The President and his party tervc the in* tenuis of Europe; ue trill support the in* lewis of America.?JiepuUlican Platform, , Two Wust Virgin la Democrat* on tlin Imueii, Last Saturday night a splendid opportunity presented itself to Judge Fleming and Senator Kenna. The people of i "Wheeling. irrespective of party, turned ' out to hear them on tlio issues of the day. If they and their party are on the right sido of those^ssues tliev had a splendid chance to demonstrate that fact, and success in such an undertaking would have won their party votes. These eminent exponents of Democratic doctrine missed their opportunity, for instead of giving much attention to tlio issues of the day they plunged with bitterness into the issues of a day that is ' dead and gone. Following in the line j of the platform of the Huntington con- , vention, which platform Senator Kenna ] reported, they exerted themselves to fan j into Uamo the embers ?>f passions and prejudices which once arrayed neighbor against neighbor as in wai time, for they dealt with questions which grew out of i that unhappy episode in American his- J torv. No man of either of the great political t parties can in neinglo speech cover the I whole ground of the questions of to-day. J Why did these talented champions of r Democracy choose to waste so much of j their time on questions which not a man l in their audience cared a tig about except, ' if he thought of them at all, to wish them forever buried? ( They must have devoted themselves ' ho largely to the dead issues because the living issues are full of peril to their ]?o- j litical organization. This is the only reasonable explanation, and it shows ( once more the weakness of a cause which i cannot meet the living men of to-day on c the liviug issues of to-day. j A Ml*l<<mliti|; Arguuittiit. * 1 Judge Fleming is under the misapprc- J hension that a taritl' is Protective or not according as the taritl' rates are high or low. He thinks it clear that a -12 per cent taritr can bear none of the marks of , Free Trade. 1 The tarilT levied by Great Britain is CO 3 per cent on her imports. Of course 1 Judge Fleming is aware that the Iiritish ' taritl* is levied for revenue aud that . Great Britain is a Free Trade country, j The average percentage of the taritl" ? does uot determine the measure of Pro- si tection.' That question Is determined by 1 the principle upon which duties are J levied, and by the rate of duty on each t commodity. 1 For exntnple, the average rate of duty 1 on American imports might belOOper cent, and with wool on the free list the wool-grower .would have no Protection. 1 Tlio point is too clear to rcquiro elaboration. _ TIi?
