VA., NOVK^liElt 2, ISM, i tic Vlrglnln Ciiin|>nltfu< The liuileuantsof Muhono now on the Htump in Virginia are able men. They are not carpet-baggers, but, on the con* trary, representatives of Virginia fttiuilieu tlinl go fur buck in (lie history of the State, Moreover they are'inon of Con fed cm to autocedents. They lmvo honorable records as tohliers In tlio "lost cause." They aro also men of of unimpeachable private character. Anil, lastly,, they have a qualification that seems to count /or much on the stump in Virginia, .,T(jey aro duelists. They go out ;jw?1 "exchange shots" occasionally between appointments. .This counts for much in a laud where public opinion tolerates, if It does not favor, that Bort of vindication of individual rights. Arouud these men -we refer to Mnhono himself, ftlid to ltiddlobprger,( whose soubriquet is "the game-cock of the Shenandoah") to Captain John & Wise, (boh of CJov. Henry A. H'isc), and to Governor Cameron (the present Executive), aro rallied a larjje number of tho young men of the State?the men who are in favor of a "new Virginia"?ex-Confedcrato soldiers, many of thorn, and all of them Virginians; who are attracted not only hy their intelligence hut by the military pbaso which these men?the leaders to whom we have referred?throw around the campaign. They have cut loose in largo numbers from (ho Kourbons, and thousands of them are boldly proclaiming themselves KepubliJM> H.J f1 i/i u riri'ftir In Hill I it. "Allllttfl. istration men." ' (The roso secinB to Bincll a little sweeter by this name, but,'all the HU'ne, it is the ltepublican rose.) These men are on the stump in every part of Virginia and they are making it hot for the Bourbons. AVe notice, for inHtanee, tliut Wiao made a speech at Williamsburg the other night?the ancient capital of Virginia, and once, the center of it? wealth ami aristocracy, anil he sailed into the Bourbons in a stylo that was characteristic of his father in anti-Know Nothingilnys. Among other things, he said that the Hjurbons of Virginia were largely made up of "fitick-whittlers, crossroad loafers,"defunct mossbacks, Bourbons who lived on pedigree and past recollections." Under their thriftless supremacy be said that Virginia was "sinking into the present condition of Spain," (Spain represents a land of decayed aristocracy and played out greatness, and poverty stricken pride) and contended tlmt they hang around the neck of the State and its pros perity as the old man ol the sea hung around the neck of Sinbad the Sailor. It having been said of the speaker (in oider, of course, to prejudice the colored vote against him) that he was the son of the man who Uuug old. Jolm ttrowu, he boldly, i?ct that charge by saying right out to the colored people, "I did not want you to be /reed; 1/ought against it; but the difference between' me qnd the Bourbons is that 1 have realized that you are free, while they wont believe it until they huvo another war, in which they will get licked worse than before." As for tlie hanging of John Brown by his father, he said that he had no apologies to make for that; that John JJrovvu was hung according to law, and deserved to be," but nevertheless John j Brown "was a nobler, truer and braver man than many ol the "stinking, pot-bel-. lied, fchirt-rutlled Bourbon fundem in tho' State." (Here the stylo of the orator, as will bo seen, gets a little rough.) After this roughness the scion of tho house of Wise "boldly announced himself a Republican;" said he supported and expected to support Arthur, "whoso adininis irauon was v irginui s only nope;" sawnei wished he had voted for Grunt;" and ulso | said that "Mahone, backed by the-North, had freed Virginia." , In this reference to Wise and his speech at Williamsburg we have made use of the Richmond J)iijHiich'is report, which is unfriendly to Wise, but it serves nevertheless to give some idea of the heat and vigorof the Virginia campaigu. It looks now iis if Mahouo and hislieuteuantsVould win, and certainly no one who wants to see ilourbonism in Virginia and in the .South knocked in the head, and opposition to its corroding rule made socially and politically respectable, will be sorry over the result. The llichmond W'h'uj is the Mahone organ of Virginia. Like its colleagues on the stump it launches heavy and merciless bolts at the Bourbons. Here is an extract from'one of its calmer and more philosophical editorials. "Not only the good of Virginia and of I he whole South, but of tho whole nation, is to be promoted by a policy which eschew# a narrow provincialism or sectionalism /or a broad nationalism or Americanism. Patriotism und morality alike wuiiut iil u??ii?g mo IU llimuuuu UU IRHlie which,u having once been curried to the lust arbitrament, lifts been decided conclusively ngainat us. We were not only defeated, but we surrendered; we not only surrendered, but we agreed to terms Under which we undertook to come back loyally into the Union lis a State and to resume our right aud duties as American citizens., Yet it is hardly ' worth whilo to argue so plain a question with men who, in etlect, persist in carrying on war after Ajjpomatox and nfterreconstructiou. That is all there is in the'seutiment which upholds a''Solid South'?inspired by'ii hope that Kortheru Democracy, false to us and. their promises in theacLujilconilictof arm$,inay nowcomo to the rescue." Tht>T?rJirtluc?iion A mainour l'cu?