P.O. MEN FIND i ROOSEVELT BOMB CLUE ’ WATERTOWN, N. Y., Feb. 23 KIJI.S.). — Postal inspectors today Unearthed their first clue which they hope will lead them to dis cover the identity of the person 'who mailed a crude bomb to President-elect Roosevelt in Wash ington. It was found that the infernal tnachine was mailed from this city at 11 p. m. Sunday. The package was picked up from the top of a United States mail box In front of a local chain grocery store by Mail Carrier Logan J. IHannay. Hannay, unsuspecting what the package contained, remembered it because it was addressed to the President-elect. The mail carrier placed it in his collection bag along with an lassortment of other pieces of Snail. It was cleared from the local postoffice, where it was postmarked, early Monday morn ing. Officials Investigating the sec ond attempt on the life of the President-elect are working here quietly. One theory held by them is that the person who sent the bomb came from some other city {or the express purpose of mati ng the package from here. PRIZES HASTEN WERRINGS ROME (I.N.S.).—The Fascist Federation at Novara is en couraging young people to marry, by giving 60 prizes, worth 1,000 liras each (SSO) to Fascists who tnarry within the first six months Os the new year. OOFHITS W RISE BAN The District supply bill provi sion which prohibits automatic pay Increases was scored last jiight in resolutions adopted by the Rhode Island Citizens Asso ciation. It was pointed out that police- Jnen, firemen and teachers, under existing law, should receive SIOO yearly increases until they have reached the maximum salary. The prohibition of this increase is an injustice, it was said. The association also indorsed the action of the Federation of Citizens Associations in disap proving the Radio Finance Cor poration loan to the District for Unemployment relief. Citizens Group Raps Police Tag Change The purpose of the police de partment is the prevention of prime and not sneaking up on petty traffic culprits. This is the essence of a resolu tion adopted last night by the pandle Highlands Citizens Associa tion in which the proposed change of license tags on police cars was scored. The association also urged testoration in the District supply ill of appropriations for in cinerators and the testing labora tory of the Highway Department. Banquet and Dance —Order of HOWARD PLANS HALL OF FAME Howard University alumni, through a national committee, is sponsoring a movement to pre sent on charter day, next Thurs day, a portrait of Dean Kelly Miller to the university as the first to be hung in a hall of fame to be established by the alumni at the institution. The painting is one of eight por traits of distinguished negro edu cators to be presented to various institutions by their alumni. It has been completed by Berahard Godwin and cost $2,500. A memorial volume will be presented at the time of the presentation containing names of alumni who joined in the movement. The committee in charge com prises Alma J. Scott, James T. Granady, Wilbur Gordon, T. Gillis Nutter, J. B. Stubbs, Priscilla Ty ler, Vashti Murphy, S. L. Catlett, Justin Carter, G. E. Bell, Clay borne George and Juanita How ard. Dean Miller is a native of South Carolina. He graduated from Howard in 1886 and did graduate work at Johns Hopkins University. He has been a member of the Howard faculty approximately 40 years. Ballou Heads Group To School Convention Dr. Frank W. Ballou, superin tendent of schools, and five other members of the District school system will attend the annual convention of the department of superintendence of the National Education Association in Minne apolis, Minn., Saturday. Dr. Bal lou will lead a discussion Tues day on “Emergency Economies in School Administration.” In ad dition to Dr. Ballou, the group going to the convention includes Dr. Julia Hahn. Miss Emma S. Jacobs, Miss Esther Scott, George Hodgkins and Miss Jessie Coope. Lecture to Tell Use Os Chemical Troops “Tactical Employment of Chemical Troops” will be the subject of a lecture to be given tomorrow night by Capt. P. H. Gempel for Chemical Reserve Officers living in Washington. The lecture will be given in Room 3029 Munitions Building, Twentieth Street and Constitution Avenue Southwest, and will be illustrated with talking motion pictures showing chemical troops in action.
