IS ADVOCATED Walter UfTord, general secretary of the Associated Charities, today made clear the advocacy of that organiza tion on the bills designed to amend the so-called loan shark law. He says: "The Times yesterday published the notice of the meeting of the board of directors of the Associated Charities at which a resolution was adopted urging Congress to pass promptly Senate bill 21 S3 and H. R. 6506. This bill amends the so-called loan shark law by raising the rate of Interest for 1 per cent a month to 2 per cent a month. "This rate of 2 per cent a month is the one asked for by the Citizens' Committee, of which William H. Bald win Is the chairman, and supported from the beginning by the social workers of the District represented by the members of the Monday Even ing Club, the Associated Charities and other social service agencies. The proposed rate was not accepted by Congress, but was reduced to 1 per cent, with the result that no one In need has been able to borrow under the law as it now stands. "The law even in its present form has accomplished one excellent result, namely, it has driven out the loan sharks, thereby stopping the payment of more than $500,000 illegal interest annually In the District. The law, however, has failed a* a constructive piece of legislation, in that no loan companies have come forward to operate at the low rate now per mitted. "The effort la to have Congress ac cept the rate originally proposed by the citizens' committee, which Is be lieved to be the lowest rate at which the business can be done. The com mittee will welcome the support of The Timea In furthering this legisla tion. We desire, however, to make it perfectly clear that It la not the re turn of the loan sharks that Is desired, but the establishment of a legal busi ness which will operate under the 2 per cent rate." Mrs. Bailey claimed that an ac counting was due her from Congress man Flood In relation to the land deal, which se alleges was withheld by the latter.
