RITCHIE RAPS TAX LOBBYISTS AS HINDRANCE AND NO HELP \ SLL INTERESTS PROTECTED, REASSERTS ‘Fairness of Past’ Pledged by Governor; Holds Balancing Os Budget First Item ANNAPOLIS, Jan. 16.—Sound ing a warning to those interests which have sent lobbyists here to protest against passage of whatever “fair and just com modity taxes’* may be decided upon, Governor Ritchie declares they are working against the wel fare of the State as a whole. Insisting that all Maryland industries have always received fair treatment and full protection from the legislature, he added that lobbying is unnecessary, may be detrimental to citizens gen erally, and at least can have no effect until the governor and the legislature formulate the proposed tax system. Pledges Careful Study Although in his message he mentioned taxation of tobacco products, soft drinks and chew ing gum, as suggested by the State Tax Survey Commission, Governor Ritchie continued: “I am having these com modities as well as others care fully studied. I will favor no tax on these or any other com modities if I feel that the same would be unfair or unjust, and I do not think the legislature will pass a tax which it be lieves unfair or unjust. BUDGET COMES FIRST' “The first part of the pro gram involves balancing the budget. That has been done, and the State will live within Hs existing means. The second part of the program under takes to give tax relief to the ■ people of Baltimore and the counties. “The proceeds of the com modity taxes which go to the counties will be applied to filling the gap caused by reduc tion school tax levies. They will reduce the direct taxes which the farmers and property holders, big and little, can no longer bear.” ■ HOOVERS WALK DOWNTOWN President and Mrs. Hoover yes terday took advantage of the fine weather and went for a stroll through the downtown section. They left the White House by the West gate, walked through Sher man Square, and viewed the Com merce Building. * From there they strolled east pn Pennsylvania Avenue to the new Post Office building where, not long ago, the President laid the . cornerstone. He expressed surprise at the speedy construc tion which has taken place. Escorted up the Potomac by a squadron of Marine airplanes the Navy transport Henderson re turned to their home base 33 of ficers and 317 enlisted men, last of the Washington contingent. It was the* first time in several years that many of them had stepped on the soil of their home land. Sun-tanned and fit, the de tachment was met by Maj. Gen. Ben H. Fuller, commandant of the corps, and Brig. Gen. John H. Russell, commandant of Quantico. The sea soldiers marched from the transport in stalwart ranks, passed in review before their gen- 1 erals and went to the barracks where they will await orders which will scatter them to posts throughout the country. Many of them brought pets for their wives and children. Among these were parrots and parakeets. CHAMBER MEETING The Rockville Chamber of Com merce will meet tomorrow night at the Firemen’s Hall. Physicians who for 11 months have tried unsuccessfully to rouse pretty Patricia McGuire from her sleeping sickness to day resorted to a blood trans fusion to awaken her. Peter Miley, stepfather of the 27-year-old victim, supplied the blood. The doctors expect to know within a few days whether the operation was a success. Should this operation prove unsuccessful, the blood of a person who has recovered from the malady will be used, Dr. W. J. Potts said. Small Fire Delays Downtown Traffic About SIOO damage was done and downtown traffic in the the ater district was tied up half an hour last night after a small fire was discovered in a rubbish pile in the Homer Building, 600 block Thirteenth St. N. The blaze was quickly extin guished while automobiles travel ing south were rerouted to G Street. ‘SLOW WALKER' ELUDES POLICE For five months now, members of the police departipent have conducted a futile search for Willie Bullock, 35, colored, wanted in connection with the murder of Policeman George W. Shinault. A circular describing Bullock and offering S3OO reward for nis capture was sent throughout the county. The sobriquets given Bullock in the circular have given rise to several sarcastic quips and added to the embarrassment of police in their attempt to capture him. NO EXTRAS, MONDAY—JANUARY 15—1933 Portsmouth Magistrates Eyed in Writ “Racket” RICHMOND, Va., Jan. 16—An alleged racket in Portsmouth in volving the wholesale issuance of search warrants on the part of magistrates is under investigation at the State capitol with the cooperation of Judge Kenneth A. Bain, of the Portsmouth court. The attorney-general’s office and the governor are interested because of its bearing upon pro hibition enforcement and crim inal costs. It was revealed that, out of $9,760.57 in prohibition enforce ment costs at Portsmouth during the past fiscal year, $2,550 was for search warrants against premises in which nothing in criminating was found. Pro hibition enforcement costs the State there $9,760.57, but only $2,831 was collected in fines and costs and reported to the State. It was learned at the governor’s office that in one month a single magistrate issued 126 search warrants.
