The conference com inittee has agreed upon the bill, and i will now go before both houses of Con gress in the same form. The bill authorites $20,000,000 silve change,or token currency, over and abov the sum required to redeem the fractions paper currency. There is a limit to th whole coinage of $50,000,000. The Sec retary of the Treasury is left free to pur chase the bullion with any money in th Treasury at his command, and to pay ou the silver change in the ordinary cours of business, or to exchange it for Treas ury or national bank notes, without be ing required to hold or cancel the green backs thus received. Washington dispatches state that a important change has been made in tli provisions aa to the legal tender charai ter of the silver fractional coins. As there seems to be a confusion in tli public mind as to the extent of the Iega tender function of silver coins, we giv the folio wing brief synopsis of the facta c the case: By the law of April, 1792, the "dollni or units," the half-dollars, quarter-do lars, dimes, and half-dimes were each an all legal tender for any sum whatever. The law of January, 1S87, reduced th weights of all the above-silver coins, bti specified that they should still all be legt tender for any sum whatever. Bj the law of March, 1S51, the thre< cent pieces were made legal tender for n more than 30 cents. In Machinery Hall and la the Main Building we are assured Russia's exhibit is superb. Each department is so arranged as to present it as a systematic whole, and it ii consequently disappointing to. find the. space allotted too wiall for the fuli display of the military and naval resources of the empire. Russia haa sent no such monster gun as the Krupp, but a full line of the rifled cannon and the mortars of the ObouchoiT steel works, which within no long period have rendered her independent of Prussia in the line of artillery. The naval Bhow is more remarkable than any except our own, (hough this superiority!* hardly so remarkable, seeing that England, (xance and Spain have nothing In copiEetition.
