Mr. Baows, of Kanawbs, obtained tbe floor and said that, while he wet not ami nos for the discussion to continue, a sense ot duly impelled him to make further re marks on tbe subject. lie moved to consolidate the second and third tedious and consider them at one, by transferring the counties ot tbe second to those of the first, and comprising them all in one district The third section ti u follow!: Retolved, That the district comprising the counties of Jefferson, Berkley, Mor gan, Hampshire, Hardy, Pendleton, High land, Bath and Alleghany, shall also bo included In and constitute a part of the proposed new Stale, provided a majority of the notes cast within the said district, at elections to be held for the purpose, on the third Thursday in April, in the year 1862, and a majority of the said .ountiu are in fafor of the adoption of the Con stitution to be submitted by this Conven tion. The effect of this motion is simply to in clude the two districts of oountles con lained in both sections In one district, on the conditions prescribed alike in each one. Mr. Bttow.v addressed the Convention at some length in advocacy of bis motion. Mr. Smalt, moved to strike out the word "cast" after "voles," where it occurs in both sections, the effect of which would be to require a majority of the votes within the district, and not a majority of those wbo voted. Mr. Battbixi suggested that it wjuldbo better to strike out the words "voles cut" and insert qualified voters. Mr Hall of Marion, reminded bin that an amendment to an amendment to an amendment was not parliamentary. The Convention re-assembled at four o'clock. The second resolution of tbe Committee on Boundary was taken up. The question was upon the amendment of Mr. Slosel to the amendment of Mr. Brown, of Kanawha. Mr. StitsKL withdrew his amendment. Mr. Stewabt, of Doddridge, obtained the floor and addressed the convention in opposition to tbe amendment of the mem ber from Kanawha. He was followed by Mr. Poxuot, who opposed both tbe amendment and the In clusion of more territory. Mr. Daowx, of Kanawha, modified his amendment by running the two section* together by substituting "and" for "Re lolctd" at the the beginning of the second; the effect of which woaTd be to vote in the Convention upon tbe two sections as a whole; nhd reeel*econditionally, or reject, all the counties as one district, but to deal with them in tha election as separate dis trict!. He again spoke io favor of bis amend ment, and was followed by Mr. Van Win kle, who favored tbe adoption of tbe sec lions u originally reported. Mr. Van Winkle gave his views at length and in general terms upon the question of boun dary. Mr, Lain also opposed the amendment, and Mr. Wuut spoke in opposition to in cluding, under any circumstances, tbe counties namedin tbe second resolution. Mr. Paxtoi and Hr. Bjlttsus participa ted in tbe conclusion of tbe discussion, the former protesting against any exten sion of boundary, and the latter in addi tion t? doing thejame, alleging that the whole matter devolved on the Legislature of tbe State The discussion was continued to a late hour, and it being intimated that other amendments ware yet to be offered and that several.members yet desired to speak upon, the question, the Contention ad journed without a vote.
