This has worked well, and removes, or at least lessens, the difliculty in regard to cost. Mr. W. T. Harris, the upcrintendent of schools, reports that under reasonably competent teachers the results obtained by these schools are good physical development, quickness of : invention, great skill in the use of the i hands, ability to form rapid judgments i in numbers, measure and size,and politeness of manner. The chairman of the i school board gives emphatic testimony i to the value of the kindergartens. St. L uis is the only city where there t it to large an organized system of them under the care of the board of public instruction; and that board commends them to still larirer nublic favor, and ex. i presses the belief that in a very short time many other cities will follow the the example of St. Louis in Cbtablibhing such schools. Miss Mow herself, who i< recognizcd m the founder of St. Louis kindergartens, who has personally supervised and conducted them, at great sacrifice of time, patience and labor, solely from a spirit of philanthropy, reports to Mr. W. T. Striet denning is now progressing under the new arrangement with Mr. Haley, who has taken that job off the Street Commissioner's hands at twenty ix hundred dollar-* for one whole year. We will give our reader* the initial statement upon which, 1 if they will tako the trouble to keep the run of Council reports as published monthly, they can base a correct estimate of the advantages of the contract system. The gross amount of the bills submitted by the Committee on Streets and Aller* for the month of April waa $5,709 01, of which ?2,88-1 37 wu lor labor on the street* done under the supervision of the i Street Comm'iMioner. All curbing and crossings are done by contract, as well oa I repairs on sewer* and the construction of new newer*. So that the bills of the Street Commiasioner were for street cleaning, street repair* aud the work on Virginia street. This April bill of the Commissioner was at the rate, iu round numbers, of $35,000 per annum, and but a small portion of it for permanent improvements. It is safe to estimate that that portion of the Street Department under the charge of Contractor Ilaley has cost the city heretofore, and in tho month of April, under Commissioner White, was costing the city, not less than $10,000 a year. At the session of Council on Friday evening, May 25, on motion of Mr. Bor ing, the 1' irst Uranch voted to award to Gillespie and Slater the contract for street paving at 85 cent* persquaro yard. When it is understood that under this contract the parties agree to furnish the boulders, of a quality to be approved by the Street Commissioner, also the gravel and sand to form the bed for the atone, and to do the cxcavating of tho streets, those who have observed the manner in which similar work has been done heretofore, will need no argument to convince them that the city fathers have made another most commendable departure.' The work has never been done except in one or two instances, notably the Main street hill improvement, for anything like that sum. We bhall only le harsh enough to lay that it is a r-lmiutful confession?shameful because it i^ true, and jet not one of them, many of whom are employers, can give any good reason why it should be so. Why should one of the most energetic members cf the First Branch of Council hare pertinently, and yet singularly, asked at the very last ?e?sion, "who ever heard of Council compelling any contractor to comply with his contract?" There are just two things necesaary to lecure as faithful fulfillment of contracts with the city as with individuals They are, 1, having accepted a bid from a contractor, compel him to comply with the specifications by remorselessly relusing lo pay for work unlees it is done according to the letter of the contract; 2, in no instance award a contract to a man who has once failed in any respect to comply with the specifications of a contract entered into with the city. PiTTSBU&an, June 1st, EJiturs Intelligence!: I have attended eervicea in three different Methodiat Churches in the city. In Christ's Church the Singing wis charming. There was no screaming,but u sweet blending of harmonic chords and sounds apparently prompted by a spirit of true devotion. In another church the singing was congregational. It was led by a good and well behaved choir in an end gallery. The church is arranged on the amphitheatre style, which has the happy effect of bringing everybody together. The congregation was well supplied with hvmn books, and the people pined in and sang with a will, and I enjoyed it greatly. In another church I found to my surprise that the "Gospel Hymns" had supplanted the hymn book. The Gospel Hymns are good for what they were designed, vir: Social service, prayer meeting4! and special revival meetings; but, certainly, they are not adapted to the stated Sabbath services in our churches. I have attended several sessions cf the Methodist Episcopal preachers' meeting. It is attended by thirty or forty ministers, and their discussions were able and instructive. But honesty requires me to say that our preachers' meetings in Wheeling are conducted in a more orderly nnd parliamentary manner than any others 1 have so far attended. The doctrine of .Scriptural Kcpentenco lias been under critical examination for two days. I wa* greatly interested and pleased to hear a colored preacher giving the forms of the verb in Latin, Greek and Hebrew, from memory, with the various "tinge* and shades" of meaning put upon it by the Ch&ldaic and other languages. Drs. Iforner, Wheeler, Avernon, Felton and others were present who are fine linguists, but the colored brother's definition of the term stood the test. The membership of the M. E. Church in Pittsburgh and Allegheny; Blrm iiiguziiu ami x.mi ijiueny is noi, nil told, over eight thousand perhaps. This in certainly not a fair proportion of church members in the midst of a population of 225,000. The Presbyterians are considerably stronger than the Methodists. The United Presbyterians are also quite strong as a denomination, especially in Allegheny City. From what I zee 1 judge these two denominations rather take the lead in the temperance work. The most aggressive churches, as a rule, will be ahead, and it ought to be so, other things being equal. Work will pay. If we sow sparingly, we are likely to reap accordingly, while a vigorous and bountiful sowing yields a bountiful harvest. Since writing the above wo have spent a Sabbath in Dravosburg, sixteen miles above Pittsburgh, near the month of the ; Youghiougheny river, where it empties into the Monongahela. "We were elegantly entertained by Mr. Crump, whose wife is the daughter of J. E. Simon, of Triadelphia. On Sabbath morning we worshinned over the river at McKeesport in Dr. Martin's church. The house was filled. It is not large enough to accommodate the congregation, and a magnificent church, 125 feet by 72, two stories, is already enclosed and will be finished early in the fall. Its entiro cost will be not less than $40,000. In the evening I worshipped in the Presbyterian Church in Dravosburg. The prayer, however, indicated that he had not lost the track of the sermon. The text was long ?eleven or twelve versei; and he was not prepared for only a thirty minutes' sermon; consequently he got off his guard a little. He is an excellent man. ia doing a good work, and is greatly beloved by all the denominations, and has charge of the only church in the town. Last week I went with one of the city Sastors to visit one of his parishioners at pringdale, sixteen miles out on the Allegheny river. He is a man of large wealth and lives in fine style. At the dinner table he was asked if he went into the city often to church. He replied that ho did not, only when he wanted to hear a poor sermon; that the preaching was so much better in the country than In the city that he preferred the country on Sunday. He was. with his family, however, in the city the next Sunday to hear preaching. Decoration Day was observed rery generally. Fitting and patriotic eulogies were beatowed upon tke gallant dead and their gratea decorate with flowen. And this amount, large as it is, is not more than half the amount required to keep up a police force to suppress crime prevailing among the class of persona who patronize these liquor homes, to say nothing of pauperism and other evils entailed by the liquor trafic. Surely the City Fatlurs here and in Wheeling and in all places where the license system prevail#, are pre-eminently "Denny w?e and pound foolish" financially, leaving moral* and religion out of the question. The train consisted of an engine, two baggage cars and live passenger coaches, seventy wheels being supplied with the brake. While running at the rate of twenty-five miles an hour tho train was stopped in 10 1-2 seconds, and a distance 01 'Ji i jeet. ai me rate ot thirty-one miles an hour, it was stopped in 11 seconds, and at a distance ot li'JS feet, less than the leogth of a square. When the brake was applied from within one of the coaches, the train was stopped in 1G seconds, and a distance of 404 feet. These are remarkable results.
