Limitation of the labor of coal miners in New South Wales, to limit the production of contract workers, li explained in a recent bulletin of the Department of Commerce. An agree ment among the miners whereby each man works until he has earned a cer tain sum, and then quits fW the day is in effect. This is known as the "darg' system. The Individual worker cuts down his earning power, since the limit is usually within the productive powers of the average miner. Miners work ing on wages do not adopt this sys tem, but keep working continuously until their shift is completed. At one colliery where the normal average, of earnings v was twenty-three shillings, the men agreed, under the system, to reduce it to twelve shillings- Another colliery has a limit of fourteen shill ings. Mine owners declare the reason for this movement is rfbt to insure wider employment, but to deplete coal stocks so that when a strike is immi nent the public will be caught at 'a. disadvantage, and will press owners to agree with the miners for higher wages.
