The Directors indorse the Superintendent's request, and the Govornor concurs. In his message the Gwernorsays: "The reports of tho Superintendent for the last three years show a gradual increase of , patients, thereby indicating as our popu- , lation increases that tlio number of > patients must necessarily increase." This is reasonable enough. Unhappily the dopendent elastics increase with the increase of population. The Governor quotes from the Superintendent's report "that the ?-ia.,1 unn nn(| }? nmv crowded to JlUBjilUti una wvti. ...... ? its fullest capacity. The whole number under treatment fur the last six months was 7(M, daily average 001." Upon which the Governor remarks?"an incrcuso of nearly forty percent in three yean?." Tin's is more than "a gradual increase of j patients" and indicates that ourinsaneare . increasing out of all proportion to the in- j crease of population. The population of this State does not show "an inereasc of nearly forty percent i in three years." There may be-a cause ' for the increase in insane, but since it is j not found in the ollioial reports, the Legislature may find itel.sewhere. It is a noticeable coincidence that the very great 1 increase in the number of patients in the j Il'jspital has come about in the time that , the Gove-nor and his appointees have had control. If insanity increases in like proportion ko long as the present regime ' continues, where shall we all be in a few , years? It could not be long before West i Virginia would be known as theStatoof the Insane. , If tho legislature will tako the trouble , to look into the matter it will probably find that persons aro in the Hospital who ought not to be there. If it bo found that the institution is used largely as a house ofdotention for idiots?that it is choked with incurables for whom a hospital is not 1 a proper place?then it may be thought possible to accommodate tho waiting insane (who are said to number fifty-five) ; and leave some room for future needs. i An inquiry by the Legislature will show that tho law governing tho appointment of ; Directors can be amended with great advantage to tho public. If the law be pen- 1 mitted to stand without change Governor Wilson will be unable to inaugurate a reform if he wishes to. In the present month Governor Jackson has the appointment of three Diiectors to serve for six ' years?'two years into the term of Gov- ; ornor Wilson's successor. In January, j 1387, Governor Wilson appoints three and in January, 1889, just as he is going out, j three more, keeping up tho same round. J A bill offered in tho Senate by Mr. t Scott, of Ohio county, seeks to remedy < this evil and to give to the Hospital tho { benefit of minority representation in the Board of Directors. It is of no moment < to tho minority party whether it Las or f lias not representation. It is of great iui- ! pertance to such an institution that it shall not be run as a partisan machine. ] It ought to command the cordial ' support of every tax-payer lathe State. J To this end it must be conducted as a pub- , lie institution, not as a partisan asylum J for politicians and the friends and kins- c men of politicians. That tho feeling is a growing one among "the horny 8 lumilftd" that labor is entitled to greater interests in the result of its efforts than Its g daily stipend anil that this fooling is pro- a ducing restlessness and dissatisfaction ? with its condition is evinced in the strikes and lockouts that arc continually occuring in many parts of tho world. That this state of things, without some, readjust- v input, will continue and increase in inten- f sity is as certain as that fire is increased. { by addition of fuel. The committee recommended that Mr. Lucas' resolution be killed and the .Senato joint resolution adopted. Col. White, from the Committee or Itailroads, reported back H. B. No. GO "establishing u reasonable maximum raU of charges for transportation of passengen and freight, and to prevent unjust dis criminations and extortions in the rate U be charged by the different railroads ii this State for tho transportation of passen Ifers and freight on said roads," with tlx recommendation that it do pass. Gov. Jackson transmitted a list of tlu pardons issued by him since his last re [>ort on the subject. The House refused to authorize the appointment of an additional committee :ierk, and adopted another motion by the ame gentleman, Judge Haymond, requiring tho Auditor to communicate to the House the amount of the debt of tho State at the end of the lust fiscal year, and tc whom due, and if any, what amount line been paid, at what time, and out of what funds so paid. Mr. McGill offered a resolution instituting an inquiry by the Committee on Humane Institutions and Public Buildings into tho expediency of including "rough on rats" in the schedule of poisonspAud requiring it to be sold under the restrictions imposed by law on the other poisone In the schedule. No. 95, to amend the barter of tho Odd Fellows' Hall Associaion of the city of Wheeling. Snyder?H. B. No. 90, relating to drawng of jurors in cases of felony. Stapleton?H. B. No. 97, concerning the ncorporation of joint stock companies. Edwards?H. B. No. 98, relating to the chool district of Moundsvillc. All were appropriately referred. The remainder of the session was conlimed in business of a preliminary charcter, and there was nothing further tranpireu of public interest.
