Those interested in the question of good roads in Jefforsoii county assembled pur* luant to a call, (n the office of the Probate Judge this morning at half-past lOo'cbck. After tho meeting had been called to orJer, on motion, Mr. Simon B. Warren, who had presided at tlie meeting held in Wintersville Wednesday last, was re-elect3d Chairman, and the members of the press Secretaries. Tbo first thing in order was tho report >f the Legal Committee, who had been ippointed to ex&miue the law in rolation o the building o( pikes. The report was cad by Geo. U. Bright, Kjq., Chairman. io stated that acording to the law the kmmissioners could be authorUod to ubmit the question to a vote of tho peo>le a second time?Jefferson county has ilready voted once on the question?on a >etition being presented to them signed >v 100 citizens requesting the samo. He ilso stated th&t the law provided that a ax of not more than four mills could bo evied for the repairing of roads The report was, on motion, received. The meeting then adjourned to the Jourt room. Mr. J. Maxwell,Chairman of the Business Committee, stated that his committee was lot, as yet, prepared to render a report, ? they had been unable to get together, ind requested that all members of the ommittee present would assemble at >nce in the Judge's room, where they lould have-a conference, and a motion to hat effect was passed. The committee vAa also instructed to bo prepared to re>ort on tho-aasemhling of the meeting in , he afternoon. A report of a meeting held in Mt. Pleas- j int township was presented hy ex-Sheriff fntinonn 'I hn Mrnnrt a(n(o/1 !>?? tl.nt. lad held a meeting in Mt. Pleasant in the , Merest of pikes, and had appointed David , tVilaon and L. C. Henderson to attend the , >resent .meeting a8 delegates. It also , >etitioned for a pike from Mt. Pleasant , o Portland. The report was received ind embodied in the minutes. On motion, Mr. J. M. Rickey was re- < guested to give the meeting some statisics in regard to the coat of pikes in other | oilnties, and tho probable coat in this ionnty. On taking the floor tho gontlenan called upon stated that he would do . lis utmost to comply with tho request nade of him, and tho following is the lumber of miles of pike built in different ounties and their cost: fcuntlf*. Ho stated as a reason for 10 price being attached to Butler county, hat they had been built by the State. The speaker further said that he nnd Mr. fohn S. Maxwell had counted up the expose the countv would be put to to build >ikesoverthe following routes: One to fmithfield and Mt. Pleasant, one to Richmond and Springfield, one to Knoxville ind one from Mt, Pleasant to Portland, ind found that would embrace about 70 or 5 miles, with a cost of between SI,000 and 12,000. He further went on to say that uppostng the total coBt would be $300,000, nd we bad a tax duplicate of $20,000,000, hat it would only be necessary to assess 1 Dree mills to ouiain me amount, ms toures further showed that if a man ownd110.000 worth of property, he would be axed $30 00 per year, making a total of 1150 In Ave yearn. This is just the price f a good horse, and in five yean this loree would bo worn out pulling through he muddy roads, without considering the Ime waited, the breakage of vehicles and ither damage done. He said the action aken in tho spring could embraco the luildingof afew leading roadsthroughout he county and the branches could lie rallt afterward. He thought the question if assessing the tax and the manner of wilding the pikes should be left to the ommisalonera. Nearlyall thecountlesin he State have pikes, and they gave unversai satisfaction. Mr. Bright said he had heard a farmer tho lived a short distanco out from tho :ity, and who was in the room at that ime, say he would vote against the pike Kcause it would enable the people living urtlier out to come to the city and sell iroduce equally as cheap as tie could, vhile it there was bud roads ho could iring his produce to the city and could fee ft good rounu price ior u wuue njs , leighborfurthe out could not gut In nt ill. The speaker went on to say that oven f this were true the farmer would lose motigh by the damage done to his horses, : he breakage of his vehicles and the time oat in pulling through the mud to more )ian overbalunce any profits he might | pin through the disadvantage of his neighbor who lives farthpr awny from the narket, A motion was here nawed limiting all 1 jpeeches during the forenoon session to tnroo minutes. Daniol S. McCoy said that if only three ipgdi were projected now, the people wouM npt vp{e for it, as those who lived off tno row would bp opposed to it. We must make it broader, he said, and get t)]e good will of all concerned. Countv Commissioner William Stark said he had always been an advocate of [food roflds; that Jefferson county was gjuliy in nml of thpw, and that if luud in this county was not as valuable as t}ipt of othar counties, there was no reason for it except that the roaiia were so terribly bad. If Jefferson oounty was not in a favorable condition now to build pikes, she never would be, for ?he was completely out of debt and abundantly able to stand the expense. Ho thought the estimates ol ij mills on the dollar mado at the Winterayjlle meeting was too large, as It wag lib op|n|0|i N mills would bo amply sufficient. Tliiit would Ijring jn S3P.000 per year, and would build at lliut tpn njilps of pike. If tho J mill which has been levied for tha last thirty years to keep roads In repair had been used to build pikes, wo would have had them now. lie considered rood roads were economy, but did not think t)ie Commissioners would like to make any higher assewmpnt tfign 1 J mills for the purpose. IIr. Stark stated I" addition tjiat tho two day'a labor which is usually put on all tha roads, oould tbon all bo utillfed on the cron roads, and thus keep them in good condition, to that those people living on them could have easy access to the main roads which were piked. Mr. Stark's sentiments evidently were .HJ. ill ' 'II. I . ' those ol tho entire aasetnbly, u bo was lustily cheered ?t the