Most Damaging Fuels, Answers No Charges, and Resort* to Epithet?Km Weak news. President Frank Gruse, of the Boar* of Commissioners of Ohio county, ha written a card. As the Intelligence! desires to be fair to everybody, and a Mr. Gruse thinks the publication of thi card willjbenefit him, it is printed be low. It has been pointedly answere* in advance. Those who are fauiilia with the facts attending the partisan unjuBt and disgraceful proceedings c the so-called recount, will realize ho) weak a defense Mr. Gruse makes. Hi charge thut the Intelligencer has mil quoted Democratic members of th Hoard is without a shade of truth tosuj port it. When ho says: "You inisiu form the public as to our blacknesrf an cowardly dishonesty," ho may have jui titlcation in the failure of the Intellj oknceh to do entire justice to thes characteristics of tho Board. Mr. Gruse refers to Mr. Allen's un authorized demand for a second recoun on tlio UomtnisslonerHUip in wueriy am Ilichland district# in misleading terau That demand was without legal excust and since it was inspired by a meuibe of the Board, it and Mr. Gruse's anxiet, to remain as President of the incomin Board, manifested bv him and by Mi Stein for him on other occasions, assuiu an importance they would not othei wise have. While Mr. Cruse is explain iug he might explain this. For further answer to Mr. Gruse' paper, the reader is referred to the en tirely truthful statement of facts b; Messrs. Maxwell ntid McGregor in yet terday's Intklligbncku. To the MU(tr uj the InlclUutiuxr: Sim?During the past few weeks th Ixtklliobncku has persistently mi? quoted and maligned the Deinocrati members of the Board of Commissioner of this county, and in this morning' issue you again (mis) inform the publi as to our blackness aud cowardly die honesty. At the same time you publish a sc called "Address to the Public," fron Messrs. McGregor and Maxwell, wbicl contains nothing more than a mere re hush of the various slanderous iusinui) tinnu iiiul niililiahed in th Jxtklligiskckk From time to time, li answering one I answer both, I confess that I was somewhat stu nriped that my two colleagues (McGrego uuil Maxwell) should assume u charade so similar to one related in the Kev Testament; a certain individual prays "Lord, 1 thank thee that I am not lik< other men, etc." (Like those wicket Democrats, for instance.) As regards the recount for Copycats man of the First Congressional District I woijld say that J (jefy any man to poiu out oho ballot that Was couuted for Air Pendleton that did not belong to him In the same manner Mr. Atkinsou re cclved every vote that ho was rightful); entitled to, atnomg which wen) a num her that were badly written and badl] spelled. A great ado has been madi about the ballots which were reppwet for later action. {Said Ijallqts consisted oj tickets with black stickers, or wit! the name written under the designatioi of another ollige, or where it was irn possible to make out what was writtei or what was iufbndt'd to be stricken out As is well known, our legal advise (Mr. Jordan) was 'unfortunately callet away by the death of his father at til' beginning of the count, 'fbfe left \\ with the |q\v gpdptyned as to the point ^hqyo mentioned, and for that reasoi tickets comiua under the above heat wero reserveu till wo could get tin opinion of Mr. Jordan or his substitute as to the definition of the law. Wliei It iviih imrcrt iiiiii'd flint. Pnl Pnlwir White had been attending to Mr. Jor dan's business during tl\o jaltey's ?b sence, his natm wan myyeated, but was nrpmptly objected to on the ground tha Colonel White was the law partner o Mr. Allen, tlie attorney of Air. Pendle ton, whereupon his name was withdrawn When Mr. Russell was suggested, tin only obstacle thrown in the way wai tha( l^r. ftuasell was probably out o (ho city, and for that reason would b< unable to act, but carefully conceal ing the fact that Mr. Russell hat been retained by Mr. Atkinson and of which tbpy hail ful knowledge, as was afterward statei by I\lr. *}ugus. The clerk was instruetei to telephone to Mr. Russell's ofliee am inquire if he won absent and when lu would return, The report was that he was then out of the elty but would be al his otllco at 0 a. m. the next day, where upon Mr. Kussell was appointed tin legal adviser of the Board. These proceedings were necessarily slow and nol in haste, as I believe was stated by r certain Republican gentleman in a card published, wherein he attempts to exhonorate Mr. T. J. Uukus, Air. Atkinson's attorney. Wo did not becomc aware of tho fact until next morning, when we called on Mr. Russell as to hit appointment. He then told us that he had been acting for Mr. Atkinson, and for that reason could not serve us. Finally, Mrk Ewing was appointed, and it is conceded even by Republican* mat ins opinion nnu auvice were such that they must be regarded as a just and fair interpretation of the law, and npoc them were baBed the decision in refer enee to the reserved ballots. Mr. Pendleton certainly lost as uiany votes bj reason of said decision us Mr. Atkinson. Messrs. McGregor and Maxwell throw much stress upon the alleged attempt to count out Mr. McColloch, of Rich lam district, but at the same tirno tliey forget that the recount was so fairly conducted that Mr. Maxwell himself gained oue vote as candidate for Cojumissionei from Liberty district. They also forget that upon the second recount being made for Iticliland and Liberty districts, lis to the office of Commissioner, it wai received with such disfavor that Mr. Kwing was appealed to as to whethei there was not a limit to such demands. Mr. Ewiug read a report from the Supreme Court bearing upon such cases, which had the effect of the withdrawal of the demand for a recoont of the recount. As regards tbe bill of exceptions, I would say that had Mr. liugus not been so persistent with his mandamus, prohibition and certiorari I feel assured that he would ere this have had a proper bill of exceptions. Such, however, is not what is desired. The pose of injured innocence has been assumed to conceal that, which if exposed, would display methods and means so questionable and foul that-all honest people would turn from them with disgust.
