State and Federal laws must har monize- It is necessary to avoid encroachments. This, the kevnote of President Coolidge’s address ac the dedication of the Arizona stone unveiled in Washington Monument, is being commented or. by White House visitors today. kt is pointed out by them that no more fitting place could have been selected by the President for issuing this appeal and warning than was chosen by him. The tendency toward unification of State laws, it was pointed out, is an indication of a movement in the right direction being rationally advanced. Emphasis placed by the President on two cardinal principles to govern in the passage of State laws, is being noted and frequently repeated. They were that the prin ciple of local self government be maintained, States retaining their sovereignty: and that a policy re flecting national public opinion be ob served in formulating State laws.