conclusion. Mr. Creasy then stepped forward ud rend tho names o( a large number of cltiiens, who gratefully remembered the hotpliable manner In which they liad been entertained by thelrconntry frlenda while In attendance at the meeting at Wintersvilli', and they dealrcd to reciprocate. Kach one waa anxloua to take from fire to tlx of their rlaltora to dinner with them. Adjournod until balf-past 1 o'clock. The meeting waa called to order at 2 o'clock by the Chairman, who stated that aa thu Business Committee waa.nnt ready to report, tho meeting waa ready to bear remarks. At tho suggestion of Mr. Croaay, the Secretary gavo a synnpslnol tho forenoon proceedings for the benoflt of thoao who wero not present. Mr. Maple, of Saline townsliin. hainn present, ww culled on (or hb oidnlon ss to good pikes. .Mr. Staple stated that he ru not present for tint pur|K>se, but lo hoar wbatothors had to say. It (u well known that gootl road* were needed, but how and what way to make them was what waa Iwtherlng the people. There liad been several fruitless attempts heretofore. There waa it difference of opinion aa to how these pikes should be constructed?some were in favor of voting a tax on the people of four mills. Would this be lair? Would U lie fair If thb pike were constructed from Hleubenville to Richmond, to tax the people north and south, who would enjoy but little, if any, benefit from It? Would It not be more reasons- i bio to assess a tax in proportion to the benefit received? But More submitting the question to a vote would it not be bet- , ter to have the mstter thoroughly discuss- i cd in each school dbtrict in the county, i so that all would bo fully enlightened on 1 the subject? If thb were done he felt sure the vote would carry for good roods. As for those in Saline township, he felt ! satisfied that a large proportion of tbem were in favor of good roads, but tboy did not want to pay more than a just tax for ; making the same. At the conclusion ol I Mr. Maple's remarks tho Busirioss Committee submitted tho following report: I First That the Board of Commissioners i |,n luulHIIAtAft Its. .1 -? - WW nntiuviv<i| u; jiohviou ul IUU ruquiauo number of voters, to submit the matter of j turnpikes to the voters at the coming 1 spring election. Second. That in tho event of the matter j resulting favorably to the measure that a levy of two mills be made on the total valuation of the county. Thin!. Your committee further recommend tho following routes to be included In vouraction to-day: Vrora Sieubenville to Irondale, via 1 Knoxville; From Steubenvillo to Amsterdam; 1 From tho Forks to Bloom field; . From Mt. Plesant to Portland; From Hteubenville to Smithfield. via 1 Alexandria. ] The report was taken up by sections and 1 adopted. , It was explained by the Committee, in # answer to inquiries, that the road to { Knoxville was to go by way of Pekin. , Mr. Filson thought a little more latitude ( should be used in tho report of the com- ? mittee, that all the roaus in tho county should be included in a general way. J In order to get at this mutter Mr. Rickey 1 offered the following amendment to the 1 third section of tho report of the commitlee: "And such other roads as the Com- J missioners may, in their judgment, deem ' necewarv in forming a general system of * turnpike roads for the county." Mr. McCoy moved that the wonl Alex- : mdria be stricken off the report for a road from Steubeuville to Suiithueld via Alexandria. and make it read simply from Steubenvillo to Smithfield by the most practicable route. Motion lout. David Buclmn thought that the amendment by Mr. Itickey covered all the ground necessary. Th.? nrUtnnl it? ?..e>uHi piw|-'34ui/iia ncro men adopted as amended by Mr. Rickey. Mr. John Maxwell rend the following = petition, which whs circulated among the nudicnce for signatures: To the Hon. Board of Comminiomn of Jtffrr ' toil county, Ohio. I tome nfiheAtanrd Mfthodk-lloir Motivy In WnmHl. rincionmtl Oaictlc. I One of the queer things in business is he propensity of people to seek irregular : nediums for advertising. It is unaccount- , ible the prices that some men pay for (ticking their advertisements in irregular >laces. Especially is this so when com- I jared with their unwillingness to pay ' inything for advertising in the regular channels. Men will pay largo sums for nserting their business cards in a section j )f a frame in a hotel, bar-room, street-car, nilway-station, or in a hotel-register, or J in almanac, or guide-book, or annual of me sort or another. The by-ways they ieek, or that successfully solicit them, are J innumerable. Likewise they will spend 1 large sums forpiinting special circulars, I ind in nostmre to send them. In all thin :hoy ignoro iho most ossential condition in advertising, namely: That It has tho J :haraetor ana effect from tho medium L through which it is given to the reader. 1 Advertisements thrust into irregular and t unbnsiuess places impress the general i mind that the concern is of a similar character. On the other hand, an adver- ' tiseinent in a general newspaper of firstulasastanding carries the impression that , tho advertiser has a standing in his own , community which ho is not afraid to show to hi? neighbors, and that he does not nhrink from competition with the best of them. These are the different Impressions that are made on all minds by advertising in a journal of high character and circulation among the reputable classes, and when seen in by-places ixntf irregular and low channels." Every one finds this in his own feelings, if he would but t(iink on the subject. If any one is going to a place to buy, whether ho l>e a trader or buying for hi* own use, and hasto seek dealers through advertisements, whprp will he look for them? To registers, almanacs, theatre frames, in railway stallions, occasional cdvertislng.sheot or I circular? On the contrary, he looks to I the most reputable newspapers of the place, and he thinks that advertising in these gives an nssurnnco ol the good-standing of the advertiser, and his business en- I terprise, and of the sufficiency of Ills 1 stock.
