"Warner, which took up hint Friday's session of tho House, is reported in thirteen pages of the Congrcuioml Jiccord, The aflair is attracting the attention of tho newspapers of tho country. On the 5th of July lust, after both gentlemen had been renominated, Colonel Taylor made a speech in Congress on tho Mexican pension bill, lie had tho floor for only six minutes, but got leave to extend his remarks in the Record, and, through no fault of.his, tho speech was not published until after Congress had adjourned. In tho speech ho reflected severely on General Warner as Chairman of the Committee on Pensions, Bounty and hack Pay, on tho committee, and on the House for its refusal to legis Into in the interest of the soldiers. General Warner nt once attacked tho apcoch, asserted that it had novo been * made, and challenged Taylor to a joint debate on the merits of tho question. ' The debate was held and Warner was- beaten. Taylor's pension speech was used , effectively in the late campaign, ami Warner's majority was reduced from 1,402 to ] 1*17. General Warner went back to "Wash- 1 ington with blood in his eye, and on Fri- J diy he introduced a resolution to the effect, "That the parts of said speech re- . fleeting upon members of tho House, or i of any committee of the llouse, or on ' tho House itself, or relating to what took what took place in any committed of the j Senate, are unparliamentary and an abuse of tho privileges of the House, and i of his leave to print, and aro hereby declared not to be a legitimate part of the official debates of tho House." In short, he hit right and left, liko an Irishman at Donnybrook fair; and the wounds received by Gen. Warner were all in front this time. Tho Speaker insisted in ruling tlmt the House had nothing to do with questions of fact; they had only to consider whether ^ or not the language of tho speech Svas parliamentary in form. The Republican s members thought it was, and the Democratic members thought it wasn't, and so 8 the resolution was adopted.
