Garibaldi's Account of W? K*p?iilo? from Ko|l??d. At a general meeting of the Working men's Garibaldi Commitee, held in Lon don on the 25th ultimo, Mr Joseph Cowen^ Jr., presented a written account of a pri vate interview with Garibaldi It will be seen bj the following extract from Mr. Cowen's letter that Garibaldi assign ed reasons for his sudden departure from England similar to those already stated. 44I hare yonr letter asking me to report to the Workingmen's Committee the con versation I had with General Garibaldi on Tuesday evening, April 19th, about the cause of his sudden departure^ from this country. I fear it would be difficult to do this tullv, as the interview on the occasion referred to extended over some time. But upon the only point which there is any substantial difference be tween the two versions that havo been given of the interview, I will report, as nearly as it is possible for me to do, the words that I understand passed between Mr. Gladstone and Garibaldi Mr. Glad stone said: 'If the same kind of demon strations are repeated in tho provinces that have taken place in London, they may damage the effect of your visit and lead to unpleasant complications.' Gar ibaldi said: 'Then I understand that you wish me to leave.' Mr. Gladstone said, 'Yes.' The General said, 'Then I give you my word, and I will j*o.' I said there was a general impression abroad that the request for him to leave came from the government, and that it was the popular belief that the 'complications' re ferred to were political. He said he knew that such was the belief that was gener ally entertained. He thought it was cor reot that the government did wish him to leave, and that as they (the govern met) had received and treated him with so much kindness, he could not remain to be a source of inconvenience. If 1 have not reported the exact words that were used 1 am quite certain I have re ported the sense. He smiled incredu lously when I referred to his health as the cause of his unexpected departure, and said that although fatigued with the fashionable life he had lately been leading, otherwise he was in excellent health? had indeed never been better in biB life. Knowing Mr. Gladstone to be a leading member of the government, he evidently thought the story about his health had been originated to cover the other, and in his estimation stronger, reasons for his^being requested to leave. He regard ed the explanation made in Parliment as diplomatic, and more than once said if he could be relieved from his 'pledge to go' he would stop." In other words, Garabaldi was politely shouldered out of England because his presenco there was an offence to Napole on, England's master. OFFICIAL. LAWS OP THE UNITBD STATES. S And be it further enacted. That no money ord r shall be issued for any sum less than one or more than thirty dollars; and all persons who re. celve money orders sbaU be required to pay there for the following cbargee or fees, vie For an order for one dollar, or for any larger ?am, but not ex ceeding ten dollars, a fee of ten cents shall be charg ed and exacted by the postmaster giving such or der, for an order ot more than ten and not exceeding twenty dollars, the charge shall be fifteen cents; and for every ordrr exceeding twenty dollars a fee of tweotv cents be charred. Sec. 4. And be it forther enacted, That if the purchaser of a money order, from having made an error in stating the nsme of the office or paymeut, or the name of the payee, or for other reason*, be desirous that tne said money order be modified or changed, it shall be the dnty of the deputy post master from whoa he rrceived it to take back, at his request, the first order, and issue another 1 i ?ieu thereof, for which a new fee snail be charged and exacted; and it shall also be tUe duty of a deputy postmaster to repay the amount of any money or der to the person who obtained it, if the latter ap ply for snch repayment and return the money order; but the charge or fee paid therefor shall not in any catsbe refunded. And be it lurther enacted, That It shall be tbe duty of the Postmaster General to require all postmasters who may be authorised to issue and pay money orders, to exocute new offloial bonds conditioned for the laltbful performance or all du ties and obligations imposed by this act, in addition to those required or them by existing laws as post masters; and it shall be \he duty or the Postmaster General to direct all payments or transfers to or rrom money order offices. He may direct transfers of money order funds from one postmaster to an other, and he may require and ulrect transfers or payments to be made from the funds received for money orders to creditors or the Post Office Depart ment, jo bo replaced by equival?nt transfers from the funds or said department arising from postages; and Le may require and direct tranaiers ol naymonts to be made from the runds of the Post Office De partment in the hands or any postmaster arising from postages to the money order offices. And it shall be tbe further duty of the Postmaster General to require each poatmaater to render to tho Auditor of the Treasury for th? Post Office Department weekly, teutl-wevkly, or dally acoounts of all money orders isaued and paid, and of all fees received for issuing them, of alt transfers, or payments made from fands received for money orders, and of all moneys received to be applied to the payment or money orders, or on acconnt of money order offices. Eec. V. And be it further enacted. That out of tbe moneys paid Into the Treasury for the ser vice of the Post Office Department tho Postmaster General shall have power to transfer to the deputy postmaster of any money order office such sum as may be required, over and abo/e the current reve nue thireof to pay money orders drawn on the latter; and such transfers shall be made.by warrant on the Treasury by the Postmaster General, and countersigned and registered by the Auditor of the Treasury lor tho Post office Department. Sec. 10. And be it further enacted, That it shall be tbrduty of the Auditor or tho Treasury for the Post Office Department to receive all accounts aris ing in the money order offices, or relative thereto, and to audit and settle the same, and to certify their balancee to tho Postmaster General as often as he may require, lie sha.l keep and preserve all aor counts ailslng in said offices, and shall report to the Postmaster General all delinquencies of post masters in rendering their money order accounts, or in paying over money order runds. He shall keep the accounts or the money order offices separ ately from the acconnls for postages, and in such it anner as to show tbe number and amount of mon 1 ey orders paid, the amount of fees received, and all I the expenses of the establishment. And it *haJl be I the rurther duty or the auditor to superintend the I collections of all debts due to the Uutted States, or I to the Poet Office Department, by present or late I postmasters, or other persons who are, or may have I been, employ, d in the money order offices, lie I shall direct suite and legal proceedings, and take I all such measures as may be authorized by law to I enforce the payment of such d bts, or for the recov I ery of any penalties arising under tbe provisions ol I this act. I Sec. 11. And be it further enacted. And be it rurther enacted, That ir any I person shall ralsely make, forge, counterfeit, en I grave, or print, or cause or procure to Le falsely I made, forged, couuterreited, engraved, or printed, I or Willi- gly aid, or assist In falsely making, forging, ] counterfeiting, engraving, or'printing any order in I imitation or or purporting to he a money order la I sued by ono postmaster upon another postmaster; I or shall falsely alter, or cause or procure to be i?I l tered, or willingly aid. or assist In falsely altering, I any money order issned as aforesaid; or snail pass, I utter, or publish, or attempt to pass, utter, or pub I Hah, as true, any false, forged, or counterfeited or I der, purporting to be a money order as aforesaid, | knowing the same to be falsely forged, or counter I felted; or shall pass, utter, or publish, or attempt I to pass, utter, or publish, as true, auy falsely al I tered money order. Issued as aforesaid, knowing I the same to be falsely altered, with an intent to I d< fraud, every such person shall be deemed and ad I judged guiity of relony, and being thereof convic I ted, shall be sentenced to be imprisoned and kept I at hard labor for a period of not less than three I years, nor more than ten years, and be fined in a I sum not exceeding five thoussnd dollars. } Sec IS. And be it further enacted.
