There is scarcely a doubt that both Brooke and Ohio counties will tote on the 7th of August to take, respectively, $20,000 and $50,000 of the 7 per cent 30 year bondi of the P. W. A Ky. R. K. Meanwhile, Hon. C. D. Hubbard, and those associated with him, do not pro* pose to wait on the vote, but to go on and commence operations, and if the counties vote in favor of the subscription they will got the bonds, and if not they will be taken by private parties. One of our prominent capitalists, who will take sev* eral o( the bond*, aajra that he is anxious to see the counties given a chance to take their quota ot these bonds, so that all ground of accusation in the futuro will be taken away, and no one be able to say that a ring slipped in at the opportune moment and got the railroad for notliing. A former contractor on the P. W. & Kj.t named Uobb, a vcrj good man, by the way, offers to work on the road this summer at very ressonablo rates, lie has a number of carts and horses which he wishes to employ, and will run them for the company at the rate of three dollars for every two carts, including the services of a boy, and he himself will oTeraee all hia carta for 10 per cent on the amount thua paid him for their line. We hear oncouraging views of the progreaa making on the northern end of the Wheeling and Lako Erie road, but will speak inorc at length and more adviaedly in a day or two. Clarksburg wan, no doubt, stirred up on the railroad question by reason of her candidacy for the Capitalship, and on Tueaday laat voted 349 votes in favor of snbacribing $10,000 to tbe Weston and Clarkaburg narrow gauge, and only 24 against it. The Bellairo and Southwestern Narrow Gauge progrcaaea very slowly, indeed, but Col. Sullivan ia apparently indefatigable in hia exertions, an d will yet succeed. The Preston Journal reads a lecturo to Monongalia county for her course on the Capital question, taking for its text the following paragraph from the Grafton Sentinel: "Much of the Monongalia county support of Charleston for the Capital arises from tbe fact that tho Third District Delegates to the Legislature bandied the Universitv about last winter, offering it to any influential county in the First or Second Districts who would support Charleston for the Capital. The Journal comments on this text as follows: "la it not time to call a halt ? Let the First and Second Districts give Monongalia county to understand that self-protection demands retaliation. If, because tho University, is located in Morgantown, that county is to forever be against us and forever work to our injury, lot the University go to tho Third ' District?the sooner the better. It is not worth much any how, and wo can spare it j very well. If, through Monongalia ( county's treason, tho Capital should be relocated at Charleston, send the Univor- 1 nity down there too. It will not be a case i of cutting oil'the noso to spite the face, fot the location of the University is not a matter of much pecuniary interest to the people outsido of tho town in which it happens to bo placed. It is timo Monongalia understood that her antagonism of our interests will be permitted no longer." Aa already mentioned in these columns, but well enough to repeat, the 34 counties contiguous to or convenient of access from Clarksburg have *14 J delegates, contain a population of 344,549, and pay jrtoijViu 01 iaxe*; wnno mo -v counties contiguous to or convenient of access from Charleston, have only 20} delegates, a population of 170,400, and pay only $163,957 83 in taxes. The Morgantown Dominion shows very clearly that it is greatly to the interest of that county to havo tho Capital located at Clarksburg. The editor of the Weston Democrat was present at Buckhannou on Monday last and heard the debato on the Capital question between the representative* of Clarksburg aud Charleston. Ilere is an extract from his report: "General Gofl' made known a liitlo piece of history that we had never heard of before, aud we think when it is generally known it will break down the cry of the friend* of Charleston that great injustice has l>een done that icction. lie said, and ho challenged Major Farnsworth, who was 1 alio in the Legislature at that time, to deny it, that the Tenitentlarr, and the State University, were both offered to the Third District; and that the Repreienta* Uvea of that district refused both, and said, 'Capital or nothing,' Major l'arnsworth , by his silence admitted that this was true; besides, Colonel O'Brien, of this county, was in the Senate from this Sen* atorial District at that time, and he says that offer was made and refused. Major Farnsworth followed General floff. I7ii reaaona for supporting Charleston were that Clarkaburg ihould bnve tided in locating the Capital at Buckhannon. That if the Capital was put at Clarkaburg it would forever remain there, but if put at Charleiton, of course the people of this State would never allow it