A special conroitteo of the Pittsburgh Councils has prepared a lengthy report on (ho transportation of natural gas through the city. The committee is free to admit that the early concessions granted by the city did not protect tho interests or guard (he property and lives of the people; and the disasters which have -followed are referred to in very strong terms. The re. ?!.? * nntnrfl] mm can be POIX OBSUlttco urn. ? ?? .. brought within the bounds of safety; that the city Councils have the power to control the carrion, and that it is'now imperative that this proper control shall bo exercised. t It is recommended that all pipes be ordered to lie laid under the supervision of the City Engineer, who shall determine the size of pipe, test its strength, see that it is properly joined, that tho trench is deep enough, and abovoal! tilings that the pressure is kept down to a point of safety. Tho City Engineer is to bo furnished with a plan of every company's pipe system, and ho is to have authority to reduce the pressure whenever he shall find it in excess. JCxpcrience has shown that great pressure at thepoi'ntof delivery is not required. Pittsburgh manufacture! a have found that a pound tothesquaro inch is quite enough. In view of this tho committee recommends safety valves for each'plpa where it ontcrstbe city, at which shall be discharged all gas above- the quantity required to produce the maximum pressure compatible with safety. Tho cominitteo dwells on tho fact that to deliver a itiven amount of gas with decreased pressure, it is only necessity to use larger pipes; other things bring tlio same, "ranypipe will deliver ono-thirdtho quantity of gas at 28 pounds that itwill at 200 pounds; which is to say, three pipes of equal diameter at 28 pounds will delivor as much gas as will one of the same diameter with 250 pounds. A 12-inch pipe has the carrying capacity, at the same pressure, of six six-inch pipes; so that if a given quantity of gas was to bo transported through pipes of theso sizes, in a six-inch pipe it would require 250 pounds pressure, while in the 12-inch less than eight pounds." Tho deduction is that large pipes aro required to furnish a sufficient supply at low aud safe pressure. On tho day this report was presonted, Mr. George It. Stewart read before the Society of Engineers a paper on "The Conveyanceol gnx," in which; he said: "Natural gas cannot be introduced pro- j perly on tho low pressure system. The pipes with that system would fill all our streets. Tho two systems should be combined. Sincehigh pressurepipco will leak, it is important that they should be laid where they; aro likely to .do the least damago to the person and property. The j place is certainly along the river as near ; tho water as is convenient, so that the ' leakage will find its way under the water \ where tho ground is.not frozen, and so. t pass off harmlessly. At frequent intervals connections can be made with low.pres- ; sure mains, by which the gas may be dis- j tributed throughout the city." The whol6 subject of the^llandling of ' natural gas is commanding the attention which its importance deserves, And be- j tween practical scieuce and legislation there will bo a solution. Gas will be con- I trolled so that this wondorful agent may 1 do man's work without greatly increasing ( tlid ordinary fire risk. , u ==:= " A Man nf Suryrli?a, .
