The Delegntes now assembled !o Con vention at Wheeling, deem it proper to address tbeir fellow-citizens throughout the Commonwealth, iu explanation and vindication of the course they have"unani mously felt it mcumbeuton tt.em to pursue. It is on'y necessary to allude briefly to the circumstnnces which called this Con vention into existence, to justify, in the fullest manner, tiny resumption of author ity fiy the people in whose nnme they act. The General Assembly, which met in extra session at Richmond, in January last, with out the excuse of impending danger $r oth er grave necessity, and without constitu tional authority, convened a Convention, 4,to adopt such measures asthe}* may deem expedient for the welfare of the Common wealth;" thus tamely relinquishing the very power reposed in themselves by the Constitution, and, a9 the 9equel proved, with a corrupt purpose. Elections . were held for delegate-* to the proposed Conven tion, and it being then clearly understood that an active aud influential party favored the secession of the Commonwealth from the United States, the issue presented every v. here was clearly '?Secession*' or "No Secession." We need not remind you that by a very large majority of the voters of the Commonwealth, secession wa? injected und repudiated, by the election ot dele gates professedly opposed to that iniquity. m<r that a still larger majority required, that any act of that Convention, altering the fundamental law or affecting the rela tions of the State, should be submitted to the people, and without the approbation of a majority, expressed at the polls, should hnve no force or effect. The proceedings of that Convention up to the seventeenth of April last, were evi dently iulended by those in the secret to persuade the members favorable to the perpetuity of the Uuion,and the people at large, that it was intended to propose terms on which it could be maintained.? On the day ttamed the mask was thrown aside and the Secession Oidinauce was pi^sid. This w>ts done in secret session, and no immediate promulgation of the facts was made to the people; nor, until since this Convention assembled, was the injunction of secrecy so far romoved that the vote on the passage of the ordinance was made public. It now appears that more than one third of the whole Conven tion voted against it, and that nine mem bers were absent. Up to this day the de bates which preceded the vote are conceal ed from the people, who are thus dciiteil a knowledge ot the causes which, in the opinion of the majority, rendered seces sion necessary and j ustified so gross a dis regard of their lately expressed will. Uuder the legislative act calling the Convention, from which alone that body derived its authority, and under the vote of j the people provided for by that art, these- j cession ordinance had no le/al effect until ratified at the polls by a majority of the vq'ers of the Commonwealth.
