Opciiiug ol tlic r.Icclorul Voles K4Uora Jotdligtfncer: Much has been said and written on tin power and right of the President of (hi Senate to open and count the electoral vote. The whole controversy now pending between the two ]>olitical parlies i? F based upon that question, as though thai was the all-important, vital question tu be settled, and upon which the declaration as to who is elected President defend*. Hut is that the vital point? Any school boy could count the vote when the electoral voles, with the accompanying certificates, one from each State, arc opened and placed l>efore him. The difficulty in the case does not lie in counting tlio votes and ascertaining the result, but in owning and ex|>osing to vifcw the true vote for each State-. Upon this point the following fivo projections are offered: 1. The President of the Senate, and he only, is empowered by the Constitution to open the sealed packnges containing the votes of the electors of the various States entitled to a voice in the election <?f a President of the United States. 2. The President of the Senate can not evade that duty, and he can no more stop short of it than he can exceed it, nor can ho any more exceed it than he can stop pliort of it. There can be but one true electoral vote from the same State, aniUhe scaled package containing that vote the President of the Senate must open. I. A solid package pur|>orting to contain the electoral vote of a State is not, on account of auch porport merely, entil led to be opened and counted as' such vote. ??. i in- rrcHiuciK 01 me nenniu uiusi know, in some way, when he has completed lii? tluty of o|H'ning the true vole of each State,"anil he must know when he has opened the true votes of all the Mtates entitled to such vote. I Corollary to Prop. 1.?-A vote not opened cannot l?c courUed. Corollary t?? Props. 2 anil 'The President of the Senate having opened the true vole of a State cannot be reijuireil to open any other package purporting to contain the vole of that State. Should the hill of the joint corn mil tec on counting the clertoral vote fail to Ih>< come a law the aliove proposition* may I* of some interest to some of your readers. * (J. S, I'lrullng oil llt<?
