Tlio Democratic Ways and Means Committee of the IIoubu fixed up a tariff, bill which it thought could not be im-i proved by any amount of testimony however expert. Not a single representative of a single industry was given a hearing before the committee. When | this charge was made on the stump and in the press, apologists for the committee j declared that the Democratic members i of the committee did hear what anybody | had to say. Of course this is not true, i and if it were true everybody knows that private conferences with members of u committee are not thesume thing as hearings before a committee. The essential difference between the Iteptiblicau way and the Democratic way is that the Republicans desire to make a tariff law that will bo fair to all American industries, und the Democrats do not. The job was executed and n fraudulent majority manufactured for Pendeleton. Wetzel county furnished twenty-eight ballots friin which Atkinson's name bad been scratched with a pencil. Martin's School House precinct of Green District furnished fourteen and Archer's Fork precinct, of Grant District, as many more. The Democratic explanation of this remarkable change in the ballots was that the election oflicers were too old to see or too iguoraut to discharge their duties. This amazing explanation was resented by tho election oflicers thus assailed; and one after another they mado aflidavit to the fact that their returns assent to tho Clerk of tho County Court were the true returns of tho votes polled at their respective polling places. I am satisfied that | the return made by us on the 7th day J of November, 1888, of 108 votes for U. W. Atkinson and 140 for Pendleton was correct.
