I. Tiie tallowing parsons are subject to
the operation of the law as alien enemies:
I. All citizens of the Unitod States ex
cept citizens or residents or Delaware,
Maryland, Kentucky, or Missouri. or the
District of Columbia, or the territories of
Aew Mexico, Arizona, or the Indian terri
tory south of Kniisns.

in the states with which this government

or not. Thus, the subjects ol Great Bri
tain, France or other neutral nations,

has willfully failed to give you information
of the same, you will immediately report
the fact to the district attorney for your
district, to tbe" end that the guilty party
may be snbjected to tbe pains and penal
ties prescribed by tbe 3d section of the

AN ACT for the Relief of the Widows and
Orphans of the Officer, Seamen and
" Marines of tbe United States Sloop-of
war Levant, and for other purposes.
Be it enacted by the Senate and House
of Representatives of the tfnited States of
American in Congress assembled,' That,
for the purpose of 6xtag the time at wWch
shall commence the pensions fender the
existing laws, of the .widows and orphan,
children of the officers, seamen, marines,
and others in service, who~were lost in the
United States sloop-of-war Levant,-as Well
as the time to which' the pay ofaaidoffi
cers, seamen, marines, and others in ibe ?
service, shall be allowed, tbe thirtieth dar
of June, one thousand eight hundred and
sixty-one, shall be deemed and taken to be
tbe day on which the said sloop-of-war
Levant foundered at sea.
Sso. 2. And be it farther enacted, That
the widow, or child, or children, and in
case there shall be no widow, or child, or
children, (as aforesaid,) then the parent or
parents, - and if there be no parents, the
brothers and sisters of the officers, seatnea,
marines, and others in service, who were
lost in said sloop-of-war Levant, including
captain's clerk and assistant draughtsman,
shall be entitled to and receive, ont of any
money in the Treasury not otherwise apr j
propriated, a sum equal to twelve months'
pay of their respective deceased relations
aforesaid, in addition to the pny due to the
said deceased at the date of the loss of said
vessel.
Sko. 3. And be if further enacted. That
the ? proper accounting officers of the
Treasury Department be, and are hereby,
authorized nnd directed to 9ettle the ac
counts of Andrew J. Watson, late purser
in the navy, who was lost in the sloop-ot
war Levant, with all his accounts and
vouchers for expenditures nnd payments
by him, and with all the money, stores,
and supplies procured for the U3c of said
vessel and to allow, him a credit for what
ever sum appears to bo due him ou the
books of the Department.

and Soldiers stationed at Fort Sumter,
South Carolina.
Be it enacted by the Senate and House
of Representatives of tho United States of
America in Congress assembled, Tbut the
Secretary of the Treasury id, and be here
by is, directed to pay, out of an}* money in
the Treasury not otherwise appropriated,
the sum of eleven hundred and fifty dol
lars to remunerate soldiers and mombers
of the bund statioued at Tort Sumter,
South Carolina, for losses of private pro
perty incurred in the removal from Fort
.Moultrie to Fort Sumter, ou the eveuingof
December twenty-six, eighteen hundred
and sixty; said sum to be distributed as
follows, namely: To the band, four hun
dred dollnrs; to company E, first artiliery,
five hundred dollars; to company II, first
artillery, two hundred and fifty dollars ;
nnd to be divided among the members of
said band and said companies suffering
losses, or the heirs of such persons afore
said, according to the award of the com
manding officers of the several companies.

other Volunteers.
Whereas the War Department ha* decided
that the term of service of the ninety days'
volunteers, called out under the act of
seventeen hundred and ninety-five, com
menced only on the day when they were
actually sworn into the service of tho
United States; and whereas, the troops
now in service of the United States from
tho State of Ohio were not sworn into
said service until some days after their or
ganization and acceptance as companies
by the Governor of said State, and that
for such period, under existing laws, no
payment can be made : Therefore,
' lie it enacted by the Senate and House
of Representatives of tho United States of
America in Congress assembled, That the
proper disbursiug officer compute and pay
to the said voluuteors compensation from
the day of their organization and accept
ance us companies by the Governor of the
State of Ohio, us aforesaid, uctil tho ex
piration of their term of service.
Sbc. 2. And be it further enacted* That
where the militia of other States are situ
ated similarly with those of Ohio, tho War
Department pay them according to thepro^
visions of tho foregoing section. ?*

America in Congress assembled, That the
Secretary of War be, and he is hereby, au
thorized aud directed to pay, out of any
money in the Treasury not otherwise ap
propriated, the commissioned officers, non
commissioned officers, musicians, and pri
vates who served ns a Home Guard for the
protection of the railroad bridge and other
property, near Oakland Alleghany Coun
ty, Maryland, tinder command of Cap
tain Charles W. White, and were call
ed into service by Brigadier-General T. A.
Morris, aud to make them just aud reason
able compensation for the failure of the
officer of the Government of the United
States to furnish to them rations, clothing,
and other supplies during their Service:
Provided, the amount to be paid shall not
exceed the amount to which, for similar
service, and like ration*,, clothing, and
supplies*, volunteers, regularly mustered
into service under the Prfcsident's procla
mation of Mny third, one thousand eight
hundred and sixty-one, would be equitable
entitled.

fifty dollars, ouu hundred dollars, fire hundred did*
lata, one thotntand dollars, and fire thousand dollars
each, dated lfith August, 1801, payable thrqe years
after date to the order of the subscriber or as di
rected, and bearing interest at the rate of.7 MO per
cent per annum, payable semi-annually; such inter
est being at the rate oi two cents ;flrr each day on
every,hundred dollars. For the convenience of the
holder, each note will have coupo'ns attached ex
pressing the several amounts oC semi-annual inter
eat, which coupons may bo detached and presented
for payment separately from the notes.

at once; or, if preferred, one-tenth at the time of
subscribing and oue-third of the whole amount ou
every.-twentieth day thereafter until the whole shall
