"one word more" for which he askt
also to answer those of his question
which seems to call for an answer.
(1) The object of Mr. Hart's inquir
in Maine was to discover, if possibh
whether prohibition in Maine has bee
any better than local option in We*
Virginia.
(2) It was not ncccssary to go to Main
to discover that the local option law i
not enforced in West Virginia, and, pat
ticularly, that tho trailic is freely carrie
on in Wheeling on Sunday. Neither i
it ncccssary to make any special roun
in Wheeling to find flagrant violation c
the Sunday law; this fact isnotorioui
and the columns of the Intelligence
show that it is not unknown to thi
nowspaper, which has demanded cr

lie opinion but u feeble response.
(3) The per capita consumption <
liquor in Maine cannot be nccurutely d<
tcrmined, for much of it is charge
against Massachusetts and some again:
Now Hampshire. The report of th
Commissioner of Internal Itevenue fc
1887 shows that in Maine DID person
paid the retail dealers'special tac, whil
in West Virginia the number was 75(!
tho population of Maine in that year be
ing less than tho population of Wee
Virginia.
(4) Tho fact that there is not a die
tillery or brewery in Maine proves noth
ing moro than tliat tho malt and spirit
uous bovcragw consumed in that Stat
ore produced elsewhere. It remains fc
bo shown that "outside of tho few citie
referred to" in Maine drunkenness is i
less prevalent vice in Maine than ii
West Virginia.
(6-0.) Tho endorsement of prohibit ioi
in Maine by both tho old parties in tha
State, the adoption by tho people of th<
prohibitory amendment to tho constitu
tion, tho favorable testimony of promi
nent men, shows nothing moro thai
what tho Intklliorncek believes to bi
true, viz, that prohibition is accepted ai
tho settled policy of tho State, and,
further, that it is credited with mucli
iiiui BHouiii DC nccoumeu ior uy mo general
national improvement in this regard,
just as in other States local option
is given credit which largely belongs tc
the people themselves. It docs not follow,

question for thinking, moral -"men it
whether more is to bo gained on one line
of legislation than on another, on the
lino prohibition than on the line ol
license. Tho Intelligencer does not
presume to say that Moino would do
^-| I, IWIU.J
better to abandon her effort to prohibit
and try he hand at local option. The
Intrlligkncsk doubt* the wisdom of
abandoning local option for prohibition
in West Virginia; and this, largely, because
there ia no more reason why prohibition
should be enforced in the cities
of West Virginia than in the cities of
Maine.
The Ln'tkllioencku is aware of the
point made by all Third Party men?
that the prohibitory law cannot bo enforced
until a party built up on
that issue is placed in power. A thing is
not changed by changing its name. A
? i in Alolmi ni* in W??nt Vir?
ginia would draw its material from the
old parties. The human nature of the
. men drawn into the Third Party would
, not change witft their changed political
, affiliations. Tiie same men wuuld not
be more courageous or more vigilant ai
Third Party men than they had been iu
= Republicans or Democrats.
(8) The public sentiment that is heard
- in conventions, whether Democratic, lie
publican or Prohibitionist is, as Mr
Johnson is aware, quite a different thin}
from the public sentiment which Hit!
comfortably by its fireside and lots tin
law take care of itself.
(9) The West Virginia liquor law?-bj
no means a perfect contrivance?is no'
euforced in Wheeling because publii
sentiment in Wheeling dot's not requin
it to be enforced. The Third Party tnei
themselves in Wheeling make no effor
to enforce the liquor law whether 01
week days or on Sunday.

To the Editor of the IntdUgencer.
Sir:?I lmvo read with interest the
letters of Charles iiurdette Hart, concerning
prohibition in Maine. Heretofore
they have been kind enough to admit
to your columns communications
pro and con upon this question now before
the people of West Virginia. Won't
you, therefore, allow me just one word
more ?
(1.) Nobody has claimed that t he Elaine
; law is thoroughly, or oven fairly enfused
in Portland una a few other places.
Neither is our own partially prohibitory
law enfused in the-diy of Wheeling.
/O \ Tf \Tn' (-Yarf u'ruiM ufiirt Aiit unimi
i Sunday afternoon in Wheeling, it in
barely* possible he would find uh many
places where he could buy liquors as he
fpund in Portland on a week day.
But let every reader of tho I.ntellii
orncbu, plaee over against these viola.
tors of a rightous law, a few facts:
(;j.) The consumption of liquors per
capita in Maine is less than in any otner
I State, except perhaps, South Carolina:
(4.) There is not a distillery or brewery
operated in Maine.
Outside of the few cities referred to,
? drunkenness is almost unknown, and
J the people waste nothing for liquors.
? (b) Yor twenty years past the Jiepublicans
of Maine have never failed in their
State conventions to endorse the prohibir
tory law. Even the Democrats have fret
quently endorsed it. After many years
; experience with prohibition under
statutary law, the people in 1884 put it
" into their State Constitution by au over*
1 whelming majority.
t (0) The leading Republicans of the
, State have repeatedly given it their unqualified
public endorsement. James
O. Maine only a few day sago in one ol
. his speeches in Maine gave it his un
qualified endorsement by saying umong
e other things: "He thought that thirty'
seven years under a prohibition law hat!
gi ven suflieientassiirjuiee of itseillciency
L' The State was far richer and better be
cause of it." Governor Kobie gives like
L? testimony in a recent letter in the New
York Tribune. These facts ought to be
flullicient to outweight the evident pur*
r pose of Mr. Hart's letters,
e (7) 1 need not suggest how forcibly
[; these letters emphasize the necessity foi
i. a Prohibition party. A very responsi{
ble gentleman iu Maine makes the fol*
lowing public declaration,and challenges
; an investigation as to the fact. If found
untrue lie will pay a forfeit of two hum
r dred dollars: "Nine-tenths Of tho host
I of rum-sellers of Portland, Bantror and
other Maine cities, vote the Republican
r ticket and contribute immense amount*
,f of money to tho Republican campaign
. fund. As a reward, they .arc allowed to
