Important Changes in the
Maryland Motor Vehicle Law
By the 1920 Legislature
EFFECTR E JUNE 1, 190.
1. The cost of the list of registered motor vehicle owners in the
State, issued .monthly, has been increased from three dollars ($3.00)
to ten dollars ($10.00) per year.
2. A certified copy of the application blank fied with the com
missioner of motor vehicles shall be acceptable as evidence in any
of the courts of this State.
3. Additional sets of dealer's licensee have been increased in
price from twelve dollars ($12.00) to fifteen dollars ($16.00) per year.
4. Traction engines drawing agricultural implements not de
signed for hauling purposes are not required to display leense tags.
5. A lost tag will not be duplicated., A new set of tags will be
' Issued upon the payment of two dollars ($2.00) and return of the
remaining tag, or four dollars ($4.00) in case both tag have been
lost. Heavy penalty for displaying a tag for which a substitute sit
has been issued.
6. In the event of the sale of a car, former owner must remove
the tags issued in his name from the car, unless b gives written per
mission for their use by the purchaser for a period of Ave (6) days.
After that period it is unlawful for the purchaser to display the tags*
or for any person other than the person to ,whom the tags were
originally issued to have them in his possession, whether in use or not.
7. Minimum age of an operator reduced from eighteen to sixteen
years.
S. Making it a misdemcanor to attempt to obtain an operator's
license by misrepresentation or to change any of the information
appearing on the certificate. The person owning or in charge of a
motor vehicle is liable to prosecution in the event driver is unlicensed
or under age.
9. Prohibiting the display of an expired District of Columbia or
out-of-State tag on a motor vehicle in conjunction with a current
year's registration tag.
10. Requiring application for a substitute or duplicate tag to be
wade within twenty-four -hours after the loss.
11. Requiring mirrors oi all solid tired vehicles and on those
pneumatic tired vehicles having commercial bodies which prevent
the operator from having a free and unobstructed view of the high
way to the rear of the vehicle or to the side of the vehicle.
12. Radical change in the headlight laws, making it a misdemeanor
to have In one's possession a car bearing headlights with clear glass
or without a glass. This provision prohibits the sale by any person
in the State of a lighting device which has not been approved by the
board of headlight inspection. After June 1. 1920, all cars must
carry an approved device. Owners of those devices now in use which
are subsequently approved by the board of headlight inspection will
not be required to obtain new lenses, providing they are installed as
approved.
13. Requiring lights on horbe-drawn vehicles on the public high
ways, whether in motion or at rest. either a white light showing in
all directions or a light showing white to the front and red to the
rear carried on the left side. ,
14. Prohibiting an electric bulb of greater than thirty-two (32)
candle-power.
15. Making it unlawful to display the emblem of any club or
organization by any person other than the one to whom emblem is
issued.
16. Prohibiting the use of a motor truck with a load greater than
that for which license has been issued and fee paid.
17. Limiting the speed of pneumatic tired motor vehicles
equipped with commercial bodies to twenty-five (251 miles per hour
under ary circumstances when weight of vehicle and load is greater
than three (3) tons.
18. Requiring a person to remove glass which has been dropped
on the highway either as a result of an accident or from a vehicle.
19. Requiring slow -moving vehicles, including motor trucks, to
keep to the right of the highway.
20. Requiring a signa! to be given, either by means of the hand
or a suitable mechanical device, by the operator of a vehicle which is
about to turn to the left or stop.
21. Requiring a certificate of title to be issued for every motor
vehicle in this State.
22. Prohibiting the defacement, obliteration or alteration of engine
numbers, or having in one's possession a car with engine numbers
defaced, obliterated or altered.
