This community has known labor contentions, long and costly strikes, and the countless ilia which result from radical and prolongod disagreements between employers and wage-earners. Until now employers have not found it necessary to lodge their omployes, armed, in their industrial establishments, and men unwilling to accept the terms of employers have not attempted to shoot down men willing and anxious to wotk. The Wheeling District has been famed not only for its production of nails and glass, but as well f jr the intelligence and manly bearing of tho workers employed in these industries. Forming a largo ant1 important element of the population or both aides of the river, having home! largely their own property, these citizcm in the darkest hours havo shown their re gard for tho Jaw, a high sensa of sell' respect and an appreciation of tht responsibilities resting upon all good citizens. A murderous demonstration sue! as that at Martin's Ferry comes, therefore with greater force because we are no accustomed to such things. Essentially i community of wage-earners, there is n( p!aco in the country whore public opinioi is more clearly and strongly on the side o order and fair play, no place in whicl mob violence is more foreign to the epiri1 of tho people. Tiie assault on the Laughlin mill is no to be interpreted as an organized move ment foreboding a resort to the revolver rifle and bomb throughout the district It is rather the work of hot-headed met who did not stop to count the terrible cos immediate and ultimate. If such a strokt were attempted in Wheeling?tho las thing to be anticipated?there would bt found enlisted under the banner of lav and order nailers who have refused U accept the reduced scalo. But it rests upon the people of Martin's Ferry, of Belmont County anc of the State of Ohio to make it understooi by all men that they will not allow thf mob to rule. Once fairly under way th< spirit of lawlessness is more terriblotbar the flood, the hurricane and the plague. It visits its vengeance without discrimination, and upon the community which tolerates it stamps disgrace and irretrievable waste. The lesson of Pittsburgh in 1S77 ought to have been a lesson for all time. That city learned in anight of sorrow that there is no tax-collector so voracious as tbe mob, whose pitiless process may annoy the rich but through the ranks of the poor spreads desolation and despair. No people mindful of their own welfare will ever tolerato the arbitration of labor troubles by the revolver and the bomb. Order must be maintained at all hazaids and the guilty brought to punishment. The Martin's Ferry plan vindicates no principle and redresses no wrongs. It fa in itself too grievous a wrong to be palliated or excused. The men who fired on tho Laugblin mill did so because the company, in pursuance of ita right, had employed men who wore willing to do its work. By their assault they proclaimed a theory which cannot be maintained. By tho crack of their revolvers they declared that other men have no right to work without their leave; and by their hand grenades they denied the right of the company to employ whom it pleased. The one was an assault on the person, the other on the property, of American citizens. Tho attack was an indefensible attempt to abridge the indefeasible rights of other men. Tiie heaters, rollers and their helpers quartered in the mill are working under a scale about which thero is no dispute. The fact that they aro willing to furnish nail plate to be cut by men who have taken the place of the striking nailera ia thought sutikient to justify an attempt on their lives. But they have the same right to work as tho strikers have not to work, and the law and public opinion must protect them in the oxerciso of this right. They aro to bo supposed to understand their own interests better than anybody else, to know whether for them to lie idle ia a more serious matter than for othor men who prefer another course. Nobody can think for them so well as thoy can think for themselves, and nobody has a right to try to (.iron upon them hia own opiuiona at tliti muzzle o( a revolver. It theao men were doing the wont thing they could do (or themselves, it would atill be their right to go wrong, lor within the acopa ol their own peaceful pursuits they are free agents.
