I The subject of the location of the perma neDl cupital of West Vitginia, which baa .lumber*! soundly e*er since tlie organi sation of the new State, came up in the Senato yesterday. Mr. Phelps introduced a resolution proposing to proceed oo the 20lh inst.i to permanently locate the cap ital. Mr. Sievensou offered u resolution proposing the appointment of three com miB3iooera to examine the various points in tbe State aud report to the next session | of tbe legislature. After considerable dis cussion tbe whole subject was laid upon Ihe table where it will doubtless remain during the session, as a majority of the members appear to he opposed to its con sideration at present. During tbediscussion it was made known that Grafton and Clarksburg are the prob able points whereat the capital will be located and that Wheeling, Parkersburg, Beverly and Ft. Pleasant are the possible points. It was given out by one member Ihit even the little towns of Bulltown and Bridgeport are aspirants. It is proposed by soma that the Stale sbonld purchase a tmct of ground somewhere in tbe central portion of tbe State, erect tbe pnblio build logs and start a town. It is olalmed that the proceeds or the sale of town lots would pay tbe expenses of the ereotion of build ings. jpy-PaAi'Tgn Mas.?Instructions have been issued by tbe War Department, de clariog that drafted men and substitutes, disabled since their entry into service, will in future t>e transferred to the Invalid Corps, and discharged io ihesame manner as other soldiers ; but in case where disa bility existed before entry into service, a board of three officers (two line and one medical, to bo convened by the command ing officer of tbe regiment) will render, in addition to the usual medical certificates, (upon which the soldier will be discharged in tbe usual manner, with pay and allow ances, except in cases of fraud,) a special report with a full history of tbe case, giv ing the name of the Board of Enrollment I aad the State and District to which they I belong, that proper, steps may at once be taken to prevent recurrence of such cases. Men drafted will not be discharged for dis ability existing before entry Into Bervice until they have been with the regiment to which they bave been assigned at least one week. I^Thb Sentences Read.?As we have I before stated there are now at work in tbe yard in the rear of tbe Atheneum, some I doxen or more soldiers who have been con victed by court martial of various offences I and sentenced to hard labor during their terms of enlistments. Yesterday Lieut. Moore ot tbe Provost Ouard, read to the prisoners tbe charges, specifications and sentences. Some of the men were deeply affected and shed tear*. They were then told that there was no doubt bnt they would bave to serve out their full terms at hard labor, and that the best thing tbey could do was to go to work patiently and obediently, in which event they would be well treated.
