Market Is Irregular Despite
Buying Support—Street
Watches Congress

NEW YORK, Dec. 7. —The open
ing of the new Congress shared al
most equally with the stock market
in general interest in the financial
{.district today. The market was ir
regular In the early trading, with
heavy offerings of the industrial
speculative leaders, while the motor
and oil stocks showed evidence of
<■ good buying support. A 7-point ad
vance in Chrysler motor simulta
neously with a drop of 5% points
In American can in the first half
hour of trading illustrated the un
even trend of the market. Trading
was heavy in this period and specu
lative interest extended to most of
the principal groups of stocks.
Wil Street’s interest in the pres
ent session of Congress is unusually
keen because of the constructive
legislation expected in relation to
tax reduction, railroad amalgams/
tlon, and general industrial and busi
ness co-operation. Irrespective of
political affiliations, Congressional
leaders are pledged to such a pro
gram and have the voting strength
to carry it through. For this rea
son the speculative district looks for
continuation ofhigh-rate industrial
and business activity, extended well
into 1928.
Continuation of profit taking and
“switching” in the industrial, rail
road, oil and utility stocks produced
an irregular market in which some
stocks reached the highest price
levels of the year while others
dropped back a point or more.
Pennsylvania and New Haven led
the railroad stocks, the former at
St and the latter at 44%, the high
best prices since 1917. . American
'Waterworks pushed up to a new
high above 70; Brooklyn Manhattan
I Transit led a spirited movement in
the traction stocks while Consoli
dated Gaa and Columbia Gas were
active and strong. A new forward
movement in Atlantic Coast Line
brought that stock to a record high
price of 241%, representing a gain
of nearly 100 po'nts from the low
of the year.
Call money opened at 5 per cent,
the tightening of the money market
being reflected in the weekly state
ment of the New York clearing
house banks, showing surplus re
serves at less than $2,000,000
against $40,000,000 a few weeks

Chicago Livestock
CHICAGO. Dec. 7. — A. moderate
supply of 47,000 hogs stimulated
ths trade to greater activity today
and most of the swine sold 10 to
IS cents higher than at the close
of last week. Shippers bought
. actively. The. best list hogs
brought $11.70 and the top for
heavy was $11.45.
Liberal receipts of cattle held the
market down and most steers were
10 to 15 cents lower. Good fat
4©owsand heifers were steady. Bulls
sold steady and calves were mostly
25 to. 50 cents lower. Stockers and
feeders were quoted steady.
Lambs sold 25 cents higher in
the face of light receipts.

Budget Chiefs Are Asked for
More School and Sewer

The list of deficiency iteins to
( the District appropriations for the
[ current fiscal year was forwarded
t to the Budget Bureau today by
Major Daniel J. Donovan, the Dis
trict auditor.
Several supplemental are in
cluded in the list, affecting construc
tion of sewers and additions to a
few z public schools, it is indicated.
It is understood a large appro
priation will be asked for such
work as may be pushed early in the
spring before the 1927 budget is
acted upon by Congress. The
total figure is said to approximate
$1,000,000, ;

MELLON ANNOUNCES BIC
CERTIFICATE ISSUE
Issuance of $450,000,000, one-year
3% per cent Treasury certificates
bearing the date of December 15,
was announced today by Secretary
of the Treasury Mellon.
"The Treasury will accept in
payment for the new certificates.
Treasury certificates of indebted
ness maturing December 15, and
4% per cent Treasury notes ma
turing - the same date,** the an
nouncement said.
About $480,000,000 Treasury notes
and certificates become payable De
cember 15.
BROOKHART’S COUNSEL
HITS AT FRAUD CHARGE
Counsel for, Senator ’Bhiith W.
Brookhart (Rep.) of lowa today
filed a brief with the Senate Elec
tions Committee attacking the
charges of the Republican. State
central committee of lowa that he
was elected through "fraud.” The
brief supported “a demurrer lodged
with the committee last week by
J. G. Mitchell, counsel for the Sena
tor.
The brief declared Brookhart
never had changed his political
views all his long career.
The lowa committee previously had
charged he bolted the party between
the primary and general elections
of 1924.
PLANS NEARLY COMPLETE
FOR NEW HIGH SCHOOL
Final suggestions in the plans for
the proposed A. T. Stewart f Junior
High School were sent today by
S. E. Kramer, first assistant superin
tendent of schools, to A. L. Harris,
municipal architect.
The Board of Education hopes to
occupy the building next year at
this time, according to Mr. Kramer,
who today said the site is all ready
to be built on.
ORDER ISSUED FOR ARMY
TO WEAR ROLL COLLAR
As -exclusively predicted in the
Army and Navy Department of The
Washington Times in July, the
Secretary of War has officially
authorized the rolled or lapel collar
uniform for enlisted men and
officers of the army.
The many officers of the Third
Corps Area who were on duty at
Camp Meade, upon the prediction
of The Washington Times that the
new uniform would be adopted be
fore 1926-, had refrained from buy
ing new uniforms of the old style.
Several months ago plans were
drawn up by the paper for can
vassing the reserve and national
guard officers to learn the con
sensus of opinion regarding the

Reconstruction of Chain Bridge

R. Walton Moore of Virginia.
The measure would provide for
rebuilding of the entire bridge, and
provides that a thorough study be
made by the office of the District
army engineer, and that plans and
specifications be drawn.
Congressman Moore reintroduced

reclaimed land at Battery Cove, near

and special lighting and

DESTROYERS QUIT BEIRUT;
FRENCH PROTESTED
JERUSALEM, Dec. 7.—American
destroyers have been ordered with
drawn from Beirut.
The French government protested
that the presence of these warships
was intensifying uneasiness through
