Our I'rte Heliooln. U" min ml v'ii two uliixita nf liikt viuinrt kindly furnished by tbeStatoSupertendent of Free Schools, wo i;et an Interesting view of the progress of common scool education in West Vir^inia for the post year. There in an increase of 5 in the number of school districts, and of 135 iu the number ot school housed the present number belug 15,8:19. The present value of school property is $1,823,1)87, an increase of $70,Kl'J for the year. The enrollment tor J881-2 shows 103,554 children between six and sixteen years of age, an iucrause of 4,180 for the year; tho number from sixteen to twenty-one years of ago is 48,044, an iucrease of 7711. More than 10,000 children have been added to the school rolls withiu the year. The at' tendance was 02 'per cent of the enrollment, showing a decrease of t per cent; uud there was a falling oil' of 1M0 iu the general average. Three thousand and forty-live teachers were employed, an increase of !14, and the average salary was $'-'8 27 per month. The cost of maintaining the schools for the year was $205,W)4 against $219,877 for the previous /ear. it would he interesting to know the number of colored children of school ago iutheNtate, how .many of them uro attending and what progress they are making. We believe that no such record . is kept, lint the color line is drawn through our free school system and it ought to be drawn through the statistics. According to the census returns, in 1880 there were in Ihis State 52,000 persons over ten years of age who could not read and 85,1175 wlio could not write, of whom JO, 13}) were colored. lmiuir over half the whole colored population over tea years of age. JfthoStato is doing anything to overcome this appalling mass of illiteracy and, presumably, ignorance, it ought to be shown. So fur as children of their own color is concerned, it is the complaint of colored men that they are at serious disadvantage. In districts where there are no colored schools they are not admitted to the white schools, and so they get into no schools at all. The State is bound to make provision for its children, white and black. It can not afford to do leas. The education of every colored child appeals to the selfish interest of every white man. We ought to be glad to open the doors and let them in.. If wfe do not provide separate schools the alternative is to admit them to the white schools, and it may well be doubted whether they can be kept out. , The convention of colored men which met here yesterday wisely considered this, the moat important, question which confronts them. Without the advantages of the free schools they have not a fair and equal chance aa bread-winners?and who will deny them that? PERSONAL. Victor Hugo will not keep a plant or bird ay prisoner in bis house. Hendricks, of Indinua, intimates that the McDonald boom is merely u boomlette. Commissioner liauin will be in Springfield about the time the Illinois Legislature meets. Governor-elect Butler, of Massachusetts, will, it is said, apppear in full military uniform at his inauguration. . Jierr John Most, the German agitator, : now traveling in this country, says Ameri- | can beer has the real Socialist ilavor. , Teresa Sturla was favored by admirers ( with very many Christmas presents, dainties and beautiful things sent to the jail. It is the opinion of Evangelist Barnes, who is now holding forth iu New York, that Mr. Moody is making more Christians than any man living, and Mr. IngersoU more infidels. The marriage is announced for January I 31 of Henry lioyt, sou of the Governor of 1 Pennsylvania, to Miss Nancy McMicliael, : ui liiu cuuur ui j nc awrm -iHirrt- i am, of Philadelphia. , Kasson, of the Ways and Means Committee, suya that the new tariff bill which i will be reported next week will not pre- ^ voke any lengthy debate, and that it will" pass without material amendment. llolman, of Indiana, who leads the House o]>position to the Pacific Kailroads, says the lobby is strong enough to prevent i the passage this session of the bill forfeiting to the government the unearned land | grants. .Sir Charles Dilke, who is about to enter the English Cabinet, is u great traveler. It is said that he has been in all the larye cities of the world, knows more prominent men personally than any other Englishman living; .and speaks seven foreign , lauguages fluently. Mr. Lpbouchere says in Truth that "Anthony Trollope never made anything approaching to ?100,000," and that the. "most highly remunerated and successful author of the nineteenth century, inking into ao ' count tlje amount of work accomplished, was certainly George Eliot." Mr. Ross K, "Winans and family, of Baltimore, move this week into their new mansion, which two hundred men have been euguged in building lor a full year' past, at a coat of nearly half a million dollars. The house is seventy feet square, live stories high, and looks like a French chateau. BREAKFAST BUDGET. The steel pen is fifty years old. Acute Auiericanitis is the Eugiish name for Englishmen who come over here and get it bud. In 1S40 Ireland held nearly one-third of the population of the United Kingdom. It now holds one-seventh. The Eugiish revisers of the Old Testahave completed the second revision as far as the Book of Proverbs. In the opinion of the Philadelphia Vrtms that Massachusetts will need more than one day of fasting and prayer next April if the Legislature, which meets next week, lets Ben Butler defeat Senator Hoar. A Montreal man sout several barrels of Canadian apples to Queen Victoria, Gladstone, Lord D u fieri n, and General AVolseley. Ho received tellers of acceptance from all except the Queen, whose secretary wrote that Her Majesty never accepts such favors. \ ThesMirof Die nov/com'ic journal, Lijc, of which the llrst number will appear in New York next week, is composed almost ! wholly of bright young Hurvnril wit*.
