
Uruguay for the period of the war
Dr Brum and members of the Uru
guayan mission here will leave Wash
ington tomorrow. They will visit
Philadelphia, New York, Boston, Buf
falo, and St. Louis. They will board
the Uruguayan cruiser Montevideo ai
New Orleans and will return home
through the Panama canal and down
the west coast.
PAPER TAX ON PAPER
Reports from Mexico City state that
the Democrats, acknowledged to be
the Instrument of German Minister
Von Eckart In spreading his German
propaganda. Is apt to discontinue for
lack of print paper, and that Mexico
has thereupon altered the Import duty
on print paper from a percentage of
Its value in money to thirty-three and
one-third per cent of paper Imported,
payable In paper.
The National Type and Paper Com
pany, which furnishes print paper to
Mexico and all Latin America, has re
fused to furnish print paper to El
Democrats, or to any other paper pub
lished In Mexico devoted to German
propaganda, and as a result many
such sheets have gone under. At the
beginning the Mexican government
purchased print paper from the Unit
ed States, turning It over to El Dem
ocrats which proceeding was discon
tinued on protest from the United
States.
The new tax on paper, payable In
kind, will enable the Mexican govern
ment to deliver paper to pro-German
papers which otherwise would suc
cumb to war blacklist regulations.