*y]. viutlti Nclghborm. ^lr. CVK. Boyle is tho Democratic candidate lor Congress in one of the adjoining (Greene, Fayette and Westmoreland) Pa., districts, and ho is very much bothered | to meet tho views of his constituents on the taritf question, jiist lis the' Democracy j were bothered in this West Virginia disl triet less than a month ago by tho same' issue. Ho has been over itx Greene county making a speeh on tho subject, and thero' he undertook to straddle the question by | snyiug that it is a question of locality, not a national question, ?nd that a representative in Congress should regard himself as t tho representative of his district on this i question, and ''try to advance tho interests of his constituents?not at the expense of the couutry at largo, but in everyway consistent' with the good of the whole country."' [ ' 'As will be seen, this is a desperate attempt flt straddling. It is a* kind of a "good Lord and good devil" declaration, and seems to call tor ox-Auditor Bennett'* ad* : vice to the Democracy of this district, when be advised thebijaabe did tbo other day in bii paper,' to take.oni*ildaJ>r the'othir of the question tho next time, or, in other j words, to be "(or or against the mill'dim," ' and not attempt to dodge. % ^ As a matter of course Mr. Boyle is : bounced for this sort of st raddling non* coinlttaltlsni. The Wayneaburg JttpuMican ' goes for hint very tartly and pointedly. It ' puts the iiwueut him at follows: According to Mr. Boyle's theory, if lie is so fortunate as to get a seat in Congress, in justice to his constituency it will be uecea* nary to ask some special legislation to euit tho people of different localities in bin dis* 1 trict, for, putting it on this ground, tho same kind of a tariff will'not be'adapted to the interests of tho people of Mr. Jloyle's whole district, lireen is a non*manufactur? i ing uud non-mining county, whilst Fayette < and Westmoreland are largely both. Greene , is exclusively n farming district, hence if, hh mr. duviu nay*, ti uinn ib U question 01 localities wo have a right to make a (livid* | tag lino right licrc: Wo on thiseiilo oi tht) river aro a producing people; on the other Bide they are consumers?not farmer; now I what kind ol a tariff must wo have over i here?a "tariff for revenue only,", and on the other Biilo a high tariir to protect the iron and coke interests. This is putting the Issue In a way calculated to embarrass candidate Boyle. "Sauce for the gooBC is sauce for the gander" on ] this question. If ntariil' is harmful to i one half, or any portion of a district, it Is ' harmful to the whole of it, and ought to he discarded ns a delusion and a fraud. If it does not help the farmer, the merchant, the mechanic, the day laborers, the profes- : sional man; in a word, everybody, It 1b a delusion and a fraud. This is tlio ground' to put the tariff issue on. There * is no district or part of u district issue about it. The furmer'a interest, (the poor farmer who is so much bewailed by Dan Lucas in \ his C'lnrkaljurg'spccch,) is supposed to have i a very big interest in this question, and J this interest is well shown in the following j extract from au articlo printed along side ' oftho Jlepublkan'B editorial.strictures on j Boyle. We quoto from it bb follows: The value of barn-yam manure; or any ) otber fertilizer i3 admitted by ever)' farmer. Hut what is the use of a-feitillzer of any Hort j except to make land productive? And of J what avail is productive land if you can- i not Hell tho product? The great question < after all, for tho farmer, therefore, is the . question of a market?but what market? There are two markets for the farmer?tho foreign market and the home maiket. Which is the. moat desirable? .Why, the homo market, of , course, because it is in the sale of his pro- t ducts in the home market that the farmer i makes his money, and it in for that reason J that ouly the Btirplus that he cannot sell in the home market in sent abroad. Last year, for instance, more than $S,000,000,000 . worth of agricultural products were sold in the home inaiket, against less than $1,000,000,000 sent to foreign markets! Every ono of the 50.000,000 of our, home population consumed on the average last year $100 worth of that which was produced by agricultural labor and capital. Xow suppose our 50,000,000 population were not able to buy that much?suppose the consumption to fall to $80 to each person! .Who would ho the greatest stiflerer? Why, the farmer, of course. It would be ruin to him. Well, that is precisely what would hannen if Democratic frnn tracln ?pm inmi. gurated again, and the wages of the laborer, the mechanic, the artisan, the proiessional man reduced. Let the farmer see to it first that protection to labor is continued and then attend to the other fertilizers. 'I lie PfimNylvaulii l'nui|mt|;ti. The Keystone State ig all torn up over the political situation. The criminations and recriminations iu the opposing newspapers and liy the speakers on the stump arc exceedingly acrimonious and vehement. Charges and counter charges of "sold out" and "corruption" abound on every hand. Pittburgh'a advices to the close of the month arc to the following effect as respects the situation and outlook: Reports received here to-night from different parts of the .State represent all parties working with might and main to make all the capital possible before the election. The Stalwarts aro said to be meeting with considerable success in the mining districts, where they are spending money freely and representing to the work^ inguu'n that Democratic success would eauso hard times. It is charged in some quarters that Armstrong, Labor candidate fnr ftnvor.m 5d in !.? 1 - Quay, ami is secretly working for the bosses. 1'Wn tlic best information, the Labor * vote will be drawn about equally from both parties. The Republican defeat in Ohio alarmed a good many Independents for the safety of the House of Representatives and' they have gono back to the regulars. Still the Independents will poll not less than 75,000 votes, which will defeat Beaver anil insure | the election of .Pattison. The Republicans will probably.lose three Congressmen," one I of whom is Gen. Harry. White. Errett and I Bayne will be re-elected. The latter has no e opposition. Hopkins, who opposes Krrett, a | will receive the full Democratic vote; besides a largo Independent support, but, n with all this, Errett will come out with a p j hnndsotne majority. Tho Prohibition vote will be small. There has not been a cam- E naign for years in which so many roor- U backs were set alloat to distract the -judgment and inflame the passions of voters. ; Immense meetings are of nightly occur- ] rence here, at which the best speakers in ii the State liokl forth.
