Mr. Sumner presented the petition of prominent Pennsylvania residents, in this city, asking for impartial suffrago. Mr. Harris presented the protest of citizens of St. Lawrence county, against the renewal of the Reciprocity Treaty, which was referred to the Committee on Finance. - Mr. Conn ess presented the protest of the California Trf^islature against the salo of the mineral lands of the United States. Referred to the Committee on Public Lands. , . The bill to enlarge the Freedmen s Bureau was then taken up. Mr. Saulsbury spoke in opposition to the measure. , , .... Mr. Grimes, of Iowa, introduced a bill to amend the act for the relief of **ea men and others on board vessels lost or wrecked.at sea, which allows com pensation to officers of the navy and marine corps, for personal effects lost in action with the enemy, not to exceed one months sea pay, provided that no loss prior to April 1861 shall be paid.-? It also provides the bounty money paid to any seaman or marine enlisting in the army by a Stato or the United States, should t>e deducted fiom his prize mon eyifr. Wilson, from the Committee on Military Affairs, reported without es sential amendment, the bill Introduced by him to restrict the expenso of col lecting soldiers claims against the Gov ernment. . Mr. Sumner gave notice of the. fol lowing amendment to be proposed to the bill for the admission of Colorado, as a proviso? provided that the act shall not take effect except upon the funda mental condition that there shall be no denial of the elective franchise, or any other rights on account of color or race, that all persons shall be equal before the law, and the Legislature of the State by a solemn public act, shall de clare re-assent of the State to this fun damental condition, and shall transmit to the President af the United States an to iue rnaiuoui ?? ??*?? , ? i authentic copy of such assent wlionov er the same shall be adopted, upon the receipt of which ho shall by proclama tion announce the fact, whereupon, without further proceedings on the part of Congress, this joint resolution shall take effect. Mr. Dixon, of Conn., gave notice of an intended amendment to the late pos tage stamps and stamped envelope on credit as follows: That whonever it shall become expedient in the opinion of the Postmaster General to substitute a different kind than that in use he shall, and he is hereby authorized to modify the existing contract for the manufacture of postago stamps so as to allow the contractor a sum sufficient to cover the incurred expense of any of the manufactured stamps so substitu ted. The amendment was ordered to k?Mr. Ramsey, of Minn., offered a bill to provide for the appointment of a commission to erect or purchase a Bite for the Post Office at St. Paul. The bill to enlarge the power of the Freed men's Bureau was called up. Mr Sauibury said.he had not intended when he came to the Senate this session to participate in tho debates relating to slavery, but tho Senator from Illinois, (Mr. TTumbuli), had said the other day that thero was a necessity in Delaware Tor the operation of this bureau. Al though tho Kreedmen's Bureau as origi nally established was only intended according to its provisions to extend to the States in the North, yet we cannot shut our eyes to the fact to what ex tension the bureau is bound to become. One thing we know, and that is that hundreds of thousands of tho negro race have been supported out or the Treas ury of the United States, and the white people of this country are taxed to pay thai expense; for tho first time In the history of Ihis country lias the thing oc curred that the great massof the people have been taxed to support in idleness a class of people too lazy and worthless to support themselves. The House resumed the consideration of the constitutional amendment runort ed yesterday, with regard to the basis Stevens'moved thePrevious qnes tion, but several gentlemen teated that an amendment of this im portance should not be thus hurriedly put on its passage and forced through, he withdrew the demand. . .. . Various gentlemen expressed their views as to the effect of the amendment. Mr. Ortb, of Indiana, and Mr. Sloan of Wisconsin, briefly explained the amendment, they desired to offersep arating taxation from representation and giving the latter on suffrage. Mr! Brooks, of New York, made a few remarks and caused to be read a petition from Susan B. Anthony, ask ing that the right of suffrage be given to WMr. Stevens asked Mr. Brooks if he was in favor of it. ? I Mr Brooks replied that he was, if ne- I eroes were permitted to vote, as he pre ferred his own color and white women above the negro. This remark of Mr. Brooks was greeted-with loud applause from the galleries, which the Speaker checked, saying that he would use the utmost means preserve order, and Approbation or disapprobation were alike censurable. Jan. 23.?Tho Evening Post says a merchant vessel, alleged to be intended for the ChHIan azalnst Spain, cleared at this port to day. Theclearance was granted after fnU investigation. After the clearance was granted the vessel was selied upon Spanish representa tions. New York, Jan. 23.?The A. T. Stew art libel case came up at the tombs po lice court yesterday afternoon. Sever al prominent citizens were examined, when the testimony went to show that from reading the article in the Police Gazette they were led to believe that Mr. Stewart was the person referred to. The case was rested without argument, when Judge Dowling stated that if he wished to hear any argument in the matter he would give 24 hours notice to the respective counsel. It was sta ted on the street yesterday that the lia bilities of the company would reach at least 96,000,000. Many risks have been lost through the depredations of the Anglo rebel pi rate Shenandoah, the losses occurring from this cause alone aggregating it is said over a million of dollars. The last uprising of their countrymen was celebrated last night by the Poles residing in this city, at a place in Essex street, where addresses were delivered in the Polish and Russian languages. The British bark Diadem, under the command of Captain Hannan, which sailed from this port, on the 6th inst., for Liverpool, capsized duringthe gale of the 9th inst., and the captain's wife, and two boys belonging to the crew were drowned. CapL Hannan and four of the crew afterwards died from expo sure; the survivors arrived in this city yesterday. The Times' special says Generals Lew Wallace and If. W. Perkins have re signed. General Grant and family took pos session of bis new honse in Washing ton yesterday. The assistant commissioner for the State of Alabama reports to General Howard under date of Montgomery, Ala.. January 13th, that there is consid erable suffering among the whites as well as the blacks in that locality, but tho citizens are taking hold of the mat ter and doing all in their power to aid them although poor themselves. Up to the date of his communication to Gen. Howard he had distributed 25 boxes of stores and had ordered 25 boxes more from tho benevolent localities of the west. He also rented a building and bad started a.school for the poor whites to be supported by the Cleveland. Ohio commission. He reports that no is much pleased by the co-operation of the citizens and expresses the hope that he has secured an interest for tho poor people white and black. He reports that 500 rations are being served daily to the freedmens camp, but there is still great want of clothing. Hon. Oswald Thompson, presiding Judge of the Court or Common Pleas, and one of Philadelphia's mostbrilliant lawyers, died this morning Trora a sec ond stroke of paralysis, which happen ed a few days since. The court adjourn ed at once on the announcement of his death. The Daily News of to-day says a ves sel bearing tho Irish flag, and supposed it was intended for a privateer; left this port yesterday morning under com mand of Capt. Morley. The News adds that we may soon expect to hear of dep redations on British commerce.
