First, and Marsh, Water house, Charles Miller and Young, of the Second Branch. The first Branch concurred with the Second in the passage of the ordinance forbidding the Mayor to release prison ers from jail or the workhouse without the consent of the Chief of Police and providing that the Mayor shall report all such releases, with the causes therefor, to Council. City Clerk Thoner presented his semi-monthly financial report, which was read in full, being the first report since the adoption of the annual appro priation ordinance. The appropriations made by the ordinance aggregated $350, 034 05; the several department* have expended thus far a total of $85,02-16(1, leaving balances aggregating ?.'74,(110 00, The Board of Public Workaaent In a big grist of communications. The First recommended the payment of the fol lowing amounts on account of the Mar ket street paving: Geo. Lemons, paving, $2,02019; Stobbs & Moore, curbing, $284 24; F, L. Moge, surveying, $57; total. $3,270 40. The necessary appro priations were made. Tho second communication called at tention to the fact that tho Finance Committee in the appropriation ordi nance had overlooked one of last year's contracts, providing for tho paving with brick of Alley 16 (old l'aper Mill alley) from Main to Water street, and called attention to tho further fact that the 1888 contract had been awarded to George Lemons. An appropriation was askeu for this paving. Mr. Seeley ex plained that In the past year tho alley in question had beon vory nicely macada mized by the Warwick Pottery Com pany with pottery refuse, and the need of the proposed brick pavement thereby obviated. Ho had so informed the Fi nance Commlttoo and at his suggestion provision for the paving of the alley had been omitted from the appropria tion ordinance. After bearing this ex planation, Council referred the matter back to the Board with Instructions to have the contract cancellcd on the beat possible terms. The Board reported that the Flnanco Committee had neglected to provide a sum lufilcient to make needed repairs to (hp mouths of nearly all the Eighth ward sewers, which are in very bad shape. The Board estimates that $1,050 expended now would put them in good shape, but if tlioy are not given immedi ate attention they will cost much rnoro when'theyaro fixed. The Second de cided tbat tills was a case that would come under the head of "contingency," and ordered tho Board to go ahoad and have the work done and pay for It out of its contingent fund. The Board reported that $2,000 was needed with which to repair and repaint the Mnrketstreot and Seventeenth street bridges, and that thja work ahould have been provided fot in the annual appro priation oidlnance. The Second Branch was so pleased over the mannor In which It hid disposed of the Eighth ward sewer matter that it decided to call the brldgo necessities another case of "contingency" and say to tho Board: "Go ahead and ropair the bridge, if you want to, and pay for it out of your contingent fund, which the Act creating thp Hoard states shall bo used for clean ing and repairing the streots." Tiio Board called attention to tho growing need of a street sweeper, but the Second Branch refused to hear it, and knocked out the proposition by a ma jority of ono vote. A resolution was adopted declaring it to be the sense of the Wheelmen that cyclers shall not ride reckleasly; that under all circum stances they shall be polite and con; siderate of the convenience and safety of the public, whether on the sidewalk or on the roadway; that lanterns shall housed at night; that a whistle or bell shall always be at hand as a warning signal. A committee was appointed to look for a suitable site for a race track. Another committee was selected to pro pone a suitable uuiform for a uniformed division of the club; and still another committee to secure rates for Washing ton, Pa., on Thursday week, on which day there are to be interesting bicycle races at that place. The Wheelmen will have another run nextTuesday evening, going over North Main street aud the Island. Bridge tolls will be paid by the club, so that riders will not liavo to dis mount at the bridge.
