ITuI* vcr*lly- A N|irrliiiPii or III* I.nck ol UNrl|>llMr. It eeoins llmt the ]>owers in and about tlio \Ve*t Virginia University nru highly indignant at the fact tliat wo ventured to question the economy of the iiiaiumcment of tliat institution. The President inUulgesiu several pungent paragraphs point...I i?u ill ivn nfit infiirnii'd tllll! v?. ??#??.. av ur, tho enlightened and higliteued culture o( lii* knightly cadets in ??tirre?l up to audi n pitch that tlicy are preparing to heap all manner of vulgar honors upon our head should wo be ao rush as to contain range of their ehlvalric vengeance. Think of a ''cadet orchestra" organixed and "burning with a feverish and almoat uncontrollable desire to serenade thecditorof the WllRKMXU Istki.i.iokncku," simply bo cause the said editor dared to question the propriety of spending ho much money upon their education. Hut we do not hfame these young musician* far this extravagance. Who has stirred them un to thin \iew of the ease? Wo are told, too, that "all the student* of the University, especially those composing the Alumni, have groat Uifllculty in keeping their lo^e within proper hounds." There can be no doubt about it, for the President says so in u pointed thrust of hi? own.. It would hq well w ere lie to counsel them to moderntiou. Wull, indeed, could I he President make a nice exhortation on the subject and include himself with his audience. We might feel alarmed at this mighty host of "loving" alumni, and tromboning cadets, if it were not that we are familiar with the catalogues that record the numbers of tho one, and have occasionally heard the charivari logic invented by the bravery and culture of tho other. Poor boys! In? a pitv that y?u have not some grand man flt your head who could inspiru you with a loftier sense ol manhood than this mediaeval vulgarity of out-of-tho way village*. We think better of von than to suppose that von arc the real author* of the founts which your President puts into your mouths. The President, spiuking for hinueU, aeeks to give a personal turn to what we discussed in a purely economical and re* spectful manner. This is his atyle. He particularly exults over the fact, as lie states it, that our "attack upon the Univeraity" did not curtail the appropriations which we characterized as extravagant. But la this ao? Let ua took at the figures? these are stronger than flippant assertions. On page 8 of tho biennial report of the Kegents, they ask for appropriations for tho year ending .September UOtli, 1870, amounting to $18,700, and for tho year ending Sept. 30,188), to thesum of $10,000, and thia they say they "submit with the assurance that all estimates have been eut down to the lowest figures consistent with the successful audelHcieut workings of the various departments." Now what did they get? For tho year ending September 30, 1870, the sum of $14,300 00, nnd for the year ending September 30, 1S80, tho sum of $10,000 00! A cut down of $1,400 00 on the current year, and ol $5,400 00 on the next year?an aggregate of $0,800 00 for tho two years! Surely tins is no small reduction, and the editor of the Inteu.itiicxcKH congratulates the tax payers of West Virginia on this good beginning. If w? iiiucii niu* uven uono in uic green iree, what may w? not Jiopefor in the tlrv? 'it is not worth while to protract this examination now. The Ijeglslaturc has adjourned, and the appropriations for the next two yearn have been made. The reduction in the expenses of this extravagant luxury is almost as much as has been appropriated altogether for the year 18S0, and wo ara not very much disappointed that in so short a timo to investigate the leaks, no more was done. The more we look into the matter the more reason we see to justify our temerity in lifting our pen against the economical enormity. If the President wishes inore light on the subject ho can easily have it. We.do not expect to lie disturbed by his Chinese method of conducting the controversy. His cadets and their orchestral gongs have no particular terrors for us?and wo can assure him and the young Knights who are preparing to back him that it will be a poor way to commend tho culture and learning?the dignity and refinement of the University,?to any body of sense or good breeding. Hood citizens do not want their sons trained in auch tactics. Programme for the Extra Nmlau. Washington, March 12.?The l>euiooratic caucus has been postponed until Monday, as it is not expected that there will be a full attendance of members lielore that time. The Post, the Democratic organ here, announces this morning, on authority, the .1.-- ' ?* luiiumug us iuc iirogrmuuu'! oi uie UCUIOcrats at the extra session. The popular plan among the Democrats of the House, as expressed by those in the city, is to confine husinejwto two appropriation bills. The legislative, executive and judicial bill will be reported and disposed of promptly, just as it passed the last Houses As a very prominent member expressed it yesterday "not an additional i will be d >tted or a t crossed." It will go to the Senate and be passed there with as little delay as possible. Meantime the House will do nothing?not even thearmv appropriation Mil will be touched until it j is seen what Hays proposes todo. If he sees tit to approve the legislative bill then the army bill will be passed as quickly a* j possible, and Congress will imiuedutelv , adjourn. Should Hayw veto the IcgLlttlve bill, then the Democrats of Congress i will conclude that no time need Iks wasteil; in fooling with him, and they will adjourn! at once. If Hayes sees tit to call another extra sesaiou, it* will convene, and enact the same progratmne over again, and even agalu, if necessary. The Democrats will not yield an inch, aud are willing for Hayes to try the experiment of running the government without money if ho want* to. It it said that twenty Jive men have greed to this programme. It will beditlicult, however, for th?* Democratic leaden to sit in a corner ami make any disposition of the action of the tiro houses. The Iron Trmlts I'UM.iiniii (>4ipilc. The iron manufacturer!of thi*city were interviewed yesterday in regard to the reporteti adrauce of Ave per cent in tho price of merchant iron in Philadelphia. They expressihe opinion that the trade here will not bo affected by the advance in tho Hast, for tho reason that the I'hlUdelphia association is composed of dealcnt who are not manufacturers, while the tradohere is controlled by the Western Iron Association, composed mainly of manufacturers. They nay that iron ha* not undergone any change here within thu pant two mouths, and is as low an U ever was in tho annuls of the trade. It is believed that whatever u>l vanee is made in Philadelphia will lie entirely local, just uh the advance in the pit? iron market a week or two since, and j which was tho result of a bi$ contract by thu l'lnciiix Iron Company, which at once imule demand for all the pig iron available in that section. There has not been a ?<mi>riil nilviiMiui in I!n? nil? iron iii:irkt<(. A leading iron urn mi facta rur said this to it reporter: "Tho market Uero Is firm; more than that, trade in brink, and there seem* tu bo a great desire on the part of buyers to place orders at the priced now rilling, hut there its no live per cent udvance; we would only ho too glad to learn thai the report is true. However, there is a alight advance of two and a half cents per hiind rod, which would only amount to fifty j cunts per ton?a mere bagatelle. Pig iron hits advanced in the Kast from $2 to$2 oO. I and is now quoted at $lilto $17 per ton. j You can scarcely call this an advance, however, as the tirst cost of the metal at tho furnaces is fully that. U is merely a recovery of the market from where it hus been forced to. It is an indication, though, of what may be looked for?hotter prices in all branches of tho trade. The mills are running full, and can readily dispose of the production at present figures." 1)1* World Am All nNimtti*" From the Ik* |n>|t Frr? I'r.M.
