10 COLD STANDARD STATUS STILL IS PUZZLE Europe and America alike were wondering today whether the United States is on or off the geld standard. President Roosevelt announced a complete embargo on exports of gold. Secretary Woodin declared that the country was definitely off the gold standard. Exports Authorized Then the President issued an Executive order which permits ex ports of gold for any purpose that the Secretary of the Treasury, with presidential approval, deems “in the public interest.” Gold may be exported to sup port the dollar, to meet trade balances, to assist other nations In going on the gold standard, or for any other purpose that is held to be in “the interest” of the United States. Several specific purposes for which gold exports may be licensed were provided for in the President’s order. They, however, were of minor conse quence. The United States has $4,313,- 000,000 in monetary gold as compared with the total world supply of about $11,500,000,000. European countries became decidedly agitated when the gold export embargo was de clared, since it was Interpreted as a plan to depreciate the dol lar in foreign markets and thus put the United States on an exchange equality with the de preciated currencies of England and other commercial countries. ? America Holds Clin As the matter stands the American Government has a tre mendous club over the heads of its competitors. By standing pat and prohibiting exports of gold, the President is now in a posi tion to speak authoritatively to the world in matters of exchange. The order also provided that the Secretary of the Treasury could investigate, control or pro hibit any transactions in foreign exchange, or movements of credit or any currency from the United States to any foreign country.
