He jumped. The board tipped and the little boy fell on the sidewalk. The little girl picked him up, and brushed off the snow. Then the lady ~ at the window heard the girl say: "Try again, Joe! That was too bad. H Sister is sorry. She will hold the :r board this time." So the board was _ again put on the broken sled, and held until Joe was safely on it. "Now. sit still. Joe, and I'll give you a nice sleigh ride," said the little jgv > ^ girl. And then she picked up the rope l| ; afitl pulled. Up flew Joe's feet and he ? ' fell backward ; but he was not hurt much, and, after another brushing, the girl said, "Now, sit with your feet . to the back; you can't tumble ofF that fc way." . But he did. I was attracted yesterday by a considerable gathering of people in a down town street, occasioned by a b:ilky horse which even the policeman himself could not persuade to "move on." All kinds of plans were tried. First, about a do/en men shoved the wagon behind ; but even then, by flrm'y planting his fore feet, the determined beast managed to resist progression, although I thought the breeching would burst. An old piece of cloth was then carefully tied oven his eyes, and, after a short pause, he was gently requested to proceed, but he stood still, and the crowd jeered. Next a rather consequential person came forward, and, standing on tiptoe, so tliat he oould reach the horse's ear, whispered into his ear something which he evidently thought would have an instantaneous aud miraculous effect; but the animal was deaf to this sireu, and the consequential person slunk off, pursued by the sarcasms of a bootblack. The driver was now in a rage, which vented itself iu blows and imprecations. But just as he was passing from this condition into one of stony despair, a quiet young fellow waved him aside, unharnessed the horse, took him out of the shafts, and after leading him across the street and back reharnessed him and handed the reins to the driver, who now drove oft' without the least trouble. The expedient was simple and elective, and it suggests what is, I believe, the true philosophy of the balky horse. C.t in Council assembled, ind by authority of the same. That a tax for the sums and in the manner hereinafter nimeds hall bo raised and paid into the treasury of the Town Council for the usos and purposes thereof for the year A. D. 1891. Section 1. (.111 every ime nunureu Dollars of the cash value of all Heal and Personal estate within the incorporation af the said town of Abbeville, the sum sf Twenty Cents. Sec 2. On each Billiard and Pool Tableor Ten Pin Alley kept for hire, thesum of Twenty-five Dollars for each Table or Alloy more than one kept, by the same awner $25.00. On cach .Bagatelle Table kept for hire the sum of Twenty-five Dollars. If any person or persons are found guilty of receiving pay or making it charge for a game of Billiards, Pool, Bagatelle or Ten Pin Alley, without having a license, shall bo lined not exceeding in the sum of Fifty Dollars, or not more than thirty day in the County Jail. Sec. 3. That all male persons between the age of sixteen and fifty years, except those physically unable to earn a support are liable to road duty and shall be required to work on tho roads, sidewalks and streets within the incorporation of the town of Abbeville six and one-third days by direction of the Town Council. The commutation for said road duty to be the sum ofTwo Dollars and One half, to he naid at the time of navment of other taxes, to wit, on or before" the first day of March. All persons refusing or failing to work six'and one-third full days, to be accepted and approved by the Council, or pay the above commutation, shall be liable to pay a fine not exceeding J25.00, or imprisonment in County Jail not exceeding thirty days. Sec. 4. That all itinerant auctioneers, peddlers, except venders of farm produce raised in the county, offering at retail any goods whatsoever for sale, shall pay a license of not more than Twenty-Five Dollars nor less than One Dollar per day. Sec. 5. That all circuses shall pay a license of One Hundred Dollars for each and every exhibition; and all other shows, including what are commonly known as side-shews attached to a circus, shall pay a license of not more than Fifty nor less than Two Dollars for each exibition. Sec. 6. That all returns shall be made under oath, 011 or before the first day of February, 1891, and all taxes shall be due and pa3'able on or before the first day of March, 1801. If any person or persons shall refuseor neglect payment ot the taxes heroin levied within the time specified, the Treasurer of the Town Council is here by authorized and required to add twenty per centum penalty, and if the tax with the penalty is not paid within thirty days thereafter, it shall be the duty of the Treasurer of the Council to issue executions therefor immediately, and collect the same by due process of law, as provided in the charter of said town of Abbeville. Sec. 7. Tho Town Council or a quorum thereof shall constitute a Hoard of Assessors to allix tho value of property returned for taxation. Sec. 8. If any person or persons shall i refuse or ncglcct to make a return of their nrnnai'tv for taxation within tho time proscribed herein, the return ol'last year with twenty per centum added, shall bo deemed and taken by the Treasurer to be the true value of their property for taxation and it shall be assessed at that rate. Skc. 9. For each license to retail spirituous liquors in the town of Abbeville the sum of Five Hundred Dollars for the year begining with the first day of January, 1891, and ending on the first day of January, 1892, the said sum payable in threo equal installments in advance, said dealer or dealers to give bond and security for payment of said sums of money, and if at' any time during the year the said dealer or dealers should go out ol business the whole amount of Five Hundred Dollars shall immediately become due and payable, and any person or porsons doing business the whole or any part of tin year shall p*y the whole sum of Five Hundred Dollars. Skc. 10. For the use of the water from the public spring as now taken by the C. A ft. R. H. Company, the sum of One Hundred Dollars per annum.
