That is, it was pretty well under water, owing to the unprecedented!/ heavy ruinc which hare fallen in tbe mountains. Tbe north branch of the Potomac there wee foaming and raging within and without its bed like a mountain torrent, and late in : the afternoon of Tuesday, at tbe leaving ' of the train, seemed as if it had made up iu mind to cngulpb tbetowu. The people were paddling their canoes about from house to house iu tbe most primitive style The railroads centering at this point are just now greatljr afflicted with tbe tioudt. the washes and tbe land slides?more so than at an/ former time of their bistort-. The condition of their running will be found noticed elsewhere in to-day's paper, and it will be seen that although in tbe midst of railroads, we are almost cut off 1 from the balauce of tbe world, owing to tbe accidents broggbt upon us by tbe clouds. Tbe train that left Baltimore Monday evening last, only arrived here yesterany morning, or rather, sbe arrived down at the Narrows, from whence her passengers and mails were brought up by tbe steamer Woodside. When about a mile tbe other side of Piedmont, in the night time, the eugiue struck a buge rock that bad been loosened by tbe rain, and bad falleu be tween the rails, which accident threw tint engine, tender aud baggage car off the track, aud delayed the train at Piedmont until late in tbe afternoon. The whole journey through tbe mountains, and from thence to the Ohio river, was through un interrupted storms. Passengers sgjr they never saw it rain before as it rained along the road within the last couple days. It figures that the States which will lose representatives are: Alabama, 1: Connecticut, 1; Georgia, lj Kentucky, 3; Massachusetts, I: Xorth Carolina; 1; New York, 3; Ohio, 1: Penn sylvania, 2; Rhode Island, 1; South Caro lina 2: Tennessee, 1: Virginia. 2, Vermont, 1. The States which will gain represen tatives are: Illinois, 5; Indiana, 1; Iowa, 4; Michigan, 2; Missouri, 1; Texas, 3; Wis consin, 2. The other States will staud as they are. The Timet sums up the re markable facts as follows : 1. All the old and large States of the Union, without ex ception, lose ground relatively, and most of tbern positively. 2. The South loses ground largely; the new State of Texas having Jive-fold the territory of the old States, and lying west of the Mississippi, is the only one that gains. 3. The only part of the Union which positively gains is the Northwest?Missouri being properly included in that. 4. The Northwest posi tively gain* IS representatives aud 2 Sena tors in Minnesota. 6. The slave States Ion 11 representatives and gain 4, being a positive loss of 7. The free States gain 14 and lose-10, being a positive gain of 4, with 4 Senators in Minnesota and Oregon. In reply to an article favoring the Illiuois Senator, In the Augusta (Oa.) Comtitution alitt, the Savannah Republican declares it is a great mistake to suppose that the Southern States will submit to issues got np by politicians, and vote for Douglas under the fear of Seward. The Republican then goes on to observe: "Four-fifths of them regard the 'pledges' of Seward on the subject of slavery quite as unobjectionable as the pledges of Dou glas; and they will vote for another candi date, whether their leaders order to the contrary or not. Should Douglas be nom inated at Charleston that other candidate will be presented for their suffrages, and all the whips and spurs that democracy has ever invented will be powerless to drive the people from his support. We tell this now to the friends of Douglas, and give them timely notice to prepare for the contest. The natural increase in Connecticut in four j'eart a. shown by tables of the rote for twenty years past, if about four thousand, and we hare no doubt that from three four thousand illegal and fraudulent votes were cast for the Locofoco ticket on Mon day iagt. The largest Republican vote ever before polled was in 1656. when Fre , mont had 42,712; Buckingham hag 44,3 c-~, ^showing about half the natural increase. Bet the largest Democratic rote e~er be fore polled v.*ac for Pratt in 1855?36.365. Allowing half the natural increase and the legal Democratic rote "rcotiid be about ?40,00??. Instead of that. 43.573 -were poll ed oc ilonday. another indication that nearly four thousand fraudulent rote* were cast for thnt ticket. The localities in which the Locofoco vote wus increased give? another indica tion of the means employed. In p:1 the cities the Loco rote increased beyond all honest possibility. In New Haven the in crease is I 122?very nearly 50 per cent, in one year ! and this in the face of the regu lar and natural Republican increase of 349 ! If any man thick6 that this increase of 50 per cent, is honest, let him look at Bridgeport, where the Loco increase is about 300. or 33 per cent., or at Hartford where the Loco increase is about 700?23 per cent. In face of a regular Republican gala of 200, or at Norwich, where the Loco gain is 300?nearly 50 per cent.?in face of , a large Republican gain, or at Middletown. ! where the Locos gained nearly 200. and ' Portland, where they gained 50 per cent. The Charleston Mercury is authorized to say that the Charleston and Savannah Railroad Company are at present devoting every energy to the completion of tbe road to the Savannah river, thereby establishing a connection between the two cities prior to the meeting of the Convention. So it appears that if the former is unable to ac commodate the crowd, it will be only ne cessary to step over to Savannah?one hundred miles or so! The New York Herald, after disposing of Houston, Douglas, and a batch of other candidates, says: "The South must select a candidate from the middle states?a northern man with southern sympaties?who will run well in those states on which the result of the contest depend*). If the South wish to nominate a candidate who will be success ful, it will take that course; if not, not." The city of Carondolet, Missouri, has doue even better for |tl?e Republicans than St. Louis. In spite of all the appliances made nse of by the Nationals, the Opposi tion carried the place by a decided majori ty, electing six out of the eight Alder men.