to remain there; that if put at Charleston he had the aaaurance that CharlMton would aid in potting it at Buckhannon, and he appealed to Mr. Freer to known if that waa not bo. Mr. Freer very promptly, and with as tobcr a fact aa it waa possible for any one to aaBume in responding to auch a question, auured the Major ft waa all tnu. [The people who voto for Charleston on the above theory, that the Capital will not remain there, if re-located at that point, are of all people the moat deluded. We might quote a verse of Scripture aa applicable to the caae, to the effect that if the tree fall toward the North or toward the South, in the place where it falla there will it remain.] The common cry ia that Clarkaburg is not a progressive town?that nhe is old and rich and unenterprising. The Wea ton Democrat speaks oat on her behilf as follows: "Lookatbcrcostly andsplendid gas works, tho massive new buildings erected within a few years, improving her so much that a stranger hardly knows hor. Look at the heavy expenditure which has cut down, paved and remodeled hor streets withiu a few vcars past. What town has done more? As to fitness for the Capital, no place can compare with her. Charleston is subject to overflow, is very muddy, and is undoubtedly unhealthy. Clarksburg is seated on beautiful elevated ground, and the best drained town in the State,drained on all sides, no part of her subject to overflow, free from marsh, airy and healthy, ample building space, and is in all respects a beautiful location. She in in the fine Monongahela Valley, on the only through route for a crom railroad through the State?is connected by rail with the great cities of the Kant and West, and easily accessible to the great bulk of the State'* population, and in Harrison county, which pays to the State Treasury $l!S,000 taxes yearly, and has never received any public institution." The Clarksbucg Telegram saja that one strong point of difference between that place and Charleston is that while Clarksburg does not ove a cent, Charleston does not oicn a cent. Only a slight difference of one letter. Farming in the United States.? The condition of agricultural interests in California, and farming as practiced everywhere in our country, ia the theme of a very suggestive letter from Ex-Secretary McCulloch to the New York Tribune. He says that in no branch of industry are our people so behind Europeans as in farming. Possessing the finest agricultural country in the world, tho steady decline in product of our wheat-lauds ia without parallel. This is not attributable to defects in soil nor to changes in climate but simply to mismanagement. It is not many years since the Genesee Valley, of Sen York, wad the great wheat growing regoin of our country. Who now hears anything abou t tho"(JeiiC3ee Wheat," once so plentiful and popular with the millers? Then, again, Ohio, Indiana and Michigan became wheat producing States; how, in nono of these, except some small portions, is this a reliable or profitable crop? At the present time the K&stern markets are obtaining their chief supplies of grain lrom Illinois, Minnesota anil Wisconsin; hut even there, except upon fresh lands, the yield is declining. The same is also true of California. The rich valleys of this State will staml as much bad treatment as any lands under the sun, but they nre showing signs of cxhaustion, from tho constant drain upon them of successive crops cf wheat without rest or help, llo quotes one exception in our Americau system, and that is the farming practiced in the district about Harrisburg, between that point and Philadelphia, and the vicinity of York, l'a. How these "Pennsylvania Dutch-1 men" happen to understand the true theory of farming bo well he is not able to state, but these arc the facta?big barn*, well-filled graineriea, and raising more upon one acre than many other farmers upon two acres of better land than these people are possessed of. Another defect in the California system is that tho farming there is on too grand a scale* There are but few farmers and the farms are of too great extent. Ho cites an instance of one man who for some years bus cultivated in wheat 30,000 acres in one-tract; and, again, another, of two Germans, brothers, "who own 1,000,000 acre*, about one-half of which is tillable, aim uio oiner nan grating lanu,aim upon which ho raises in round numbers about 100,000 cattle. This kind of farming does not add much to the population, nor to the wealth and power of a State. What California needs for a development of her groat agricultural resources, is a division of these lands into smaller holdings and the cultivation of a greater variety of crops, which would naturally remit from such a division. When this is ilone, and the thousands of acres are held by the many who will cultivato these lands properly, California will become? what it has tho capacity for becoming? the first agricultural State in tho Union.
