Other discounts on hand were In creased by $3,600,000 and acceptance holdings by 514.700.000. War paper held under rediscount for other Fed eral Reserve Banks Increased from 112.900.000 to $115,200,000. while sim ilar holdings of bank acceptances declined from $858,100 to $100,000. Heavy withdrawals of Government funds reduced the balance in banks ! to th credit of the United States by l 15,100.000. while members' reserve deposits show a gala of $49,000,000. Net deposits show a decline of $118. SO0.00O. while Federal Reajerve notes it; circulation fell off $6,300,000. Total combined resources of the twelve Federal Reserve banks are given as $3,711,703,000, while those of the Fifth Federal Reserve district, which includes Washington, are $.34,614,000. Henry L. Doherty & Co.. of New' York, announce that the participation list of the syndicate organized to un derwrite the new issue of $25,000,000 Empire Gas and Fuel Company bond issue has been closed. This company controls most of the companies com prising the Cities Service Company, engaged in the production, transpor tation and refining of petroleum in Texas. Oklahoma and Kansas. The Kmpire Company has a daily produc tion of 40,000 barrels, and has a lease on 22.000 acres of proven oil lands, with 1,400 wells in operation. The combined earnings of the companies joining in this bond issue were $64, 504.49 for the twelve months ended February 28, 1919. Net earnings were $23,121,297. WOULD LIMIT D. C. i CITIZENS' SOCIETIES A movement to limit the number of authorized citizen.' associations In the District was Inaugurated last night at a meeting of the Finey Branch Citizens Association. It was claimed that there are more than forty-five. citizens' associations tn the District now. and that many of them are practically moribund, having few. if any. members. Yet these associa tions are entitled to send two dele gates to the Federation of Citizens' Associations to participate in the de liberations of that body. It was charged that the name of one defunct association L being used merely to further the political aspirations of one man. A resolution was adopted recom mending three amendments to the constitution of the Federation of Citi zens Association. Under the proposed amendments, all associations, to be allowed membership in the federa tion, must have a minimum member ship of 100. with the exception of scientific and art societies. Associa tions shall be prohibited from solicit ing the membership of persons living in the territory of another associa tion, unless those persons own prop erty in both territories. It is also proposed that the federation prepare a map of the boundaries of the terri tories of the respective associations, and that the map be used as an of ficial means of settling all disputes in regard to territory.
