Bkveuly, Maim., Sept. 13, 1888, Sir:?I am in receipt of your letter of the <lth inst.. and be? to aav that I fullv appreciate the difficulty in which you find yourself in casting your vote. You are i'rouadly awake that any political pabty which openly favored the mother country at the present moment would lose popularity, and that the party in power is fully aware of this fact. The party, however, is, I believe, still desirous of maintaining friendlyrelations with Great Brituin, and is still as desirous of settling all questions ' with Canada, which have been unfortunately re-opened since the retraction ot the treaty by the Republican majority in the Senate, and by the Presi- ' Jent s message, to which you allude. All Ulowances must, therefore, be made for , -he political situation as regards the Presidential election thus created. 'ew York Sun (Dm.) Once befoie Lord Sackvillo's timo, a u 3reign Minister at Washington under- ?jj 00k to express his individual opinion n f our Government's methods of con- ? luctingitsown affairs. This diplomatist was Monsieur Guil aurno Tell Lavallce 1'oussin, the fcavoy ij Extraordinary and Minister Plenipoteniary of the French republic. Major 'oussin presented his credentials in kugust, 1848. He had been in Wash- \ ngton about a year when ho learnod one t it the first principles of tho profession of f lij)lomacy; namely, that every nation j las the right to ilismiss at its pleasure c my foreign Minister, upon tho occur- fc eiice of anything offensive to its dignity t md. self-respect; and that every nation 8 must bo and is the sole judge of what a (institutes such an offence. * * * t Minister Poussin wroto to Secretary \ Clayton on May 12, 1849, representing t that tho French Aug had been grossly j, insulted by Capt. Carpender, and de- v mantling the punishment of that oflicer, y by dismissal or otherwise. Clayton had J the affair investigated, and sent to Pous- c sin a full statement, with all tho docu- a menta in the case, showing that no ? ! i.?,i 1,nnn . UliCUCU IlgUitlOV lUSi lvuvu ...... wuwu t committed. Mr. Clflyton expressed the g bogie that this statement would prove 1 satmfactory to the French Government. Instead of transmitting the documents to Park Minister Poussin again gavo c vent to his private opinions concerning a American motives. Ho wrote to Mr. 8 Clayton on May 30/ J849, a lotter which j ended with this passago: "I railed on the Cabinet at Washington, Mr. Secretary of State, in the name of the French Government, to address a , severe reproof to that officer of the , American, in order that the error which 1 ho has committed, aa a point involving J the dignity of your national marine, , might not be repeated hereafter. ( "From your answer, Mr. Secretary of , State, I am unfortunntely induced to be- 0 lieve that your Government subscribes J to the strange doctrine professed by { Commander Onrpender of the war steam- ? er Iris, sad I hare only to protest in tho name of my Government against theso ? doctrines." c # i Mr. William Toll Ppussin had no fur- J tlior opportunity, as tho Minister of ? France, to criticise our Government's 1 system of conducting its own affaire. The dignity o! tho United Slates was promptly vindicated before tho world by t the proper act of president Taylor and j the Delaware statesman who was his 1 OIXICWIJ VI Between il?> offense of Pousain and ( that of Lord Sackville the difference is 1 on the surface only. It is not essential. The French Minister freed his mind in c communications addressed to tho State < Department. The British Minister has 1 aired his opinion that ignoble motives govern the arts <,( the Chief Executive ol the United Ktitcs and of ono House of tho United States Congress, in aletter 1 Instructing an American citiion how to i vote; and the British Minister has twice < reaffirmed that opinion in public inter- I views designed to meet the eyes of the 1 whole nation. Ponuin insinuated that i the United States was not sufficiently < alive to the honor of its navy. Lord < Sackvillo has openly charged that the most important act of Cleveland's administration, the Retaliation messaflp, and the most important act for years in the United States Senate, the rejection of tho Canada Fisheries treaty, were alike the claptrap of political trickery, designed to influence votes, and of no account after election day. The idea that American patriotism should resent such an impudent and insulting imputation seems to be inconceivable to Lord Sackville. This cynical critic of our institutions and manners adds insult to insult by publishing his belief that his llagrant violation of diplomatic propriety will bo regarded as a matter of consequence solely because it furnishes campaign material to one side or the other. He is "aware that the native ingenuity and enterprise of the American people is apt to come out strongly at the time of national elections?' and he thinks "the enthusiasm and enterprise they throw into such struggles are indications of a sound political constitution." Note the con teuiptuous sneer behind every word which Lord Hackville has had to say in explanation of his letter to the man in Los Angeles. Such a letter as Mr. Clayton addressed to Monsieur Poussiii ought to go without delay to the British Minister ut Washington. It is quite possible that Mr. Uayard's sense of the affront to the lignity of the American Government ind the self-respect of the Administraion may not be so keen as wus that of Jeneral Taylor's Secretary of State; but lurelv Mr. Cleveland must understand md feel the insult!
