LOPPY ELECTROCUTED. Tho Now York Wifo Murdoror Dioa in tlio Death Chair. NEWSPAPER MEN NOT ADMITTED, lint Tlioho Inside Say tlio lvxcciitlou of llio Death Sentence was StietiChH ful?The Mode ol'Killinic OrimltiulN by IJeetrlcltjr Not a Failure 11' they arc to bo lie I loved. Si so Si no, N. Y., Dec. 7.?Martin Loppy, tho wifo nninicrer, has paid tlio penalty of his crimo in tlio death chair. Thoaignal, a black Hag indicating that he iuul been put to death was hoisted on tho Hag stall' over Warden llrown's house at 12:0S. According to Warden lirown, the exe cution was carried out tlio sanio as at tho time of tiie killing of the four men in (he same chair in .July hint. Tho warden refused to give any information except to fav that tlio law had been car ried out, and that the execution of t J.oppv was a success. Loppy was at tended in his last moments by Chaplain Low, of tho Tombs prison, and Chap lain Kdgerton, of Sing Sing prison. The little procession started for tho death chamber. Warden llrown and Keeper Connaughton led tlio way, directly ahead of Loppy, who had to bo led by tho keepers through the dark nassago way on account of his partial blindness. " As soon as Loppy arrived in the exe cution room ho was promptly placed in the chair and strapped so that he could not move head, hand or foot. While this was being done tho expert physi cians and other persona present were grouped about tho room in a semi-circle. Tho electrodes were then applied to the condemned man, one covering tho forehead and temples and the other the calf of the right leg. Tho electrodes were moistened with a solution of salt water before tho current was turned on and at intervals afterwards. Cnntain Hilbcrt, who was in charge of (he death machinery, had tho dynamo running and everything was ready for turning on tho "current. As tho signal was niveu to tlio man at the switch-board to turn on the currents Drs. McLandy. and Kockwell stood near the chair with watches in their hands to time the respiration and the beating of the heart. None of tho wit nesses would reveal how Loppy died. Jt is understood that 1.4S3 volts were used, the same as at the July execution, and that a current of that Voltago was continued from fifty to sixty seconds. As soon as Loppy was pronounced dead, the straps which bound his body were removed and the dead murderer was carried into the apartment directly oil' the execution room where an autopsy was Isold under the direction of 1?rs" McDonald and Landv, after which Loppy's remains were placed in a rough pine collin and some time after sundown this*evening the collin was borne on the shoulders of four convicts to tho little cemetery on the hill within tho prison grounds and placed in a grave tilled with quick lime, along side of the graves of Wood, Slo cum and Jugiro, who were executed last summer. Julc* Ferry delivered a speech yesterday before llio French senate in defenbo of the gouoral tariff bill. Hi; Hj>oku of a free tiadu policy in Franco as a fraud and a gigantic illusion. M. Ferry said: "It wan a nop thrown to Finland when Franco took Savoy and Nice. All Franco got /or it wan ten yearn later that league of uentralitv which tied tlio hands of her friend* while the Germans were invading her. Kngl and know what alio was about when alio promised the cmt>eror that Franco win to be her granary. France, alas, is nobody's granary but her own. It lias been said, she prospered under thoemncror'scommercial treaties. No; she did so in spite of them. There is a great gulf now llxed between 1SS0 and l-v.'l. Kugland alone had then a plant and a practical monopoly. .Ml the nations now .have plants and none 01 them wants any other to havo a mon opoly. Franco does not take the lead as a protectionist state. Italy beiran in 188:1 and JJelgium and Sweden followed. The movement ban now spread every where. It is the negation of tho gener ous illusion of the men of a generation fast passing away who saw in frco trade a means of cultivating brotherly feeling among nations, pacifying Furono and getting rid of standing armies. Who in France would dare to follow tho Kng lish example of throwing ports wide open? Franco has sacrificed to manu factures two-thirds of her agricultural industry, and reduced bv a third her wheat "culture. What, therefore, has she to excliango with other nations? M. Tirard owned that a treaty of com merce with Fngland conld not be con cluded. No more could one with Italy. There is a treaty with (iermany? Article XI oi the Frankfort treaty. America has taken reprisals b'o forchand. Hussia's friendship is precious, bnt it must not be on a commercial basis, as Russia is becom ing fast a great industrial nation. No. France has in policy but to keep at home and with her doors closed. French t a rill's are tho most liberal of any. Kngland calls herself a free trader, but she protects her farmers from those of Normandy under tho pretext ot exclud ing diseased cattle." M. Ferry treated as a fable what M. Challemel-1 .acour said of tlio general tarid's being a tax of .i:'/_\000,00'>) a year 011 tho poor for the good of tlio squirearchy. Were the American poor badly .'oil'? he asked; and why did the continental poor flock there? Vet tho United States had had protection for thirty years. As to be ing isolated?well, isolation was a bo gey. Franco was threatened with an Austro-Cierman zollverein. Well, let the two Kmperora make it if they could. Ferry hoped they might get it. Since Franco had shut out Italian products it was not she but Italy who suffered. SECRETARY FOSTER'S ILLNESS. Another riiyclclau Called In-Xot in l'aln, but lias a Fever.
