At a cost of over 3600,000 to the Government, the Journal points out, “the coal commission investigated the problems of the industry, its investigations extending over a perfbd of a year, and its voluminous report treated in detail every phase of the industry, but despite th* 'f recommendation of President Cool THdge Congress delayed the publica tion of the report until a few weeks ago.” t Summary of Findings A summary by Mr. Hammond of the findings of the commission is given, in part, as follows: “Tn its report the commission ex pressed the belief that the fact-find ing service, it “*ndered should be placed on a permanent and well co ordinated basis. For this purpose it recommended the creation of a spe cial i division under the Interstate Commerce Commission. It was its opinion that the moral influence ex erted through publicity is an im portant safeguard of the interest of the public. “Publicity as to the quaity of coal m interstate commerce would greatly deter unscrupulous operators and dealers from the sale of fire proof, adulterated and otherwise un suitable coal.
