The Senate armendment propoeed adopts the consolldatloq policy of the House bill and provides that the aforementioned Government organi sations shall be consolidated in an Independent bureau under the Presi den -. The amendment also provides that the director of the Veterans' Bureau shall/ be appointed by the - President by and with the advice and onsent of the Senate.
