Every exhibition, no matter of what character, is sure to be greeted by shoots Ana whistles and rude demonstrations of disorder. Uur readers noticed yesterday the news of the burning of the steamer Rulh, below Cairo, on the Mississippi river. She was bound from St Louis to Vicksburg and had on board several government paymas ters, among them Major 1. M. Pumphrey and Henry C. Flesher of this city. Tbare was a l irge loss of life and property.? Messrs. Pumphrey and Flesher it was fear ed were among the lost, but a dispatch yesterday we find that they were both saved, losing, however, all they had with j f them. Two million, six huudred thousand dol lars are reported lost. Of course this will uot be a loss to tbe government, having never been paiu. A case for some special action on the part of Government is presented in that of ^prisoner now in this city, a Colonel Pow ell ("one-eyed Powell ) who has recently Japtored at Wytbeville, the hen,I of a raiding party, after the commission of ?ross outrages, contrat-y to therulcs of civ ilized warfare, and io the very act Of com sitting other similar enormities. Their object s an indiscriminating warfare on women, :hildren, old age, dumb beasts and help* ess brutes.
