At a cost of over 3600,000 to the
Government, the Journal points out,
“the coal commission investigated
the problems of the industry, its
investigations extending over a
perfbd of a year, and its voluminous
report treated in detail every phase
of the industry, but despite th*
'f recommendation of President Cool
THdge Congress delayed the publica
tion of the report until a few weeks
ago.” t
Summary of Findings
A summary by Mr. Hammond of
the findings of the commission is
given, in part, as follows:
“Tn its report the commission ex
pressed the belief that the fact-find
ing service, it “*ndered should be
placed on a permanent and well co
ordinated basis. For this purpose it
recommended the creation of a spe
cial i division under the Interstate
Commerce Commission. It was its
opinion that the moral influence ex
erted through publicity is an im
portant safeguard of the interest of
the public.
“Publicity as to the quaity of
coal m interstate commerce would
greatly deter unscrupulous operators
and dealers from the sale of fire
proof, adulterated and otherwise un
suitable coal. Publicity as to the
cost and profits of the operators,
the profits
of wholesalers and retailers would
enable the 4 consumer, -to judge
whether a fair *or an exorbitant
price Is being charged for his coal.
“Publicity as to earnings, living
conditions and living costs of the
(miners would enable the public to
form a judgment as to the equities
of disputes between operators and
miners over the renewal of wage
agreements; and informed public
opinion at such times would exert
deterrent influence upon the adop
tion of-an unreasonable attitude by
either or by both parties to the con
troversy and thus tend to prevent
a lockout or a strike. • *
“All these fact® change from sea
son th. season, and vary from dis
trict ,to district and from mine to
mine, and the public is entitled to
know them since the transportation
of coal in interstate commerce u so
affected by the public use and coal
enters, so intimately into *2l the
necessities and conveniences of mod
ern life—indeed being outranked in
importance only by food and water
—that there is no longer any pri
vate right to r secrecy as to such

Spot houses were early buyers of

The weekly Government report
stated that in the Southwestern

tures and general absence of precipi
tation .made ideal conditions for
field work and preparation for plant
